Chairman Baietto called the meeting to order at 2:00 pm.

A motion to approve the minutes of July 25, 2016 was made by Ms. Pearson and seconded by
Mr. Elsasser. The motion carried.

PCAPS Monthly Department Report
•
Mr. Tuttle advised that "Text to 911" has been implemented in Peoria County, and several
domestic calls have come in through the service in the past several weeks. He commented that
the service is a positive for the hearing and speaking impaired, domestic violence calls and for
the community in general. He emphasized that the most imperative information needed on any
Text to 911 is a location followed by the nature of the call.
Mr. Tuttle advised that all surcharge monies now come through the State of Illinois, and
funding continues to be in a transition phase with the State of Illinois. He stated that although
some revenues have been received, it is not in the amount that the State assured after it became
the pass-through agent.

Captain Gaa advised that Lt. Molleck continues to work with the Tri-County LEPC on a
mapping program which will identify hazardous material within businesses for emergency
responders. He stated that the Search and Rescue Team is growing in significant numbers, with
many of those volunteers attending instructor classes. He also commended the large
Emergency Management Agency Update
contingent of weather spotters, and noted that the group is working on improving their
communication with each other.

Public Defender Report
•
Ms. Huber provided an update to the Committee regarding the routine operations of the Peoria
City/County Health Department. The following are a list of topics discussed:
Board of Health
• A review of current programs has determined that the WIC Program includes Public
Health Nurses on its staff, although the program does not call for a nursing requirement.
In an effort to better utilize the nurses on staff, those public health nurses have been
moved to the Infectious Disease Program.
• The Back to School Clinics held in conjunction with the Peoria Public Schools proved
successful, as the number of excluded children due to non-compliance decreased
dramatically, particularly since the school district has gone to first-day exclusion as
opposed to October 15th.
• HUD Lead Mitigation Grant - the most recent report indicates 100% for all benchmarks
for the past quarter. The last grant was at 100% for the entirety of its three years, and
the most current grant is also at 100% for all benchmarks.
• Challenges to accessibility to the Health Department due to the Sheridan Road closing
were discussed. It was noted that staff have been encouraged to schedule meetings
outside the facility; Ms. Huber also commented that the parking lot has been
reconfigured for easier access.

Ms. Raithel advised that Peoria County has been named as a finalist for the Illinois Governor's
Sustainability Award. The winners will be announced on November 1, 2016.

? Marketing Report
Heddington Oaks Update
Mr. Richter advised that several nursing positions have been filled. He stated that July saw 56
referrals, 22 admissions and 23 discharges. He also noted that 22 tours were given in July.
Mr. Richter commented that the recent bad publicity will negatively impact August statistics.
He stated that he has begun speaking with the hospitals regarding the matter. The current
census stands at 161.
? Financials
Mr. Brunner advised that receivables were up for June, 1/3 due to Private Pay and 2/3
Medicaid. He stated that both total revenues and patient income were below budget but higher
than last year at this time. Expenses are also below budget but higher than the same time last
year. He commented that if both capital expense and depreciation are factored out, the facility
is showing a profit; however, when depreciation is included, the facility shows a loss. Mr. Sorrel
noted that in June 2015, the facility was running a $1.3 million deficit prior to depreciation,
while this year the facility is running a $140,000.000 profit prior to depreciation. He added
that the figures with depreciation show a deficit of nearly $2 million last year and $575,000.00
this year.
Mr. Sorrel outlined an action plan developed in response to concerns communicated by
Heddington Oaks staffers and family members of residents. He commented that both he and
Ms. Musselman have met with employees of all three shifts at the facility, and will continue
meeting with staff on an ongoing basis. He stated that a Human Resources employee has been
temporarily assigned to Heddington Oaks. Initiation for the Process Improvement exercise for
the scheduling component will begin tomorrow.
Mr. Sorrel advised that Administrative Staff will meet with the Interim Director of Nursing and
Interim Assistant Director of Nursing to begin work on policy and procedure revisions. He also
noted that interviews have been scheduled for the Assistant Director of Nursing position, while
the Director of Nursing position has been posted. He advised that the Hay Committee has
reviewed the Finance Director Position, and the position will be posted next week.
Mr. Sorrel advised that a Family Forum will be held at Heddington Oaks on August 31st at 6:00
p.m. The forum will provide an opportunity for families to discuss and provide feedback on the
action plan. He noted that and a "birthday party" will be held on Friday, September 23, 2016,
celebrating the third anniversary of the facility, with a focal point on staff appreciation and
resident recognition.
Mr. Burnside, a volunteer at Heddington Oaks, commented although much time and expense
has been employed to create accessible and comfortable sitting areas outside, those areas are
not utilized by the residents. He also stated that the emotional care provided by the staff could
be improved upon.

Resolutions
A motion to approve was made by Ms. Parker and seconded by Ms. Pearson. Ms. Domenighini
stated that the remodel will be a positive for the health and well-being of the cats in the shelter,
as well as presenting a more visually appealing space for the adopters. The motion carried.
Appropriation of funding into PCAPS Fund to remodel cat adoption room

A motion to approve was made by Mr. Salzer and seconded by Mr. Elsasser. The motion
carried.
Approval of SFY2017 Intergovernmental Agreement for the Access &
Visitation Program and Apporpriation of additional funds for FY2016
•
A motion to approve was made by Mr. Elsasser and seconded by Ms. Parker. Captain Gaa
advised that reimbursement is received annually through Federal grant funds for the training
for the Illinois Law Enforcement Alarm System Weapons of Mass Destruction Team. The
motion carried.
Annual Appropriation of overtime expenses related to ILEAS (Illinois Law
Enforcement Alarm System) training for Peoria County Sheriff's Office
•
A motion to approve was made by Mr. Salzer and seconded by Mr. Elsasser. Captain Gaa
advised that staff is recommending the lowest responsible bid of Auto Clear for the purchase of
two X-Ray Inspection Systems to be located at the entrances to the Peoria County Courthouse.

A motion to approve was made by Mr. Salzer and seconded by Mr. Elsasser. Mr. Needham
advised that a 2.75% increase in the contracts is recommended. The motion carried.
Police & Dispatch Service Contract Renewals 2016-2017

Committee Action
Ms Huber advised that a review of both current programs and space within the building has
determined that the Environmental Health Program staff is working in a cramped working
environment and needs more area. She commented that there is a large enough space available
in another area of the building that could accommodate the staff and provide room for
Health Department Space Utilization
additional growth. She also noted that there are safety and security concerns related to current
area that houses the Environmental Health Program, and the area recommended for the move
has several entrances and exits, with the main exit badge accessible. She advised that it would
be necessary to construct an additional office in the new space. She added that the space that
would be vacated by the move would be converted to a community room.
Ms. Huber advised that $300,000.00 would be utilized from reserves to make the
recommended changes. She noted that there were approximately $3.5 million in reserves at the
beginning of 2016. Mr. Sorrel advised that County Administration supports the recommended
changes, and the Health Department would remain within fund balance policy after the
expenditure.
Miscellaneous
Judge Kouri advised that due a decrease in population approximately 15 years ago, the 10th
Circuit, comprised of five counties, was reduced from a total of 21 judges to 20. Due to several
factors, the 10th Circuit has now retained that judgeship, and has been returned to the original
21 positions. Judge Kouri advised that the position has been posted, and whereas that position
was placed in Tazewell County in the past, it will now be placed within Peoria County. The
position is anticipated to be filled by November 1, 2016.
