City of West Peoria Finance Committee met Oct. 4.

Here is the minutes provided by the Committee:

1. Call to Order

Chair Meismer called the meeting to order at 5:30 p.m.

2. Roll Call

Members present include Chair Meismer, Alderperson Martindale and Alderperson Siewert. Also present were Mayor Dillon, City Administrator Krider, Treasurer Main, Alderperson Silver, Alderperson Dohm, Eric Little (IML Risk Management Association) and Clerk Silver.

3. Additions to/or Deletions from the Agenda

No additions to or deletions from the agenda were provided.

4. Approval of minutes from regular meeting-September 6, 2017

Alderperson Meismer made a motion to approve the minutes of the September 6, 2017 meeting. Alderperson Martindale seconded the motion. Motion carried.

Eric Little distributed information on the proposal for coverage and risk management services. Little outlined the history of the association and an overview of the benefits of coverage.

5. Review of Financial Report

City Administrator Krider stated no financial reports are aviailable, anticipating next month financial report will be substantial.

8. New Business - Review and Recommendations to Council

a. Motion to recommend to Council payment of (Tax increment Financing) TIF1 real estate tax reimbursement to The Bailey Group in the amount of $9,598.23 (line item 15-00-500) was made by Alderperson Martindale. Alderperson Siewert seconded the motion. Motion carried.

b. Motion to recommend to Council payment of (Tax increment Financing) TIF 1 real estate tax reimbursement to Haddad's West Peoria Market in the amount of $17,997.57 (line item 15-00-500) was made by Alderperson Siewert. Alderperson Martindale seconded the motion. The Committee discussed the caps on reimbursement over the lifetime of the TIF district. Motion carried.

c. Motion to recommend to Council payment of City Redevelopment Program resident reimbursement in the amount of $627.02 (line item 01-11-503) was made by Alderperson Martindale. Alderperson Siewert seconded the motion. Motion carried.

d. Motion to recommend to Council payment of FY2018 (Tax increment Financing) TIF 1 residential reimbursement in the amount of $2,000.00 (line item 15-00-507) was made by Alderperson Siewert. Alderperson Martindale seconded the motion. Alderperson Martindale clarified that the reimbursemenet covered two different addresses. Motion carried.

e. Motion to recommend to Council payment of 2017 Paint Program residential reimbursement in the amount of $24.11 (line item 01-11-502) was made by Alderperson Martindale. Alderperson Siewert seconded the motion. Motion carried.

f. Motion to table Job Descriptions was made by Alderperson Siewert. Alderperson Martindale seconded the motion. City Administrator Krider commented on the job descriptions included and items changed. Chair Meismer clarified the language regarding the Mayor's vote and City Administrator Krider confirmed she would followup with language. The committee reviewed reporting authority and compensation status of positions. Motion carried.

9. Review of Bills

Chair Meismer and Alderperson Martindale moved to the adjoining room to review bills, Alderperson Siewert left the meeting to attend the Land Use committee meeting)

10. Adjournment

Alderperson Martindale made a motion to adjourn the meeting at 7:00 p.m. Chair Meismer seconded the motion. Motion carried unanimously by voice.
