Powell Press Building becomes Latin American bistro on Peoria’s riverfront

The City of Peoria has completed the transformation of the Powell Press Building, the city’s oldest commercial structure, into a new Latin American bistro named El Mirador en el Rio.

Located at 110 NE Water Street, the building dates back to 1852 and has served various purposes over time, including as a printing shop and riverfront visitor center. Most recently, it was vacant after operating briefly as an ice cream shop.

The city sought proposals last year to turn the property into a café or snack shop. Following this process, El Mirador en el Rio was chosen for a three-year lease with renewal options.

Co-owners Julia Salvatierra and Raam Adi led the renovation project. They invested more than $150,000 in updates, with an additional $50,000 provided by the city for tenant improvements. Renovation work began in March and concluded with the restaurant’s opening on July 4. The upgrades included a redesigned kitchen, modern interior design elements, and an outdoor patio with views of the Illinois River and CEFCU Stage.

El Mirador en el Rio serves Latin American-inspired dishes, specialty cocktails, brunch items, and desserts. The dining area features a cherry blossom tree centerpiece.

“The city is proud to partner with El Mirador en el Rio,” said Assistant City Manager Kimberly Richardson. “We’re breathing new life into the historic Powell Press Building and have transformed it into a vibrant Latin café with stunning river views. It honors the building’s past while creating something new and vibrant.”
