Peoria County Board - Land Use Committee met Sept. 23.

MEMBERS PRESENT: Paul Rosenbohm – Chairperson, Linda Daley – Vice Chairperson (via teleconference), James Dillon, Terry Ruhland, Sharon

MEMBERS ABSENT:

Call to Order:

Mr. Rosenbohm called the meeting to order at 4:00 p.m.

A motion to allow Ms. Daley to participate via teleconference was made by Dr. Blair and seconded by Ms. Williams. A vote was taken on the motion and carried. (6-0)

Approval of Minutes:

A motion to approve the Land Use Committee minutes from August 26, 2024, was made by Mr. Ruhland and seconded by Ms. Williams. A vote was taken on the motion and carried. (7-0)

Reports/ Other Minutes/Updates:

Tri-County Regional Planning Commission Minutes: No questions or comments. Unsafe Structures: No questions or comments.

Development Summary: No questions or comments.

Mr. Rosenbohm motioned to receive and file the reports.

Subdivision Waivers

WAV-2024-0006, Petition of Louck Farms, LLC

Ms. Williams made a motion to approve the subdivision waiver and was seconded by Dr. Blair.

Mr. Braun summarized the case. The petitioner is requesting to split two acres from an existing 28.56- acre tract. The request is to waive Section 20-8.3.4.1.b.2.a of the Unified Development Ordinance, which requires a new minor subdivision to have access to a public water supply. Public water is available in Dunlap, which is nearly a mile away. They have a well that is producing 6 gallons per minute available at this site.

Mr. Rosenbohm confirmed that the County’s well production requirement is only 3 gallons per minute. Mr. Braun stated that this was correct.

A vote was taken on the motion and carried (7-0)

Resolutions

Edwards Roof Replacement Program Round 2 Bid

Ms. Williams made a motion to approve the resolution and was seconded by Mr. Windish. (Mr. Dillon enters the meeting)

Mr. Braun advised that this is funding that Peoria County Planning & Zoning has received from the Peoria City/County Health Department. Mr. Braun added that earlier this year, five roofs, in the unincorporated portion of Peoria County, in member Williams’ district, were replaced. After the success of that pilot program, a round two was offered, and there were five additional applicants. The bid was released to 21 vendors, and only two bids were received. The lowest bid came from J & F Chiatello Construction out of Dyer, Indiana. J & F Chiatello was the contractor for phase one and the Department was very satisfied with their work. This is a total award of $54,600.00.

Mr. Rosenbohm confirmed that the roofs were for owner-occupied homes. Mr. Braun stated that they were owner-occupied, insured homes, and income limits were met.

A vote was taken on the motion and carried (8-0)
