1. CALL TO ORDER

1.1 Call to Order

The meeting was called to order by Chairperson Dillon at 3:35 pm.

1.2 Approval to Join via Teleconference

A motion to approve Member Daley to join via teleconference was made by Member Duncan and was seconded by Member Reneau.

Motion Carried. (9-0)

2. APPROVAL OF MINUTES

2.1 December 3, 2024

2.2 December 12, 2024, Special Executive Committee

A motion to approve the Executive Committee meeting minutes from

December 3, 2024, and Special Executive Committee meeting minutes from December 12, 2024, was made by Member Ruhland and was seconded by Member Coates.

Motion Carried. (10-0)

3. INFORMATIONAL ITEMS / REPORTS / OTHER MINUTES / UPDATES

Chairperson Dillon moved to receive and file the informational items.

3.5 Digital Equity Pilot Update

Mr. Allen advised they received 348 initiated applications. They did their best to communicate via all media channels. They hosted workshop at the downtown library on Tuesday, December 3rd and had people come in to apply. Of the 348 applications, 95 applications were completed which included all required documentation. Those applications were reviewed and scored by Brittany Graves, Human Resource DEI Generalist, and then committee members from The Joint Commission on Racial Justice and Equity's Information Technology group. Of the 95 applications, 94 were selected to participate in the pilot. One of the 95 which was removed, was from Creve Coeur, and was therefore, not eligible to participate in the pilot. One of the 94 applicants did not have the infrastructure to participate. Mr. Allen directed the committee to the maps included in their packets. He advised there were representatives from all 18 districts that applied except for District 13. Of the 93 applications, all county board districts except 12, 13 and 15 were represented. He advised those who have been selected to be in the pilot have been notified. They plan to host a series of community workshops for applicants within Comcast service areas this month. Mr. Allen stated they have been working with their grant manager, the grant goes through 2026 and will allow for expansion of the pilot. Mr. Allen expressed his appreciation for Ms. Kusturin from Finance for her assistance. Mr. Allen stood for questions.

Member Blair asked if the person who could not be serviced was in a rural area.

Mr. Allen confirmed it was rural.

Member Rosenbohm expressed congratulations and inquired as to how many people can be serviced with funding.

Mr. Allen advised the number fluctuates, it depends on where they live it and the service provider.

The following resolutions were recommended to the County Board for approval.

Finance, Audit and Legislative and Executive

The following resolutions were recommended to the County Board for approval.

6. PUBLIC COMMENT

6.1 Public Comment

Chairperson Dillon called for public comments. There were none.

7. MISCELLANEOUS

7.1 Miscellaneous

Chairperson Dillon called for miscellaneous comments.

Chairperson Dillon reminded Board Members to take the Doodle poll for the morning retreat in February.

Member Ruhland reiterated his comments from yesterday regarding the

Health and Human Service Campus. He again encouraged all Board members to be present for the ribbon cutting on January 21st. He stated by February, they should have a full financial accounting, and final payout to the contractors.

Member Reneau advised the HHS event is at 10:00 a.m. on the 21st. He also stated that Monday, January 13th at 10:00 a.m. is the County's 200th Anniversary Celebration at the Peoria River Front Museum. Member Reneau thanked Ms. Pearsall for all the work she has been doing.

Mr. Sorrel advised the Legislative Breakfast will be Wednesday, January 15th.
