Controversial Stark chairwoman resigns, cites state budget woes

Stark County Board Chairwoman Coleen Magnussen has resigned as chairman and from the board, citing "strife and turmoil" caused by the ongoing budget impasse in Illinois, according to the Edgar County Watchdogs (ECW).
