City of Minonk City Council met Jan. 20.

Here are the minutes provided by the council:

CALL TO ORDER: The January 20, 2025, meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Marcoline

ROLL CALL BY CITY CLERK: Those in attendance: Alderpersons Tom Barth, Julie McNamara, Russell Ruestman, Jonathan Stears.

ABSENT: Tessa Arndt, Travis Nix

Also in attendance: City Administrator Bill Moline, City Clerk Leta Janssen, City employees Jake Anderson & Kaleb Garber

REGULAR AGENDA:

A. Ambulance Department Discussion

Moline met with the Minonk Fire District and is currently awaiting confirmation from the state on accurate confirmation of the estimated levy amounts to be received for the upcoming year. Moline requested the Minonk Fire District further discuss and consider the ElPaso coverage options provided. He has been in conversation with Dana and Benson both. Ruestman suggested charging a flat rate for services to those communities if they wish for Minonk coverage to continue. There were no applications received for the recent ambulance personnel posting.

B. RO/Infrastructure Replacement Discussion

Moline requested direction from the Council on pursuing an EPA loan for the project since the paperwork is due in March. A water surcharge would also be used to finance the project. A 2nd quote was received from a different firm and was higher than the Farnsworth quote. Ruestman requested a re-examination of the bid to ensure it’s items actually needed. Ruestman moved to approve proceeding with the $1.5 million EPA Loan application, second by McNamara.

C. 2025-26 Budget Discussion

Moline reviewed highlights of the preliminary 2025-2026 budget projections provided. Updated spending information will be included for upcoming budget meetings.

D. Discuss and Consider Surplus Equipment Sale

The city will be requesting bids for the sale of surplus equipment no longer being used which includes the following: 2001 BMC Sierra 1500, 2000 F450 Super Duty, 1995 Chevy 3500 flat bed, 2011 zero turn mower, and a skid steer snow pusher. Ruestman moved to approve the sale of surplus equipment as listed, second by Barth.

• Millennia Park Recreational Building Committee: R. Ruestman, Jake Anderson, Kaleb Garber, Bill Moline, Craig Kalkwarf, T. Arndt

• Millennia Park Recreational Building Operations Committee: J. Stears, Rob Hakes, Justin Immel, Bill Moline, T. Arndt, Craig Kalkwarf

• Millennia Park Recreational Building Fundraising Committee: J. McNamara, T. Arndt, Heather Payton

Rustman moved to approve the committee appointments as listed, second by McNamara.

NAYS: None

ADMINISTRATORS REPORT:

• A meeting for all the Millennia Park Building Committee members will be held Thursday at 5 PM.

OLD AND UNFINISHED BUSINESS: None

NEW BUSINESS: None

PUBLIC COMMENTS: Jim Liner encouraged Council to collect a fixed revenue base from Benson and Dana for the ambulance coverage.

COMMITTEE REPORTS: None

CITY COUNCIL COMMENTS: McNamara requested an electronics recycling event be scheduled for the Spring.

MAYOR COMMENTS: None

ADJOURNMENT: Stears moved that having completed the meeting of the Minonk City Council the meeting is adjourned at 6:45 pm, second by Barth.
