City of Chillicothe Finance/Economic Development Committees met March 12.

Here are the minutes provided by the committees:

The Joint Finance/Economic Development committees met on March 12, 2025, at 4:30 p.m., in the council chambers at City Hall.

Present Finance: Chairman D. White, Alderperson Sharp, Alderperson Semtner

Present Economic Development: Chairman Connor, Alderperson Jenkins

Also Present: Mayor Hughes, Office Manager Passage, ED Director Beadles Chairman D. White called the meeting to order 4:31 p.m.

PUBLIC COMMENT

No public comment

PURPOSE

Budget Review 24-25

Office Manager Passage advised that the February Budget Comparison was sent out via email.

All funds are doing well. Supervisors were advised to review their budget and submit any expense that they would like to be processed for fiscal year 24-25 on or before April 22.

Budget 25-26

Office Manager Passage stated that the Budget Workshop meeting has been scheduled for Saturday, March 29 at 8:00 a.m. She advised that there have been some changes to the 25-26 budget since it was presented to the committee at the February meeting. Some projects have been adjusted, a few line items have been increased appropriately, and beginning balances have been revised.

City Hall - Asbestos/Lead Removal

Office Manager Passage advised the committee that Midwest Environmental has completed the core sampling of a few additional areas at city hall. They received the lab results back and confirmed the presence of asbestos in 9x9 floor tile and mastics that will be reflected in the project design. They expect to have the draft ready by the end of the week.

RFP - Review Proposals - 1249 N. Fourth Street Property

Chairman Connor withdrew this agenda item. It will be brought back at a later date.

RFP - Review Proposal - Properties behind City Hall

Chairman White stated that the RFP was for both properties. The property behind City Hall and the Property behind Moon Tower. He advised that the proposal submitted was for both properties. ED Director Beadles advised the committee that the developer would like to complete one property before they start the development of the other property. She also advised that she is still pending a response from Attorney Day regarding, should the city received funds from the sale of the property would it have to be placed in the TIF Business account. A discussion was held regarding the following:

1. The property behind Moon Tower possibly being in the Flood Plain

2. Since the City is selling the property and a potential Redevelopment agreement would be made, does the development have to be ADA Compliant?

3. Will the Electric Vehicle Charging Requirements apply to this construction? Office Manager Passage advised the committee that the property behind City Hall will need to be combined into one parcel and the property behind Moon Tower will also need to be combined into one parcel and will also need to be rezoned as it is zoned I-1 Light Industrial. She also stated that the water connections for a multifamily structure will need to be discussed with the Superintendent of Public Works.

The consensus of the Committee was to have the ED Director investigate the above issues and report back to the committee.

Closed Session

Motion Alderperson Jenkins second Alderperson Semtner to convene in closed session pursuant to Section 2 (C) (6) of the Open Meetings Act to discuss setting price for sale/lease of real estate, at 4:58 p.m. and to allow Office Manager Passage and ED Director Beadles to attend.

Motion carried via voce vote

Committee reconvened to open session at 5:19 p.m.
