County Board Meeting - 04-10-2025

A motion to approve the March 13th, 2025 minutes was made by Member Williams and was seconded by Member Elsasser.

Motion Carried. (16-0)

6. PROCLAMATIONS AND PRESENTATIONS

6.1 A proclamation designating April 30, 2025 as Home Visitor Appreciation Day.

6.2 A proclamation recognizing and commending Hayden Sluis for his winning "I Voted" sticker design.

6.3 A proclamation recognizing and commending Teegan Vietti for her runner-up "I Voted" sticker design.

6.4 A proclamation recognizing South Side Mission's 100th Anniversary.

6.5 A proclamation recognizing National Correctional Officer's Week.

6.6 A proclamation recognizing National Peace Officers Memorial Day and National Police Week.

6.7 A proclamation proclaiming the week of April 7-13th, 2025 National Public Health Week in Peoria County.

6.8 A proclamation declaring April 2025 as National County Government Month.

6.9 A proclamation recognizing April 22, 2025 as Earth Day.

7. CITIZENS' REMARKS

7.1 Citizens' Remarks

Kathy McNeil spoke against the use of restraint chairs within the Peoria County Jail.

Wendy Hibser spoke against the proposed Heidelberg Settlement.

8. CONSENT AGENDA

A motion to approve the consent agenda was made by Member Salzer and was seconded by Member Blair.

Motion Carried. (16-0)

8.1 The Treasurer's report consisting of the Bank and CD's Portfolio for the month of February 2025 and Revenue & Expenditure Reports for February 2025.

8.2 The Finance Department's report of expenditure Reports.

8.3 A resolution (ITEMS 1-3 CONVEYANCES, ITEM 4 DEFAULTED CONVEYANCE) from the Ways and Means Committee recommending that the County Board Chairperson be authorized to cancel the appropriate Certificates of Purchase.

8.4 PCAPS Sedlak Vaughan Trust Donation

A resolution from your Public Safety & Justice Committee recommending the acceptance of a grant award from the Sally Lorraine Sedlak Vaughan Irrevocable Trust in the amount of $3,000.00 and to appropriate funding to the PCAPS Fund to support resources for pet owners.

8.5 PCAPS River Kitty Cafe Donation Award

A resolution from your Public Safety & Justice Committee recommending the acceptance of a donation from River Kitty Cafe in the amount of $2,650.00 and to appropriate funding to the FY2025 PCAPS Fund to support enrichment programs.

8.6 ILEAS SRT - Vehicle Agreement

A recommendation from your Public Safety and Justice Committee to approve the intergovernmental vehicle agreement for a Ford F350 for County use pending review and approval by the State’s Attorney’s Office.

8.7 Motor Fuel Tax Appropriation for Cedar Hills Drive Trail Crossing

A resolution from the County Infrastructure Committee recommending the approval of a Motor Fuel Tax Appropriation in the amount of $120,000.00 for Rock Island Trail crossing improvements on Cedar Hills Drive.

8.8 Kickapoo Creek Road Bridge Preliminary Engineering

A resolution from your Infrastructure Committee for a Preliminary Engineering Agreement with Hutchison Engineering for Phase I & II Preliminary Engineering in the amount of $107,010.00 for the rehabilitation of Structure Number 072- 3126 on Kickapoo Creek Road.

8.9 Preliminary Engineering for Replacement of a Retaining Wall on Cedar Hills Drive

A resolution from your Infrastructure Committee for a Preliminary Engineering Agreement with TWM in the amount of $149,900.00 for replacement of a retaining wall on Cedar Hills Drive.

8.10 April Appointments

9. ZONING ORDINANCES AND RESOLUTIONS

9.1 Zoning Case #ZBA-2025-0010, Petition of Lauren M. & Scott D. Malmberg

A Rezoning request from “I-2” Heavy Industrial to “A-2” Agriculture. The petitioner proposes to rezone 8.34 acres in order to convey property to an adjacent landowner.

A motion to approve the petition was made by Member Rosenbohm and was seconded by Member Ruhland.

Motion Carried. (16-0)

9.2 Civil Litigation Settlement (Pending Special Executive Committee Approval) A resolution from your Executive Committee recommending approval of a settlement of civil litigation in the amount of $625,000.00.

A motion to approve the resolution was made by Member Blair and was seconded by Member Ruhland.

Motion Carried. (13-3)

10. MISCELLANEOUS AND ANNOUNCEMENTS

10.1 Miscellaneous and Announcements

Member Daley stated she spoke to Member Kelch before the meeting and that he is following the instruction of the doctors like a letter of the law.

Member Blair reminded the Board Members, Elected Officials, and Senior Management team to complete the evaluation of Administrator Sorrel. She noted the instrument had been simplified and she completed hers in 6 minutes.

Chairman Dillon reminded all employees to place their order for the 200 year team swag. He also noted April 15th is the 100th Anniversary of Caterpillar, with a proclamation being drafted and we would be celebrating them as a good community partner.

Clerk Parker reminded everyone to complete their Economic Interest

Statements by the deadline of May 2nd.

Member Salzer congratulated James Shadid, a proud community supporter, for becoming the President of Bradley University.
