City of East Peoria City Council met Oct. 8.

The SPECIAL Meeting of the City Council of the City of East Peoria, Illinois was called to order by his Honor Mayor John P. Kahl presiding at 10:00 A.M. with proper notice having been given. The City Clerk certifies that notice of the meeting was duly served upon Council Members via email on Friday, October 4, 2024, at approximately 3:45 p.m.
Upon the roll being called the following answered present: Mayor John P. Kahl, Commissioner Daniel S. Decker, Commissioner Seth D. Mingus, and Commissioner Michael L. Sutherland. Absent: Commissioner Mark E. Hill.
The invocation was given by Mayor Kahl.
Mayor Kahl led the Council and the audience in the pledge of allegiance to the flag.
Mayor Kahl stated if there was anyone in the audience who wanted to speak on any items on the agenda to come to the podium and state the matter or matters to be discussed. There was no response.
Resolution No. 2425-066 by Commissioner Decker, seconded by Commissioner Mingus; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 2425- 066, hereto attached, a Resolution Authorizing the City of East Peoria to Enter into Joint Funding Agreement with IDOT for the East Washington Reconstruction Improvement Project and Related Funding Appropriation, be approved. Mr. Mayor, I move you that this Resolution No. 2425-066 be accepted on its first reading as read by its title, and be laid on the table for no less than one week for public inspection.
Commissioner Decker explained that the funds being spent by the City are $91,000 and the project is anticipated to be done this year. City Attorney Scott Brunton explained that the Illinois Department of Transportation (“IDOT”) wanted to have their portion of East Washington done at the same time as this project to save costs and make it a seamless project. The parties will work together, and there are matching funds coming through the grant through Tri-County Regional Planning Commission. The state and city are also chipping in funds for the project. City Attorney Brunton explained that the second resolution allocates the city’s portion of the funding to come from the Rebuild Illinois funds.
Yeas: Commissioners Decker, Mingus, Sutherland, and Mayor Kahl.

Mayor Kahl declared the motion carried.
Resolution No. 2425-067 by Commissioner Decker, seconded by Commissioner Sutherland; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EAST PEORIA, ILLINOIS that Resolution No. 2425- 067, hereto attached, a Resolution Authorizing the City of East Peoria to Allocate Rebuild Illinois Bond Funds for the Local Portion of Funds Required for the East Washington Reconstruction Improvement Project, be approved. Mr. Mayor, I move you that this Resolution No. 2425-067 be accepted on its first reading as read by its title, and be laid on the table for no less than one week for public inspection.
Mayor Kahl explained that the City is obligating Rebuild Illinois Bond Funds toward this project for the city’s portion of the funding.

Nays: None.
Mayor Kahl declared the motion carried.
Mayor Kahl stated if there was anyone in the audience who wanted to speak on any items not on the agenda to come to the podium state the matter or matters to be discussed. There was no response.
Mayor Kahl then asked for comments from Council. There were no commented from the City Council.
Motion by Commissioner Sutherland, seconded by Commissioner Decker; Mr. Mayor, I move you that we adjourn until Tuesday evening, October 15, 2024 at 6:00 P.M.

Mayor Kahl declared the motion carried and the meeting adjourned at 10:05 A.M.
