City of West Peoria Land Use Committee met Sept. 6.

Here is the minutes provided by the Committee:

Call to Order Chair Dohm called the meeting to order at 6:32 p.m.

Roll Call Members present were Chair Dohm, Alderperson Barnes and Alderperson Siewert. Also present were Code Enforcement Officers Davis and Wallace, Jerry Meismer and Clerk Silver.

Additions to/or deletions to agenda No additions to or deletions from the agenda were offered.

Approval of Minutes - August 2, 2017 Alderperson Barnes made a motion to approve the minutes of the August 2, 2017 meeting. Alderperson Siewert seconded the motion. Motion carried.

Review of Monthly Financial Report Clerk Silver replied that City Administrator Krider reported in the Finance Committee that no monthly financial reports were available this months as journal entries are pending from the city auditor and the month cannot be closed until those are made.

Public Comment No public comment was offered.

Nuisance Properties Code Enforcement Wallace reported that 1515 Market had a Work Order to clean up vegetation but it had not happened yet. Contact had been made with the mortgage company on 2513 Rohmann and pictures have been provided because the mowing hasn't been happening on the entire property. Wallace expects a response on September 7". Chair Dohm called attention to a Work Order Report in the packet. Alderperson Barnes asked for clarification on acronyms on the report and Chair Dohm noted they could circle back with City Administrator Krider. Chair Dohm outlined his reasons for the list including holding the City to the same standard regarding vegetation as the residents. Chair Dohm emphasized the man hours being put into maintenance of city-owned properties and gave kudos to the Street Department staff and Code Enforcement for keeping up with it. Changes to the fee schedule was also offered for future discussion.

Reports

a. Code Enforcement Report

i. Permit List

Chair Dohm called attention to this list and reported on its purpose. Alderperson Barnes and Siewert followed up on specifics of permits and what the City requires for specific types of permits, i.e. burning permits and fence permits, including offset laws for structures and fences, grandfathering and civil challenges.

ii. Work Order List

The committee may come back to this bullet point when City Administrator Krider is available for comment.

iii. Nuisance Properties

Officer Wallace reported updates on fines for pending cases and options for the residents to avoid fines by complying with the citations. Code Officer Davis outlined that a field report is available for cases beyond the basic listing. Code Officer Wallace listed specifics for a variety of properties on the Nuisance Property listing including new ownership of at least one property. Officer Davis mentioned the possibility of condemning a specific property.

City Administrator Krider arrived at 7:00 p.m.) City Administrator Krider responded to questions about the meaning of headings on the report of Mowing, Work Order and Lien Management of the City and the Committee worked through the report for better readability, as well as discussing tightening up of the process and the fee schedule to ensure efficiency.

Mayor Dillon arrived at 7:09 p.m.)

b. City Administrator's Report

No specific report was provided, however Krider reported on the addition of several reports to the Committee.

Old Business

Approval of Inventory List The Committee reviewed the specifics of several line items on the Inventory List and Krider reported on the insurance requirements for the listing. Home Occupation

i. Review of draft Home Occupation Code Ordinance

Krider outlined that the Code Book only contains a definition for Home Occupation and the draft ordinance provided is based on Peoria County's ordinance which will then have to go to City of West Peoria legal counsel. The Committee debated specifics of the ordinance and provided suggestions for changes. The ordinance should be brought back to Land Use one more time prior to going to Council. Vacant Properties The Committee discussed foreclosures and known vacant property listings. The list is being updated by the Community Development Coordinator and the Committee asked the Code Enforcement Officers to keep the list as updated as possible. Emergency Plan Mayor Dillon reported there is an Emergency Plan and Krider is going to find a copy of the Plan for the Committee members to review.

New Business

Gunsmith Business within Residential Area A memorandum was included in the packet regarding a request from the State. City legal staff advised this would fall under a Home Occupation business.

Adjournment

Alderperson Barnes made a motion to adjourn the meeting at 8:53 p.m. Alderperson Siewert seconded the motion. Motion carried unanimously by voice.
