5. APPROVAL OF MINUTES

5.1 December 12, 2024

A motion to approve the December 12th, 2024 minutes was made by Member Daley and was seconded by Member Coates.

Motion Carried. (16-0)

6. PROCLAMATIONS AND PRESENTATIONS

6.1 Introduction and Remarks by State Senator Li Arellano (37th District)

6.2 A proclamation congratulating Dr. Sharon Desmoulin-Kherat on being named 2025 Illinois Superintendent of the Year.

Deferred to February Board Meeting.

6.3 A proclamation congratulating Leo Orban for being named the Probation Department's 2024 Employee of the Year.

Chairman Dillon recognized Brandon Kleist, Probation Officer of the Month for December.

Chairman Dillon recognized Member Ruhland for going above and beyond and going to weekly meetings for the new Health and Human Services Building.

Chairman Dillon recognized Member Salzer on his 30 years of service at Peoria County.

Director Of Strategic Communications Pearsall reminded of events coming up January 13th, the Bicentennial Event, January 15th, the Legislative Breakfast, and January 21st, the Grand Opening of the new Health and Human Services Building.

7.1 Citizens' Remarks

Gregory Barta spoke in favor of wind energy.

8. CONSENT AGENDA

A motion to approve the consent agenda was made by Member Reneau and was seconded by Member Phelan.

8.1 The Treasurer's report consisting of the Bank and CD's Portfolio for the month of November 2024 and Revenue & Expenditure Reports for December 2024.

8.2 The Finance Department's report of expenditure Reports.

8.3 A resolution (items 1-32 conveyances) from the Ways and Means Committee recommending that the County Board Chairperson be authorized to cancel the appropriate Certificates of Purchase.

9. ZONING ORDINANCES AND RESOLUTIONS

9.1 FFY2026 Federal Legislative Agenda

A resolution from your Finance, Audit, and Legislative Affairs Committee recommending approval of the County’s Legislative Agenda for the 119th Congress.

A motion to approve the resolution was made by Member Williams and was seconded by Member Daley.

Motion Carried. (16-0)

9.2 PCAPS Byerline Estate Donation

A resolution from your Public Safety & Justice Committee recommending acceptance of a donation from the Byerline Estate in the amount of $102,834 and to appropriate funding in FY25 to the PCAPS Fund.

A motion to approve the resolution was made by Member Groves Allison and was seconded by Member Phelan.

9.3 PCAPS Cremation System

A resolution from the Public Safety & Justice Committee recommending approval of a contract award for a replacement cremation system to the lowest complete proposal from RFP #26-01-24 submitted by Matthews Environmental Systems, Florida in the amount of $95,000.

A motion to approve the resolution was made by Member Groves Allison and was seconded by Member Phelan.

Motion Carried. (16-0)

9.4 State's Attorney's Appellate Prosecutor Authorization FY2025 A resolution from your Public Safety and Justice Committee recommending annual authorization of Peoria County’s contribution for participation in the State’s Attorney’s Appellate Prosecutor’s Program in the amount of $41,000.00.

A motion to approve the resolution was made by Member Groves Allison and was seconded by Member Phelan.

Motion Carried. (16-0)

9.5 Approval of Survey Agreement Amendment for Structural Cross Sectioning A resolution from the Infrastructure Committee recommending approval of a Survey Agreement with Mohr & Kerr for structural cross sections for an amount not to exceed $30,000.

A motion to approve the resolution was made by Member Salzer and was seconded by Member Kelch.

Motion Carried. (16-0)

9.6 Bid Letting for Highway Department North Station Main Building Roof Replacement

A resolution from the County Infrastructure Committee recommending approval of the lowest responsible bid of Hein Construction in the amount of $48,100.00 for the replacement of the Highway Department’s North Station Main Building roof.

A motion to approve the resolution was made by Member Duncan and was seconded by Member Ruhland.

Motion Carried. (16-0)

Member Elsasser stated the importance of the continued support of the North Station for those out in the country.

Member Salzer recognized Terry Ruhland and Danny Kelch for standing by the North Station.

Chairman Dillon recognized Member Kelch and Member Windish for abdicating for the North Station.

10. MISCELLANEOUS AND ANNOUNCEMENTS

10.1 Miscellaneous and Announcements

Member Williams stated she will be attending the Illinois Association of County Board Members Professional Leadership Training on January 23rd, and for the Board Members to let her know if they were interested in riding with her. Member Ruhland thanked the Health Committee for their foresight and preparation that was made years in advance. He recognized Monica

Hendrickson for her amazing job logistically in getting her people out and back in.

Clerk Parker thanked everyone for their patience as they worked through the new system.

Chairman Dillon recognized the Sheriff's Department for National Law

Enforcement Day for all that they do. He thanked Member Ruhland for bringing up the positives that are going on in Peoria County.
