Here is the minutes provided by the Board:

Meeting was called to order at 7:00 am by President Maurer

Board Members Present: Patty Audo, Kyle Kinnary, Steve Maurer, Jeff Nudd, Kiersten Sheets

Staff Present: Director Yates, Treasurer Van Ostrand, Secretary Highfill, Attorney Mahoney

Board/Staff Absent: Carol Masek, Shane Placher

Review Of Minutes: Minutes of September 2017 meeting were reviewed.

Motion to approve was made by Trustee Kinnary and seconded by Trustee Sheets.

Motion Approved

Review Of Bills: Summary of bills for September and October 2017 was reviewed, including additional bills. Motion to approve as presented was made by Trustee Nudd and seconded by Trustee Kinnary.

Result: Ayes: 4; Nays: 0

Financial Report: Sharon and Kevin explained and answered questions in regard to the report. StoneWater Park playground and Coal Hollow Park expenditures are included, with the bond payment amount as the year end difference. Chimney repairs, more efficient lighting and Ameren incentives were discussed. IMRF rate is dropping and rental bookings are filling up.

Motion to approve financial report as presented was made by Trustee Audo and seconded by Trustee Nudd.

New Business: Motion to open Public Hearing for the Intent to Sell General Obligation Park Bonds, Series 2017, was made by Trustee Nudd and seconded by Trustee Sheets.

Motion to adjourn Public Hearing was made by Trustee Kinnary and seconded by Trustee Audo.

Result: Ayes: 4; Nays: 0

Recommendation of Finance Committee to bring debt down to actual expenses and move Police Fund monies to Museum Fund, but keep the Police Fund as a line item in the Levy. Attorney Mahoney stated the Appropriation Ordinance and the Levy are not exactly the same because of the museum funding. Kevin talked to the County about the Levy and it should be okay but we might have to amend Appropriation Ordinance and hold a special meeting, with Mike suggesting a motion to approve amendments, if needed.

Motion to adopt Annual Tax Levy Ordinance #502 for June 1, 2017 to May 31, 2018 was made by Trustee Audo and seconded by Trustee Kinnary.

Motion to adopt Tax Abatement Ordinance #503 for 2017 was made by Trustee Sheets and seconded by Trustee Audo.

Motion to amend Appropriation Ordinance to meet County requirements, if needed, was made by Trustee Kinnary and seconded by Trustee Nudd.

Motion to approve appointment of Kevin Yates to serve as delegate for the CPD at the Annual Business Meeting of the IAPD was made by Trustee Kinnary and seconded by Trustee Sheets.

Motion to table Shore Acres Park 2017 Master Plan was made by Trustee Nudd and seconded by Trustee Sheets.

Director's Report: Kevin will present the CPD annexation strategy at the next meeting. He attended multiple seminars over the 2-day NRPA Conference and evaluated playground equipment options, innovations in aquatic facility management, aquatic attractions, and partnerships for new programs. Kevin will be attending HR Essentials Class in 2018 at AAIM Employers’ Association. Talley Technical Services has begun installing hardware that will allow us to eliminate ITv3 Services in the next month. Shore Acres Clubhouse Roof Project is completed at a cost of $77,211.56, which included siding, windows, soffit and facia repair and replacement completed by the Maintenance staff. Budget/insurance payments totaled $103,059.52. IVC School District will appeal 45 properties protesting the tax rate and is asking CPD and library to join. CPD was asked to be an IAPD representative on the State Board of small park districts, with reading material available. We no longer have to publish Prevailing Wage Rates Ordinance and the IAPD amendment is that only programs the CPD organizes have to have a background check on volunteers. Treasurer has had to furnish several FOIA requests from a Florida business that sells our information. Personnel Committee met to provide a direction to the Director on personnel allowance for 2018 with a part-time employee recommended, which Kevin would like to hire by the first of the year. Parks Committee meeting date needs set. Maintenance: Repairing/ installing water drainage lines at Shore Acres, StoneWater and Coal Hollow Parks to improve standing water situation on trails and playgrounds; Coal Hollow Park prep work for seed; Clubhouse pillar restoration and IVC Homecoming bonfire. Meetings/Discussions: Peoria Academy of Science, United Methodist Women's Club, Rotary Club and CIRCLE workshop. Programs/Activities: Tai Chi classes, Coal Hollow Park Service Day, with 40 participants, and community dance. Future Events: HISRA Board, Mayor's Roundtable, Coal Hollow Park Service Day, Adventure “O” Race and IVC Alternative Education School to move to permanent facility.

Committee Reports/Future Agenda Items To Consider: Personnel and Parks Committee meetings, review of Employee Manuals and issuance of 2017 GO Bonds.

Trustee Reports: Maurer: No Parking signs have been installed by City at Santa Fe Park. Requests from CSYA and JFL to have CPD take over their programs, as school and volunteer organizations are not on agreeable terms. Steve requested Kevin meet with all parties as a mediator.
