City of Minonk City Council met March 17.

Here are the minutes provided by the council:

CALL TO ORDER: The March 17, 2025, meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Marcoline

ROLL CALL BY CITY CLERK: Those in attendance: Alderpersons Tom Barth, Julie McNamara, Travis Nix, Russell Ruestman, Jonathan Stears. ABSENT: T Arndt

Also in attendance: City Administrator Bill Moline, City Clerk Leta Janssen

REGULAR AGENDA:

A. Review and Consider Ordinance 2025-01 Declaring Property Surplus and Authorizing its Disposition

Stears moved to approve Ordinance 2025-01, second by Barth.

YEAS: Stears, Barth, McNamara, Nix, Ruestman

NAYS: None

MOTION APPROVED

B. Review and Consider (SKCO) Striegel, Knobloch & Company, LLC. Agreement to Audit the City of Minonk 2025

Council reviewed the city fiscal year annual audit agreement with maximum cost of $15,000.

McNamara moved to approve the SKCO audit agreement, seconded by Ruestman.

YEAS: McNamara, Ruestman, Barth, Nix, Stears

NAYS: None

MOTION APPROVED

C. Review and Consider Road Use Agreement – TPE IL W005, LLC Solar Farm

Moline reported the developer is not legally bound to improve the road; they only must keep it in current condition or better. Barth moved to approve the road use agreement as presented, second by McNamara.

YEAS: Barth, McNamara, Nix, Ruestman, Stears

NAYS: None

MOTION APPROVED

D. 2025-26 Budget Worksheet Review/Discussion

Moline discussed the worksheets and will provide updated costs and estimates at the April 7 council meeting for approval.

ADMINISTRATORS REPORT:

• Unable to locate sales history related to the East 6th Street parcel 06-07-402-130 property. There is interest in purchasing the property from the city. Moline will determine the minimum bid per square foot and advertise the notice of sale in the paper for three weeks. The successful buyer will be required to provide a redevelopment agreement.

• Sink hole repairs are in progress.

• Millenia Park Building committees continue to meet. The property will be staked off next week.

• Looking into alternate city employee health insurance plans. Renewal of current plan will result in 14% increase.

• The city is hosting Illinois Municipal Safety Training next week.

• Due to fraudulent activity discovered in the city bank account, the bank has recommended a $50/month fraud protection plan.

• Ambulance Chief Mindy Goodrich reported audit warning received for ripped seats in the rig. Cost to replace is $1,800. She has also expressed interest in replacing the 2 loading cots which are over 18 years old. Two new power load cots would be approximately $77,000. Mindy is looking into donor funds, and Bill will follow up with the Fire District on possible funds, as well as look into costs of non-motorized cots.

PUBLIC COMMENTS: Jim Liner thought the railroad property lots originally sold for $1.00 - $1.25 per sq foot. Moline was unable to locate any sales history.

ADJOURNMENT: Ruestman moved that having completed the business meeting of the Minonk City Council the meeting is adjourned at 6:30 pm, second by nix.
