1. CALL TO ORDER

1.1 Call to Order

The meeting was called to order by Chairperson Member Dillon at 3:25 p.m.

1.2 Approval for Teleconference

A motion to admit Member Groves Allison to the meeting via teleconference was made by Member Daley and was seconded by Member Phelan.

Motion Carried. (10-0)

2. APPROVAL OF MINUTES

2.1 January 7, 2025

A motion to approve the Executive Committee meeting minutes from January 7, 2025, was made by Member Williams and was seconded by Member Reneau.

The following resolutions were recommended to the County Board for approval.

5. PUBLIC COMMENT

5.1 Public Comment

Chairperson Dillon called for public comment. There were none.

6. MISCELLANEOUS

6.1 Miscellaneous

Chairperson Dillon called for miscellaneous comments.

Mr. Sorrel advised there will be an ask for a special joint committee meeting on Thursday, February 13th to seek approval for budget amendment to the Solid Waste Management Fund in the amount of $300,000.00. We have significant reserves available, so there will not be a significant financial impact. This request is exclusively for the City-County Landfill Committee. Pursuant to the intergovernmental agreement we have with the City of Peoria, both the county and the city have fiscal responsibility for the committee. The agreement with the term sheet the Board approved for Landfill #3 last year, is still being finalized; therefore, the Landfill Committee's reserves continue to dwindle. GFL will issue initial round of payments once the agreement has been executed. The Landfill Committee is concerned about their cashflows, and estimate will be exhausted in mid to late February to early March. Once the agreement is executed and payment is received from GFL, payments are due to city, county and the committee. The resolution that you will be voting on will enact a second budget amendment that will revert the unspent dollars back to the reserves. The resolution also has language stating we will negotiate with the committee for repayment of any funds that they might have to access during the interim period. Mr. Sorrel stood for questions.

Member Reneau asked if the language could be made stronger about reimbursement.

Mr. Sorrel advised that the language can be made stronger. He further stated that the intergovernmental agreement doesn't mandate that the Landfill Committee pay us back; it's a good faith effort by Chairman Morris.

Chairman Dillon advised that soon plans for the Strategic Planning Retreat will be finalized. He apologized for the delay.

Member Reneau recognized Ms. Pearsall who has been busy with three significant events; he stated she's done an outstanding job.
