Peoria County Board met Dec. 2.

Here are the minutes provided by the board:

I. Peoria County Board Organizational Meeting

II. Call to Order by Presiding Officer

III. Moment of Silence

IV. Pledge of Allegiance

V. Appointment of a Temporary Chairperson by the Presiding Officer

Chairman Dillon explained that typically during this time, a temporary chairperson would be appointed. Chairman Dillon appointed Member Groves Allison as the temporary chair to run the elections for the chair position.

VI. Report of the County Clerk on Member Credentials

Clerk Rachael Parker read the Report on Member Credentials certifying the Abstract of Votes Cast from the November 5th, 2024, General Election.

VII. Swearing in of Newly Elected Members by the County Clerk

Clerk Parker administered the oath of office to the certified election winners. Members Blair, Bryant, Coates, Elsasser, Kelch, McCann, Reneau, Rosenbohm, and Windish were sworn in.

VIII. Roll Call of the Members of the Board

Attendance was taken by County Clerk Parker, and the following members of the Board were present: Members Blair, Bryant, Coates, Daley, Dillon, Duncan, Elsasser, Groves Allison, Kelch, McCann, Phelan, Reneau, Rieker, Rosenbohm, Ruhland, Salzer, Williams, and Windish.

IX. Adoption of 2025-2025 Rules of Order

Temporary Chairperson Groves Allison stated local rules require us to adopt Rules of Order annually at the Reorganizational meeting, and the proposed Rules of Order within the packet were voted on and approved by the Rules Committee.

Member Williams moved to approve the amended Rules of Order, and Member Daley seconded. The amended Rules of Order passed by a unanimous roll call vote of 18 ayes.

X. Nominations for Chairperson of the County Board

Member Salzer nominated Member Dillon, with no other nominations.

XI. Election of Chairperson of the County Board as provided in Article III, Section 1

The nomination of Member Dillon as Chairperson was approved by a unanimous roll call vote of 18 ayes. Member Dillon assumed the Chair. Chairman Dillon thanked everyone. He stated how fast 2 years went by with the team they have. He noted they have done remarkable things in the last 2 years and he is excited to see what they can do in the next 2 years. He expressed the honor and privilege it is to sit in the chair and to have an 18 – 0 vote from his colleagues.

XII. Nominations for Vice-Chairperson of the County Board

Member Reneau nominated Member Williams, with no other nominations.

XIII. Election of Vice-Chairperson of the County Board as provided in Article III, Section 2

The nomination of Member Williams as Vice-Chairperson was approved by a roll call vote of 17 ayes and 1 nay, with Member Windish voting nay.

XIV. Appointments

Member Daley moved to approve the appointments, and Member Phelan seconded. The appointments were approved by a unanimous roll call vote of 18 ayes.

Chairman Dillon welcomed Madam Mayor who was in attendance.

Chairman Dillon welcomed Member McCann to the Board.

Member Ruhland joked that at this rate it would be 44 years and he would be 99 years old before he made it to where Member Elsasser sits.

Member Daley reassured Member Ruhland that she was 21 when she joined. Member Williams reminded all the potluck is on the 12th, and not to forget to bring their stuff.

Member Rosenbohm welcomed Member McCann to the horseshoe. He stated he was in her seat 14 years ago and it is the scariest place to be. He referenced that it wasn’t until he was in Member Duncan’s chair that he started to feel more comfortable. He stated they are all looking forward to working with her.

Member Salzer welcomed Member McCann stating she will be working with some fine people and hopefully she will enjoy it.

Chairman Dillon reminded the building trades party is Thursday from 4pm to 7pm at Rabers.

Member Salzer asked about copies of the committee assignments.

Chairman Dillon stated Member Salzer should have a printed copy but everyone else should have it uploaded on their iPad. He stated they will report to their normal committee meetings on December 3rd and then to the new committees starting in January.

There being no further business before the Board, the Chairman announced the meeting was adjourned.
