Village of Bellevue Board of Trustees met April 8.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Mayor called the Village of Bellevue meeting to order.

II. ROLL CALL

Present: Mayor Ross Pesch; Trustee Paul Eichhorn (arrived @ 6:03 p.m.); Trustee Aaron Lannert; Trustee Judith Wight; Trustee Leroy Wiseman

Absent: Trustee Sandra Cooper

III. PLEDGE OF ALLEGIANCE TO THE FLAG

IV. CONSENT AGENDA

A. Approval of Regular Session Minutes – March 25, 2025.

B. Approval of Bills

Trustee Wight moved to approve the Consent Agenda as presented. Trustee Wiseman seconded the motion. Approved with the following roll call vote:

Yes: 4

No: 0

Abstain: 0

V. PUBLIC COMMENTS

VI. ACTION ITEMS

A. Removed from the agenda. Purchase additional piping for the disc golf property.

B. Trustee Wight moved to approve the appointment of Robert Swearingian for the Zoning Board. Trustee Lannert seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

C. Board members discussed the type of flags that were being ordered. Trustee Lannert commented that he wanted to take back his motion and does not agree with the banner flags. The language did not include that it was a banner flag. Mayor Pesch asked Board members if they had seen the banner flags in Bartonville. The new flags for the Village would be the same. The flags would cost $5,500 and last approximately 3 years. Trustee Wight moved to approve to purchase 25 banner flags from Peoria Flag and Decorating. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

VII. REPORTS

A. Deputy

B. Streets – Mr. Wilson said that the Board needs to have a serious discussion about fixing Bosch Rd.

C. Zoning – Mr. Raible stated that he is writing tickets with fines.

D. Treasurer

1. Bills - Ms. Schlatter stated that she has given a list of bills to each Board member.

2. Logo – Ms. Schlatter informed the Board members that the new logos were from Design Crowd. She asked Board members to pick their favorite from the three designs. Trustee Lannert inquired about a mining design. Ms. Schlatter explained that most of the designs only had the words or architectural design.

E. Mayor

1. BDD Expenses – Mayor Pesch informed the Board that the Clerk and Treasurer put together the business district expense sheet. To date, the disc golf project has $67,000 in expenses. Trustee Wight commented that Mr. Wilson previously stated that it would only cost $20,000 for the disc golf project. Mr. Wilson said that he did not recall saying it would only cost $20,000 for the project.

2. Auditor – Mayor Pesch informed the Board that the auditor would be at the next meeting. 3. Newsletter – Mayor Pesch said that the newsletter was ready to go out to residents. It would also be posted on the website. There was Board discussion regarding clean-up. GFL had given an amount of $5,000 for two trucks. This included fuel and labor. Mayor Pesch stated that they could wait to see how much money would be spent in dumpster rentals this time and discuss it for the fall clean-up.

a. Business Sign – Trustee Lannert commented that it would be nice to have a sign at the end of Main St. like the one that was taken down. It would help new businesses on Main St. Mayor Pesch stated that Civic Digital Display is a company that puts up signs and is no cost to the municipality. There are different sizes. The business pays a fee for advertisement and the portion goes to the municipality. Trustee Lannert stated that they only need a small sign. Mayor Pesch responded that the sign would need to be on Village property and could be a smaller size.

b. CEFCU – Trustee Lannert inquired about CEFCU insuring the funds for the Village. They only insure $250,000. He stated having concerns about the State of Illinois borrowing funds from IL Funds. It was previously discussed that the Village would leave $350,000 in checking at CEFCU. Ms. Schlatter responded that they could leave $250,000 in the checking. She would check into it. Mayor Pesch stated that IL Funds has an interest rate currently of 4.433. They could leave the additional $100,000 at CEFCU in a sweep account or deposit the funds in IL Funds. Mayor Pesch stated that he would talk with CEFCU.

4. Trustee Wight

a. Cintas – Ms. Wight inquired about the cancellation of the Cintas agreement. This could be put on the agenda for the next meeting. Mrs. Pesch responded that she received information that it would cost the Village $1,900 to cancel for the remainder of the installments.

b. Clean-up – Ms. Wight made a suggestion that the guys should not pick up any heavy items during clean-up. Mr. Wilson stated that they leave the items and pick it up later with the tractor. Mayor Pesch explained that some municipalities no longer have clean-up. Trustee Lannert stated that he heard a rumor there was a set rate of $40 with Peoria County for GFL.

5. Trustee Wiseman

G. Attorney Alster informed the Board members that Mike had a previous conversation and had sent an email regarding Nate Hamilton. Board members discussed that Mr. Hamilton wants funds upfront for his project on Bosch Rd. The Village could hold the TIF increments. Nate wants $8,700 upfront and the Village to fix the road repairs. Attorney Alster stated that he could go back and have further discussion with Nate.

Board members were not in agreement of a logo and discussed getting a refund of $296 for the logo designs. The residents that were present reviewed the three logos. Trustee Lannert made a motion to cancel the logo. Trustee Wight seconded the motion. Approved with the following vote:

Abstain: 0

VIII. ADJOURNMENT

Trustee Lannert moved to adjourn the meeting. Trustee Eichhorn seconded the motion. The meeting was adjourned by voice vote.
