1. CALL TO ORDER

1.1 Call to Order

The meeting was called to order by Chairperson Member Groves Allison at 2:06 pm.

A motion to allow Member Daley and Member Elsasser to join the meeting via teleconference was made by Member Rosenbohm and was seconded by Member Bryant.

Motion Carried. (7-0)

2. APPROVAL OF MINUTES

2.1 December 3, 2024

Public Safety & Justice Committee - 01-07-2025

A motion to approve the Public Safety and Justice Committee meeting minutes from December 3, 2024 was made by Member Reneau and was seconded by Member Phelan.

Motion Carried. (7-0)

3. INFORMATIONAL ITEMS / REPORTS / OTHER MINUTES / UPDATES

3.1 ETSB

Ms. Noe advised Stark County is finished, they are up and running. Ms. Noe stood for questions.

Chairperson Groves Allison asked about staffing.

Ms. Noe advised they have hired 3-4 new dispatchers. She reported that they had been short one in Bartonville, but they have hired someone, and she is currently in training. Stark is fully staffed as well.

3.2 Public Defender

The Public Defender was not present.

3.3 PCAPS Monthly Report November 2024

Ms. Spencer advised they closed the year with 6,006 animals which is a record intake for the last 10-15 years. She stood for questions; there were none.

4. RESOLUTIONS

4.1 PCAPS Byerline Estate Donation

A motion to approve the resolution was made by Member Reneau and was seconded by Member Rosenbohm.

Ms. Spencer advised the donation came to PCAPS from the Byerline Estate. This was designated for everything but salaries and wages. They will be using the donation for the cremation system which is at the end of its life.

Chairperson Groves Allison called for questions from the committee; there were none.

4.2 PCAPS Cremation System

A motion to approve the resolution was made by Member Phelan and was seconded by Member Reneau.

Ms. Spencer advised she worked with Mr. Smith, in Purchasing, to create an RFP (Request for Proposals) for the animal cremation system. The RFP was published on October 18th. They received three proposals; one was incomplete. They would like to propose Matthews Environmental with the lowest bid of $95,000.00 and a contingency of $5000.00 for a total of $100,000.00 which will be completely covered by the Byerline Estate donation.

Chairperson Groves Allison asked if the current cremation system is at the end of its life.

Ms. Spencer confirmed. She advised there are several repairs that need to be made to the system. They want to nurse it along until the new one arrives.

Member Phelan asked if they looked at utilizing a third party for cremation services until the new unit arrives.

Ms. Spencer advised they have done that in the past, but it is not cost effective. They did not price that as a third comparison this time.

Member Phelan clarified his original question, asking if they had looked at a third party for cremation services just until the new unit arrives instead of repairing it.

Ms. Spencer advised that they will if necessary. No money has been put into repairs to date and they will try to hold off.

4.3 State's Attorney's Appellate Prosecutor Authorization FY2025 A motion to approve the resolution was made by Member Rosenbohm and was seconded by Member Reneau.

Mr. Sorrel advised this is an annual item. This $41,000.00 contribution, which is this year's amount, is a contribution the County makes to the State Appellate Prosecutor Program which is run by the office of the State's Attorney Appellate Prosecutor. They aid all the State's Attorneys across the state with criminal convictions that have appeal cases.

Chairperson Groves Allison called for questions from the committee.
