City of Peoria East Village Growth Cell Advisory Committee met October 3.

City Hall, Peoria, Illinois, October 3, 2017, an East Village Growth Cell Advisory Committee Meeting was held at Easterseals, 507 East Armstrong Avenue, with Chairperson Richard Mitchell presiding.
Roll Call:
Roll call showed the following Committee Members present: Richard Mitchell (Council District 3 Rep), Shannon Techie (City of Peoria), Eric Setter (City of Peoria), Steve Katlack (Council District 3 Rep), Bob Anderson (OSF), Edward Peszeck (OSF), Robert Wilton (Council District 2 Rep), & Lynn Scott Pearson (Peoria County Board), - 8; Absent: Michael McKenzie (School District 150), Jessie McGown (Council District 3 Rep), & Marilyn Mosely (Council District 1 Rep), - 3
Staff & Others:
Terence Acquah, Willa Lucas, Frank Corso, Bob Wallenfang, Tim Newlin, Chris Reynolds, and Kent Reynolds
Approval of the July 5, 2016 Minutes:
Mr. Anderson moved to approve the minutes; seconded, by Mr. Katlack. Approved Unanimously.
I. New Business
A. Housing Program Update
Neighborhood Enhancement Coordinator, Terence Acquah and Senior Urban Planner, Shannon Techie, went through a presentation summarizes 2017 applications for the Housing Program.
Mr. Mitchell asked about the average cost of new garages that received funding through the Housing Program.
Mr. Katlack commented that he feels many property owners are still not aware of the Housing Program and doesn’t think two years is enough time to gauge interest. Mr. Mitchell suggested that information be sent to all property owners within the TIF.
A. EVGC Commercial Rehab Program Discussion
City staff presented an overview of the South Village Commercial Rehab Program.
Mr. Anderson explained that that since there is not a waiting list from the housing program, this is an opportune time to consider a commercial program.
Mr. Mitchell commented that about the need to make the East Bluff attractive and this is one way to achieve that.
It was also noted that the building on the northeast corner of Nebraska and Wisconsin is a nice building and could be used for something.
Citizens’ Opportunity to Address the Committee:
Willa Lucas commented that there are not that many commercial properties in the East Bluff that need assistance and that the Committee shouldn’t forget about the rental units that need improvement and could use assistance.
Chris Reynolds indicated that they had a problem with the contractor who worked on their roof last year as part of the Housing Program. She noted that the work isn’t being inspected by the City. Staff indicated that they would follow-up with her regarding issues with her roof.

Mr. Katlack moved to adjourn the EVGC Advisory Committee meeting; seconded by Mr. Anderson. Approved by viva voce vote.
The EVGC Committee adjourned at 7:00 p.m. on Tuesday, October 3, 2017.
