City of Chillicothe Public Works Committee met Oct. 8.

Here are the minutes provided by the committee:

The public works committee met on October 8, 2025 at 4:30 p.m. in the council chambers at city hall.

Present in Person: Chairman Sharp, Alderperson Semtner, Brett Cantwell, Mayor Hughes

Also present In Person: Superintendent Sutherland, Engineer Harken,

Absent:

Chairman Sharp called the meeting to order at 4:30 p.m.

Public Comment

Valerie Kaeding addressed committee on high usage waiver

Mike Tobin addressed committee on easement agreement

Purpose

High Usage Waivers

One high usage waiver:

1. Valerie Kaeding 1505 Finney -

The consensus of the committee was to waive the amount of $ 82.41 then send to Sanitary District for their review.

Lien Report

Four liens for residential house will be sent to the attorney to be filed.

1431 Second, 304 Fifth, 610 Wilmot, 818 Truitt

One lien for commercial property - will be sent to the attorney to be filed.

420 N. Fourth - Suite a,b,c,d,e,f

Sidewalk Program 25-26

Two sidewalk applications were received:

1. Matt Chapman 1428 Santa Fe - New information that was needed from homeowner was not received Superintendent Sutherland will reach out to homeowner and report back to committee 2. Arthur Fraizier- 601 Sweetbriar city share would be $1,987.20- Superintendent Sutherland will need to look at sidewalk application before approval, will take back to committee

Tazwood Community Services Inc. - Contract - Utility Assistance for Residents Crystal Breweur, Office Manager for Tazwood Community Services, Inc. reached out to create a partnership with the City of Chillicothe to help with citizens who need assistance with their utility bill. They request the city to enter into an agreement.

The consensus of the committee was to send agreement to council to direct City attorney Day to review

Purchase Tires:

Superintendent Sutherland stated that there are two city owned trucks that need new tires, he has received a cost for two sets of tires from Beau's Tires in the amount of $ 3,176.00 for truck # 25 and truck # 27 this would come from Road and Bridge funds line item 02-00-513, funds are currently at $ 51,696.22. Consensus of the committee was to send to council for approval

Priority One Project - Purchase Skid Steer Attachments:

Superintendent Sutherland asked to move a priority one project forward in Road and Bridge for the amount of $ 25,000.00 to purchase of Skid steer attachments.

Attachment one will be for a Paladin/Harley 84" MX7H Power Rake in the amount of $ 12,631.36. Attachment two will be for a 96" HYD Rotary Hydraulic angel broom in the amount of $ 8,403.55 Attachments will be purchased from Central Illinois Equipment Sales Consensus of the committee was to bring to council for approval.

Review Ordinance - City Owned Parking Lot

Alderperson Semtner suggested putting it on hold for further review

Review - Request of Easement Agreement - Mahoney

Michael Tobin, MKJE Properties, reached out to the city requesting to place an air-conditioning unit placed in the city's right of way behind the Town Theatre. He reached out to Attorney Mike Mahoney to draft a petition for easement for said air-conditioning unit.

The consensus of the committee to send agreement between the City of Chillicothe and MKJE Properties to council and direct City attorney Day to review

Engineering Agreement - Fehr Graham

Consensus of the committee is to take agreement between the City of Chillicothe and Fehr Graham to council on 10/13/25 for approval

PROJECT UPDATES

City engineer reported Cloverdale Mill and Overlay construction is completed

Engbrecht Concrete completed repair of 4 inlets along Cloverdale

GA Rich and Sons has completed the storm sewer installation and restoration on Bradley

Advanced Asphalt has completed overlay work. Final pay requests are being developed and will be reviewed when submitted

Merc Construction has completed all work on sidewalks

Advanced Asphalt has completed their patch work on Louise,Hazel,Fletcher and Secon and Oak

Temporary detention basin was installed to help with flooding issues in Riversound 7

City Engineer and Superintendent Sutherland are working with The IEPA on the City's permit for small Municipal separate Storm Sewer Systems and it's requirement.

Roads/Curbs - Shore Acres

Superintendent met with Kevin Yates on 10/8/25 at Shore Acres to look at roads and curb replacement. Superintendent Sutherland will meet with City engineer to work on the cost of curb replacement and overlay then report back to committee
