Here is the minutes provided by the Council:

The Regular Council Meeting was called to order Mayor Winterroth at 7:30 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Weaver, Hoopingarner, Johnson, Stear, Pahl, Engineer Lott, Attorney Connor, Treasurer Braden and Clerk Klatt.

Guests: Karl Taylor, Tony Hart and Dick Taylor from Elmwood Community Foundation to make presentation to Council on proposed new Community Center in Elmwood. Laurie Whitmore, Erica Pollock and David Keithly from Hanna City Park District present to view presentation. Anthony Schade to request permit to sell fireworks as approved by State Fire Marshall's office.

Attorney's Report (Connor): Attorney Connor presented amendment to Village Ordinance to allow fireworks sales by businesses with a valid license from the Illinois State Fire Marshall. After discussion, Johnson made motion to approve Ordinance No. 17-05-01 An Ordinance Amending Subsection 93.02(A) of Section 93 of the Hanna City Village Code to Allow Limited Fireworks Sales in the Village … Hoopingarner seconded … ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Pahl: yes, Weaver: yes … motion carried. Schade has already researched requirements for selling fireworks and received approval from State pending local governmental approval. Johnson made motion to issue permit for Boomtastic Fireworks Inc. to sell fireworks as listed by State Fire Marshall … Stear seconded … ROLL CALL VOTE: Johnson: yes, Stear: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried.

Minutes: Pahl made motion to approve the minutes of the regular meeting on May 2, 2017 as presented … Seconded by Johnson … all ayes … motion carried.

Treasurer's Report: After discussion, Hoopingarner made motion to accept Treasurer's Reports and pay all outstanding bills … Stear seconded. ROLL CALL VOTE: Stear: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes… motion carried. Report includes $150.00 for annual membership in HOI Mayors Association. Spreadsheet presented shows accounts as of end of April.

Engineer's Report: Working with Mayor on updated corporate limits map.

Finance (Hoopingarner): Twenty-four month CD is maturing May 23, 2017 in amount of $10,675.58 plus interest … water escrow account. After discussion, Pahl made motion to allow Finance Chair and Mayor to review water escrow CD and renew using best rate … Weaver seconded …ROLL CALL VOTE: Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes … motion carried. Met with new auditors and will be able to eliminate some forms by consolidating reports which should reduce cost of audit. Discussion of money market accounts will be added to next agenda.

Sewer (Pahl): Repair of Pump at lift station off Lakeshore Drive has been repaired, is installed and now working. Lines at lift station on Route #116 were televised … owner will repair private line with heavy infiltration. Council asked to think about options to solve other infiltration issues which might involve changing policies with laterals. Engineer will meet with Jim Swearingen regarding check valve on Lakeshore Drive and have recommendations for improvements at next meeting.

Streets & Alleys (Weaver): Approved bill from Lowe's in amount of $66.40 for asphalt used in patching pot holes to be paid from MFT funds. Resident on Runkle put in new drive way using plastic pipe … permission granted didn't include plastic so resident will be replacing culvert within 30 days with metal. Discussion of updating ordinance on culverts will be added to agenda.

Police & Planning (Johnson): Received 8 incident reports.

Water (Fryxell: In Fryxell's absence, Johnson reported 26 shutoff notices sent out totaling $4,046.52 … three in foreclosure totaling $582.49. Approximately 2,181,390 gallons of water sold … bulk water ales totaled $224.75. Treasurer Braden gave update on new meter reading software.

Buildings & Grounds (Stear): Purchased new zero-turn mower with 61" deck for $7,700 with trade in and $1,000 credit … second credit of $250.00 may also be applied. Buskirk will remove stumps for $65.00 each. Stear made motion to have 20 stumps removed for cost of $1300.00 … Pahl seconded … ROLL CALL VOTE: Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes, Pahl: yes … motion carried. Buskirk will take out and Village employees will fill in holes. After discussion, Stear made motion to hire Jacob Woerner for part-time summer help … Weaver seconded … ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Pahl: yes, Weaver: yes … motion carried.

G&O will pick up for Clean Up day on regular routes on June 19 and 20 … will hold Electronic Recycling Day for Village residents only on Saturday, June 17, from 8 a.m. to 11 a.m. or until 16' truck is filled. Clerk to put notice in Shopper with information. Information will also be available on Village's website.

Application and fee schedule for Peddler Permits to be discussed at future meeting.
