Vanda C. Terrell receives 14-year sentence for fatal DUI crash

April 30, 2025, Peoria, IL – Vanda C. Terrell, 53, received a 14-year prison sentence in the Illinois Department of Corrections for a DUI crash from February 2024 that resulted in the death of 46-year-old Wardrick Millburn. On the night of the accident, Terrell drove nearly twice the 30 mph speed limit and ignored multiple stop signs, leading to the crash with Millburn's vehicle. A subsequent blood test showed Terrell had a blood alcohol concentration above the legal limit. In February, Terrell admitted guilt to Aggravated DUI Causing Death.

At today's hearing, Assistant State’s Attorney Deb Shelby, speaking before Millburn’s family, advocated for the 14-year maximum sentence. Shelby pointed out Terrell's reckless driving under the influence of marijuana and alcohol as a direct cause of the fatal crash. She said, “He earned this sentence.” The judge, in agreement with Shelby, noted, “You earned the maximum of 14 years.”

Terrell is required to serve 85% of his sentence.
