Village of Bellevue Board of Trustees met Oct. 8.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Mayor called the Village of Bellevue meeting to order at the Village Hall @ 6:00 p.m.

II. ROLL CALL

Present: Mayor Ross Pesch; Trustee Sandra Cooper; Trustee Paul Eichhorn; Trustee Aaron Lannert; Trustee Judith Wight; Trustee Leroy Wiseman; Attorney Lane Alster; Susan Pesch, Village Clerk; Theresa Johanson, Village Treasurer

IV. CONSENT AGENDA

A. Approval of Regular Session Minutes – September 24, 2024.

B. Approval of Bills

Trustee Wight moved to approve the Consent Agenda as presented. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

Yes: 6

No: 0

Abstain: 0

V. PUBLIC COMMENTS

Terry Elston inquired about the storage container at the back of Bellevue Pub-N-Grub. Mr. Wilson stated that the property is zoned R-1. Attorney Alster responded that they cannot have a storage container on R-1 property. Mr. Wilson said that if the storage container is on commercial premises, it does not have to be on a paved surface. Pub-N-Grub does not currently own the property.

Terry Elson asked about the dangerous and unsafe properties in the Village. Attorney Alster stated that they are going to court in November regarding four properties.

Scott Raker commented that Princeville has permits for ATV and UTV riding on their streets. It would be added revenue for the Village with the permit fees. People could show proof of insurance before riding on the streets. Princeville has a contract with Peoria County and charges $25.00 for a permit. Mayor Pesch responded that he would have a conversation with the Peoria County Sheriff and the Village Attorneys. Attorney Alster commented that the Village would need the police to enforce it. The Peoria County Sheriff’s Department would need to be willing to handle it. We will look into it and discuss it at the next meeting.

VI. ACTION ITEMS

A. Trustee Lannert moved to approve the PCAPS Agreement. Trustee Wight seconded the motion. Approved with the following roll call vote:

No: 0

Abstain: 0

B. Ordinance Amending Ordinance 680. Mayor Pesch stated that the item would be tabled. There was Board discussion regarding amended language pertaining to burning on school days and the change in hours. Mayor Pesch asked for a show of hands from Board members if they wanted Matt to proceed with zoning enforcement during the day. Board members were in favor to have Matt continue with zoning code issues and write tickets during the day if needed.

VII. INFORMATION/DISCUSSION

A. Sheriff’s Report – Deputy Winder reported that crime was at an all time low in the Village of Bellevue.

B. Streets Superintendent and Maintenance Report

1. Road Repair - Mr. Wilson reported that they are working on manhole covers.

2. Soliciting – Mr. Wilson made a statement that soliciting issues should be reported to the Peoria County Sheriff’s Department.

C. Zoning and Code Enforcement Report

D. Treasurer’s Report

F. Trustee’s Report

1. Trustee Cooper inquired about a phone for the mayor. Steve and Matt get reimbursed for their cell phones.

2. Trustee Eichhorn

3. Trustee Lannert asked if the guys could get rid of the old 414 sign at the end of Main St. Attorney Alster asked Board members if they were fine with taking it down. The Board was in favor of removing the sign.

4. Trustee Wight inquired about cleaning up properties on the corner of Anna Rd. and the house on Plank Rd. Mr. Wilson responded that the Plank Rd. house is owned by Doug McKenrick.

Trustee Lannert moved to adjourn the meeting. Trustee Wight seconded the motion. The meeting was adjourned by voice vote @ 6:40 p.m.
