Hollis Township Board of Trustees met Oct. 26.

Here is the minutes provided by the Board:

After the Clerk led the Pledge of Allegiance to the Flag @ 7:00 P.M., the Supervisor called the meeting to order.

Board Members Present for Roll Call:

Supervisor William J. Gerdes; Clerk Cheryl A. Archer; Trustees: James E. Bailey,

Justin R. Egan, Maryann S. Morrison and Rich D. Murray.

The Supervisor announced a quorum was present.

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

There were no corrections or additions to the Agenda. There were no visitors.

APROVE MINUTES of the previous meeting:

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, September 28, 2017 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Murray; second Bailey. The motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary October 26, 2017 in the amount of $ 6,786.22.

Motion Morrison; second Egan. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary October 26, 2017 in the amount of $ 735.00.

Motion Bailey; second Egan. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary October 26, 2017 in the amount of $ 17,378.68.

Motion Egan; second Morrison. The motion passed with all ayes on a roll call vote.

TOWN BUILDING, GROUNDS & EQUIPMENT:

The Supervisor suggested forming a maintenance committee to look at the roof on the office building for replacement at a future date, and to review the condition of the furnace, although other than age, there is no issue with the furnace.

No action was taken.

COMMUNICATIONS & Correspondence:

Supervisor Gerdes received a correspondence from the Peoria County Township Officials Association Board of Directors ~~~ Notice of Dissolution of the Peoria County Township Officials Association. (Find Notice attached to the Minutes of this meeting)

No later than November 15, 2017, legal counsel for this Corporation will be submitting the appropriate paperwork with the State of Illinois seeking the state’s recognition of the formal dissolution of the Corporation.

CLERK BUSINESS :

Documents regarding the Appointment of Trustee, Justin R. Egan were filed on September 29, 2017 in the Office of the Peoria County Clerk. Date stamped copies of those documents may be found with the September 28, 2017 Minutes and also in the Clerk’s Notebook “Filling Vacancies in Office”.

Mr. Egan’s Statement of Economic Interest was also filed with the Peoria County Clerk 9/29/17;

his filing receipt has been returned to him tonight. A full copy of his Statement of Economic Interest was date stamped by the Peoria County Clerk and will be retained in Hollis Township’s permanent files.

ROAD BUSINESS ~ Highway Commissioner:

1. The Road Crew is preparing equipment for winter.

2. Road Commissioner Beckman initiated a meeting with State Representative Mike Unes and 4 Illinois Department of Transportation members regarding the intersection of Route 24 and Cameron Lane. On Thursday, October 12, 2017 there was a fatal traffic accident at this intersection.

Mr. Beckman noted that an engineer’s survey is needed from IDOT; another meeting is pending. State Police Officer Tony Halsey attended this gathering.

It was suggested that letters from the Hollis Township Board be sent to Representative Mike Unes and Senator Dave Koehler asking for traffic lights at this intersection, including petitions signed by registered voters from the community supporting this safety measure.

3. The intersection of McCullough & Stranz Road has been improved by cutting the hillside back on Stranz Road as far as possible to allow better visibility for motorists trying to access McCullough Road.

4. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township / dated October 13, 2017:

On 09/05/17 Hollis’ August MFT allotment $3,041.18 was added to our account.

On 10/02/17 Hollis’ September MFT allotment $2,688.41 was added to our account.

After these entries, Hollis Township’s Motor Fuel Tax Balance is $32,445.12.

NEW BUSINESS: General Information:

TAX LEVIES FOR 2017 must be established and approved at least 20 days prior to adopting them on Thursday, November 30, 2017 either at a hearing, or during our Regular Monthly Board Meeting. Levies must be filed with the Peoria County Clerk no later than Wednesday, December 20, 2017.

If the Township or Road District is levying more than 105% over of the previous year’s tax levy extension, there must be a “Truth in Taxation Hearing” established at this meeting tonight.

In addition, when it is necessary to have a “Truth in Taxation Hearing”, a NOTICE OF HEARING must appear in a newspaper with distribution in the Township, to be published not more than 14 days or less than 7 days prior to the date of the “Truth in Taxation Hearing.”

If the Township or Road District is not levying more than 105% over the previous year’s tax levy extension, NO PUBLISHED NOTICE IS REQUIRED for adopting the levies at a Regular Meeting.

Levies will be approved today, October 26, 2017 & will be adopted November 30, 2017 during our Regular Monthly Meeting

There must be at least 20 days between determining and approving Tax Levies & adopting Tax Levies.

First: Establish if there is a need for “Truth in Taxation Hearings” for 2017

Second: Establish & Approve Tax Levies for 2017

1. MOTION: The Hollis Township Board has established there is

NO NEED FOR A “TRUTH IN TAXATION HEARING” for the Tax Year 2017, collectable in 2018, since the TOWNSHIP will not request an increase over our 2016 Levy:

Therefore, the following request will be submitted:

The Town Fund Levy $ 62,144. The General Assistance Fund Levy $114.

THE TOTAL TOWNSHIP LEVY REQUEST FOR 2017 SHALL BE: $62,258.00

Motion Morrison; second Murray. The motion passed with all ayes on a roll call vote.

2. MOTION to approve the Hollis Township Tax Levy in the amount of $ 62,258.00 for the Tax Year 2017, collectable in the year 2018, in the form shown below:

TOWNSHIP TAX LEVY ORDINANCE NO. 2017 - 10

Town Fund Tax Levy $ 62,144.00 General Assistance Fund Tax Levy $ 114.00

Motion Murray; second Bailey. The motion passed with all ayes on a roll call vote.

3. MOTION: The Hollis Township Highway Commissioner has established there is

NO NEED FOR A “TRUTH IN TAXATION HEARING” for the Tax Year 2017, collectable in 2018, since the ROAD DISTRICT will be levying NO MORE THAN 105% of the 2016 Total Tax Extension which was $145,175. The tax levy request shall be an increase of $7,257. Therefore, the following will be submitted: Road & Bridge Fund $ 100,606.00

Joint Bridge Fund $ 30,486.00

Equipment & Building Fund $ 21,340.00

THE TOTAL ROAD DISTRICT TAX LEVY REQUEST FOR 2017 SHALL BE: $ 152,432.00

Motion Bailey; second Egan. The motion passed with all ayes on a roll call vote.

4. MOTION to approve the Hollis Township Road District Tax Levy in the amount of $ 152,432.00 for the Tax Year 2017, collectable in the year 2018, in the form shown below:

ROAD DISTRICT TAX LEVY ORDINANCE NO. 2017 - 11

Road & Bridge Fund Tax Levy $ 100,606.00

Joint Bridge Fund Tax Levy $ 30,486.00 ~ Equipment & Building Fund Tax Levy $21,340.00

Motion Murray; second Egan. The motion passed with all ayes on a roll call vote.

5. MOTION to approve the Hollis Road District CONSENT FOR TAX LEVY INCREASE in the amount of $ 23,715.00 for the Tax Year 2017, collectable in 2018, authorizing the Road Commissioner to levy an additional 4% of the Road & Bridge Fund Levy, for a total of 16 ½ %, in the form indicated below:

6. MOTION to adjourn made by Bailey; second Egan. The motion passed unanimously.
