City of West Peoria Land Use Committee met Oct. 4.

Here is the minutes provided by the Committee:

1. Call to Order

Chair Dohm called the meeting to order at 6:38 p.m.

2. Roll Call

Members present were Chair Dohm, Alderperson Siewert and Alderperson Barnes. Also present were City Administrator Krider, Code Enforcement Officer Davis, and Clerk Silver.

3. Additions to/or deletions to agenda

No additions to or deletions from the agenda. Chair Dohm asked to have the minutes to reflect that the Mayor asked for the emergency plan to be removed from the agenda. Dohm stated his desire that the plan is sent to another committee because the current plan is not sufficient. City Administrator stated that it will be sent to another committee. The committee agreed that the plan is important. City Administrator Krider distributed a copy the proposed Ordinance 2017-23, An Ordinance Adopting a Code Establishing Home Occupations Within the City Limits.

4. Approval of Minutes - September 6, 2017

Alderperson Barnes made a motion to approve the minutes of the September 6, 2017. Alderperson Siewert seconded the motion. Motion carried.

5. Review of Monthly Financial Report

No financial report will be available until the December meeting.

6. Public Comment

No public comment was offered.

7. Nuisance Properties

Code Enforcement Officer Davis reported on roof repair for 2112 W. Heading and 2510 W. Heading has a potential buyer for the property. Chair Dohm clarified the activity on 1515 Market and City Administrator Krider confirmed she will follow-up.

8. Reports

Code Enforcement Officer Davis called attention to the report with a breakdown of the cases. The committee reviewed the permit list and verbal report of the work order list. Davis also reported the status of violations at 2223 Laura and the legal response to the violations. Chair Dohm asked for clarification of liens against properties for the purposes of fines assessed. The committee also debated the benefits of costing for mowing purposes and determined a set fee schedule for different scenarios when city staff must mow or cleanup properties.

9. Old Business

The committee worked on establishing a sustainable process for the documentation of the inventory list. City Administrator Krider outlined the changes made to proposed Ordinance 2017-23. The committee debated the enforcement of the Home Occupation Ordinance and asked for additional clarification and to bring it back to committee prior to going to council. Code Enforcement Officer Davis reviewed the vacant properties list and informed the committee of the process in place whereby properties are added to the list. City Administrator Krider reported the latest review section of the code book Zoning title 2, Chapter 1 and 2. The committee provided feedback regarding the language in the chapter and agreed to bring back suggestions for the next meeting.

No new business was presented.

11. Public Comment

No public comment was offered.

12. Adjournment

Alderperson Barnes made a motion to adjourn the meeting at 8:12 p.m. Alderperson Siewert seconded the motion. Motion carried unanimously by voice.
