Here is the minutes provided by the Committee:

Members Present: Robert Baietto - Chairman; Brian Elsasser (via teleconference); Michael Phelan; Steven Rieker (via teleconference); Phillip Salzer; Sharon Williams

Call to Order Chairman Baietto called the meeting to order at 1:03 pm.

Approval of Minutes A motion to approve the minutes of February 27, 2017 was made by Ms. Williams and seconded by Mr. Salzer. The motion carried.

A motion to approve the participation of Mr. Elsasser via teleconference was made by Mr. Salzer and seconded by Ms. Williams. The motion carried.

A motion to approve the participation of Mr. Rieker via teleconference was made by Mr. Salzer and seconded by Mr. Phelan. The motion carried.

Informational Items / Reports / Other Minutes / Updates

•PCAPS Monthly Department Report

Ms. Domenighini directed committee members to the report included in the committee packet. She advised that with the warmer weather, staff is seeing an increase in calls.

•ETSB

No report. No questions or comments from committee.

•Emergency Management Agency Update

No report. No questions or comments from committee.

•Public Defender Report

No report. No questions or comments from committee.

•Sustainability and Resource Conservation Office

Ms. Raithel directed committee members to the report included in the committee packet. Ms. Raithel noted that April is Earth Month, and Earth Day was celebrated April 22nd.

Resolutions

•Electronic and Alcohol Monitoring Services

A motion to approve was made by Mr. Salzer and seconded by Ms. Williams. Mr. Hunt advised that the electronic monitoring monitors an individual's whereabouts and/or alcohol consumption. The services were competitively bid, and after review of responsive bidders, staff recommends awarding the bid to SCRAM Systems of Illinois. He stated that the recommended vendor not only best meets the needs of Peoria County but is also the low cost bidder. He added that the recommended vendor provides rates significantly lower than current rates. The motion carried, with Mr. Elsasser and Mr. Rieker voting aye via teleconference.

•Public Defender Agreement Extension

A motion to approve was made by Mr. Phelan and seconded by Ms. Williams. Mr. Sorrel advised that he, the Board Chairman and Board Vice-Chairman have been meeting with the Chief Judge and a committee of the Circuit Judges to discuss the future delivery of Public Defender services. He stated that a decision was made amongst the parties to set a September 1, 2017 date to transition from contracted Public Defender services to a hybrid model. He explained that under the proposed model the Public Defender would become an employee of Peoria County, with a full-time employee for a 1st Assistant Public Defender and one Administrative Clerical position. He noted that a budget amendment to move funds from Contractual line in the Public Defender's budget to the appropriate Personnel lines will be necessary after the wages for the two positions are identified, and it will be necessary to locate work space within the courthouse. He stated that the judiciary has stressed that the cost will not exceed the current appropriation.

Mr. Sorrel commented that the Assistant Public Defenders who have been independent contractors in the past would continue to be independent contractors, although the need for Assistant Public Defenders will decrease due to the two full-time employees.

Mr. Sorrel advised that staff is requesting an extension of the current Public Defender Agreement between the County Board, the Chief Judge and the contracted Public Defender, Mr. Joel Brown. Ms. Parker advised that although Mr. Brown preferred and requested that the extension contain a finite date it is the desire of the judiciary to proceed on a month-to-month basis until further notice, and it is the judiciary's recommendation being brought forward for consideration.

The motion to approve carried, with Mr. Elsasser and Mr. Rieker voting aye via teleconference.
