Here is the minutes provided by the Board:

The Village Council of the Village of Bellevue, Peoria County, Illinois, met in Regular Session July 25th, 2017.

Mayor Terry Johnson called the meeting to order at 6:00 P.M.

Chairman Johnson directed Clerk Wilson to call Roll.

Present: Mayor, Terry Johnson

Trustees: Aaron Lannert, Leroy Wiseman, Martin Schuettler

Also Present: Village Attorney, Lane Alster

Superintendent, Steve Wilson

Zoning Officer, Rich Stoneburner

Peoria County Officer, Andrews

Absent: Dean Merriman, Chad Murphy, *Francis Heskett, (participating Via- phone)

Chairman Johnson declared a Quorum present.

The Minutes of the Regular Council Meeting held on July 11th , 2017 were presented. Motion Trustee

Schuettler, second Trustee Lannert, that the Council approve Minutes as presented.

Motion carried via voce vote.

Motion Trustee Schuettler, second Trustee Lannert, that bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Wiseman, Chairman Johnson

Nays: None

Chairman Johnson declared motion carried.

Motion Trustee Wiseman, second Trustee Lannert, Ordinances for the annexation of 3218 w. Harmon highway.

1. Approval of Ordinance 738, authorizing the execution of an annexation agreement, rezoning.

2. Approval of Ordinance 739, providing for annexation of the property, certain territory.

3. Approval of Ordinance 740, to amend the zoning map of the village, rezoning the property to c-3.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Wiseman, Chairman Johnson

Nays: None

Chairman Johnson declared motion carried.

Motion Trustee Lannert, second Trustee Wiseman, Approval of Ordinance 741, authorizing an agreement for the purchase of Certain Real Property, Bellevue Plaza Hardware.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Wiseman, Chairman Johnson

Nays: None

Chairman Johnson declared motion carried.

Motion Trustee Wiseman, second Trustee Lannert, closing off entrances to Bellevue Plaza Hardware, with approved budgeted amount specified.

Roll Call Vote was:

Ayes: Lannert, Schuettler, Wiseman, Chairman Johnson

Nays: None

Chairman Johnson declared motion carried.

Public Discussion

Speaker- Dana Delk- Replacement deck is permit needed? New deck will be bigger than existing deck.

Chairman Johnson- Yes, Permit is needed and informed of cost.

Speaker- Tinker Johnson- Inquired about potholes on Closen Rd., Bridge.

Superintendent- Wilson- Informed that he will address postholes.

Board Discussion

Trustee Heskett- Inquired on evictions of former tenants of Bellevue Plaza Hardware.

Chairman Johnson- Sheriff will be the one to do all evictions.

Trustee Wiseman- Informed he has been studying statistics on County Police reports. Requested updated list of codes. Questioned about how many warnings, on code violations are given to residents, before action is taken.

County Officer- Andrews- Checking codes for Trustee Wiseman and will get him a list.

Chairman Johnson- Informed attendees, that Zoning Officer, Stoneburner, sends 7 day notices. A standard has been in place on this up to now, the Board has the decision on this.

Chairman Johnson- What’s going on with K-Mart building?

Village Attorney- Alster- Close to agreement, hopefully by the end of August.

Chairman Johnson- Discussion ensued about status of Brenda’s Floral Shop, Ronnie Shaw’s Restaurant, Bellevue Tap’s beer garden.

Chairman Johnson- declared no further discussions

Motion- Trustee Lannert, Second- Trustee Wiseman, to close meeting.

Ayes: Lannert, Schuettler, Wiseman

Nays: None

Chairman Johnson announced that there being no further business the Council meeting adjourned at 7:02 p.m.
