City of El Paso City Council met Oct. 6.

A Regular Meeting of the El Paso City Council was called to order by Mayor Mool on October 6, 2025, at 7:00 PM.
Council Members Present: Wilkey, Rigsby, Moore, Howard, Brucker and Kilpatrick. Absent: None. Present in Person: Director of Public Services Barry Kauther, Caleb Tonozsi, Treasurer Linda Haas and Clerk David Fever. On Zoom: Operations Supervisor Casey Jones. Also present: Jennie Kearney as the local press.
Also present by Zoom Application: Per Zoom software City, Taylor, Lisa and Kim were online.
Pledge of allegiance to the flag was recited.
Approval of Agenda: Motion by Brucker, seconded by Howard to approve the agenda with deleting item C as amended. Voice vote taken of all ayes.
Consent Agenda.
Council Minutes: The minutes of September 15, City Council Meeting were presented in written form.
Register of Bills: The Register of Bills in the amount of $ 92,635.06 as of October 6th was presented.
Approval of Consent Agenda: Motion by Brucker, seconded by Kilpatrick to approve items on consent agenda. Voice call vote taken of all ayes.
Public Comments: None.

New Business:
Grant Funds Money Market Account: Motion by Kilpatrick, seconded by Moore to approve opening a money market account at Heartland Bank & Trust Company for Grant Fund for Recruitment and Retention Grant. Roll call vote taken of Ayes: Kilpatrick, Moore, Howard, Wilkey and Rigsby. Nayes: None. Abstain: Brucker.
Zoning Board Action - Hickok: Motion by Kilpatrick, seconded by Brucker to approve two Zoning Board Recommendation's for Jack Hickok for his property at 20 W. 5th Street. Item one was a variance to allow an accessary building to have setbacks of two feet on rear and side property lines. Item two is to allow an extra 42.98 square feet for the detached accessory building. Roll call vote taken of all ayes.
Flagpole: Motion by Kilpatrick seconded by Brucker to approve the City of El Paso taking control of the flagpole at 100 Ford Drive. This will include Heller's responsibility for keeping insured and the city purchasing and repairs of flags and maintenance on pole. Roll call vote taken of all ayes.
Director of Public Service: Report was presented in written form. He also reported that 4 dumpsters were filled at Clean Up Day. He is also planning a work session for a speaker concerning TIF programs.
City Council Comments: Alderperson Rigsby expressed his concern about off and on street parking which may occur at new 9-unit apartment building on east Clay. Director of Public Services will speak with Builder to avoid any issues.
Police Chief Report: The Chief's Report was presented in written form, and he reported that the Corn Festival Weekend was uneventful with only two calls.
Operations Supervisor: Casey's report was presented in written form.
Parks and Recreation Director: Colton's report was presented in written form.
City Attorney: Attorney Stoller was absent.
City Clerk: Clerk Fever reported that Sales Tax from the month of July was 2.28 percent up from July 2024 and year to date was up 16.27 percent for 7 months.
Mayor's Report: Mayor Mool spoke of Illinois Municipal League Conference and several of the sessions.
Motion by Kilpatrick, seconded by Brucker to adjourn. Voice vote was taken of all ayes. The meeting was adjourned at 7:56 PM.
