City of Henry City Council met Oct. 16.

Here is the minutes provided by the Council:

01) The regular meeting of the City Council of the City of Henry was called to order at 6:30 p.m. by the Mayor, Doug Wilson, October 16, 2017 at the Municipal Building. Pledge of Allegiance to the Flag was directed by the Clerk.

Present: Alderman Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Absent: Treasurer Young Also Present: Supt. of Public Works, Bill Lester, Joyce Wood, Diana Williamson

Ione Glatz, Dale Marliere, arrived at 6:50 pm

02) Mayor Wilson welcomed everyone to the October 16, 2017 council meeting.

03) Regular Minutes for September 18, 2017 were presented, dispensing with the reading, all members had previously received copies of the minutes. A motion was made by Alderman Karls and seconded by Alderman Schrowang to approve the Regular Minutes as presented. Roll call.

Yeas: Alderman Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Nays: None

Motion carried

04) Accounts Payable were presented, dispensing with the reading as all members had previously received copies. A motion to authorize payment of the accounts as presented was made by Alderman Schrowang and seconded by Alderman Karls. (For itemization see Accounts Payable for Oct., 2017). Roll call.

05) Treasurers report for the Month of September, 2017 was presented, dispensing with the reading as all members had previously received copies. A motion was made by Alderman Friedrich and seconded by Alderman Kieth to accept the reports as presented. (a copy to be place on file.) Roll call.

Yeas: Alderman Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Nays: None

06) Mayor Wilson acknowledged the visitors:

07) Finance and Insurance Chairman Keith stated the committee will be starting on the 2017-2018 Tax Levy’s.

08) Building & Grounds Chairman Friedrich. On Friday, September 29, 2017 Mayor Doug Wilson and Clerk, Jean Goldner went to Morton, Illinois and had the final closing on “The Landings at Marina”. The new owners are Masters Enterprizes. The Mayor

stated the reason the closing date took so long was because Miller, Hall & Trigs, Katherine Swise found there were mortgage loans that were still active. They have been release and everything is cleared for the City.

09) Police & ESDA Chairman Karls had nothing to report.

Update from Chief of Police: Alderman Karls stated that Chief Maurer was attending a training class. It was reported that Dodge Squad car had a water pump and brakes replaced.

10) Streets & Lights Chairman Bergfeld stated the Marshall-Putnam Farm Bureau drainage problem in the alley has been put on hold. There was discussion on the new drain at Henry Foods and how it flooded with the rains over the week-end. This is really not a city issue, it is an IDOT problem because of being Route 18/Third Street.

11) Zoning and Planning Chairman Fountain had nothing to report. Waiting on Attorney Anderson for the amended ordinance on allowing chickens.

12) Water and Sewer Chairman Schrowang had nothing to report.

Update from Supt. of Public Works, Bill Lester stated the footage has been dug out for the new electrical building on Front Street. The Vac Truck has pump out the lift station and the Lagoon.

13) Economic Development: Alderman Keith stated going into close session after the regular council meeting to discuss Economic Development Opportunities.

14) TIF Committee Chairman Bergfeld had nothing to report

15) Communication – Perdew Association Dinner & Auction/Sat. Oct. 21st Shandy’s Pub & Grub - Princeton Family Clinic Luncheon/All Officials, Thurs. Oct. 26th 11:30 am -12:30 pm/327 Edward Street - After School Business Halloween Hours 3:30 pm to 5 pm

Tuesday, October 31st - Henry American Legion Hall Trick or Treats 4:00 – 5:00 pm

Tuesday, October 31st - Residential Halloween Trick or Treat Hours 5:00 – 8:00 pm - Perdew Baord Meeting/Wed. Nov 8th 6:00 pm RPC

- Henry Chamber of Commerce Board Meeting/Thurs., Nov 9th 5:30 pm River Park Center

16) Old Business:

17) New Business: Alderman Bergfeld made a motion and was seconded by Alderman Fountain to approve the appointment of Katie Grumbine and Shannon Serpette to the Henry Public Library Trustee Board. Roll call.

Yeas: Alderman Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Nays: None

Alderman Schrowang made a motion and was seconded by Alderman Keith to approve resignation of Susan Fansler

Before the closing of the council meeting Mayor Wilson requested for Tom Maubach to come up to the front of the room. Mayor Wilson thanked Tom for his service and wish him a long and enjoyable retirement. Doug stated “Tom’s a turn-key guy.” “He does everything. All you have to do is give him the key.” Doug presented a plaque to Tom as Supt. of Public Works retiring after 34 years. Alderman Bergfled had the lights turned off for what he had elaborately pretended would be a slide presentation on future street and sidewalk projects. It turned out to consist mostly of sometime comically photos of Tom at various points in his career. The best part, Tom brought the projector for Jeff to use for his presentation. As the presentation was being presented numerous family members, past city officials and employees that had assembled outside the council chambers enter the room. It was quite a surprise because Tom was not aware of other people being here. The clerk planned the surprise and keeping the honoree in the dark. Tom made the comment that he could hear talking out in the hallway, but couldn’t figure out why Jeff was saying all those things about me. Tom stated, “There’s a lot of people I have to thank, without my family, I wouldn’t have been able to do this.” Also, thanks to all the alderman and employees. You just have to get along with people. You have to have a thick skin. I guess I’m getting a little thin-skinned. Tom stated he has worked with 7 mayors, 4 city clerks, 49 council members, and 8 police chiefs. Those that attended and surprised Tom that were waiting in the hallway were, Janice (Tom’s wife) Judd Griffin, Tod Berger, Kevin & Jackie Maubach, Suzie & Rick Fancier, Donald Griffin, Karl Villager, Courtney, Britton, Zachary Barnes, Sergeant John Williamson, Jay McCracken.

18) At 7:50 p.m. a motion was made by Alderman Friedrich and seconded by Alderman Karls to adjourn the meeting. Roll call.
