January 17, 2017

The Regular Council Meeting was called to order Mayor Winterroth at 7:32 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Hoopingarner, Johnson, Stear, Fryxell, Pahl, Weaver … Attorney Connor, Treasurer Braden and Clerk Klatt.

Guests: Gary Holmes to observe.

Minutes: Trustee Fryxell made motion to approve the minutes of the regular meeting on

January 3, 2017 as presented … Seconded by Trustee Hoopingarner … ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes … motion carried.

Treasurer's Report: Treasurer Braden and Mayor working with AT&T … hopefully getting closer to resolution of billing problem. After discussion, Hoopingarner made motion to accept Treasurer's Reports and pay all outstanding bills … Johnson seconded. ROLL CALL VOTE: Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Engineer's Report (Lott): Nothing to report … Engineer in Chicago. Mayor will request information on review of Route 336 utility changes before next meeting.

Attorney’s Report (Connor): Attorney presented ordinance on travel expenses for Village employees and officials. After discussion, Hoopingarner made motion to approve Ordinance 17-01-01 An Ordinance Establishing the Reimbursement of all Travel, Meal, and Lodging Expenses of Officers and Employees in the Village of Hanna City, Illinois …Stear seconded … ROLL CALL VOTE: Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried.

When annexing property West of Dollar General, Village agreed to exempt taxes from remainder of annexation until property owner reached age of 65 … does not exempt Dollar General property … should receive real estate taxes from Dollar General, just not other property. Johnson made motion to approve Ordinance No. 17-01-02 An Ordinance Abating the Tax Heretofore Levied for the Year 2016 on Certain Property (Heady) … Fryxell seconded … ROLL CALL VOTE: Fryxell: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes … motion carried.

Attorney presented amended water ordinance. After discussion, Fryxell made motion to approve Ordinance No. 17-01-03 An Ordinance Amending Section 51.06, Water Meters, of the Hanna City Village Code to Add Subsection (C) Tampering … Pahl seconded … ROLL CALL VOTE: Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes … motion carried.

Finance (Hoopingarner): LOCIS training for Water Clerk and Treasurer has been pushed back until after new computers are installed … LOCIS may need to set up computers for their program. New spreadsheet for Main Street Project … another bill came in … Mayor will talk to Farnsworth for explanation.

Sewer (Pahl): Village received two quotes for new generator at Murphy Road lift station … Midwest for $3,109.00 and RKE for $2,900.00. After discussion, Pahl made motion to accept quote from RKE in amount off $2,900.00 for total cost of new generator and installation … Weaver seconded … ROLL CALL VOTE: Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes … motion carried.

Streets & Alleys (Weaver): Trustee Weaver approved Peoria County Highway Invoice No. COHW000256 in amount of $150.91 … for salt… to be paid from MFT funds.

Police & Planning (Johnson): Received November-December incident report spreadsheet. Public hearing will be held on February 20 for Planning Commission on two pre-annexations. Public Hearing will be held prior to Village Council meeting on

February 21.

Water (Fryxell): Sent out 21 shutoff notices totaling $3,220.48 … 3 in foreclosure totaling $582.49 … sold approximately 2,018,816 gallons of water … bulk water sales totaled $187.00. Trustee Fryxell presented information on new computers for Village offices … after discussion, Fryxell made motion to spend up to $1,400.00 for new computers and components needed … Weaver seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Fryxell: yes, Pahl: yes, Weaver: yes … motion carried.

Buildings & Grounds (Stear): Nothing to report.

Other: Looking at budget priorities … would like to have numbers so can have draft of budget by next meeting.
