Chillicothe Park District Board met November 11.

Here is the minutes provided by the Board:

Meeting was called to order at 7:00 am by President Maurer

Board Members Present: Kyle Kinnary, Carol Masek, Steve Maurer, Shane Placher, Kiersten Sheets

Staff Present: Director Yates, Secretary Highfill, Attorney Mahoney

Board/Staff Absent: Patty Audo, Jeff Nudd, Sharon Van Ostrand

Guests Present: Kevin Wills of First Midstate Inc.

Review Of Minutes: Minutes of October 2017 meeting were reviewed. Motion to approve was made by Trustee Sheets and seconded by Trustee Kinnary.

Result: Ayes: 4; Nays: 0

Review Of Bills: Summary of bills for October and November 2017 was reviewed, including additional bills. Motion to approve as presented was made by Trustee Masek and seconded by Trustee Placher.

Result: Ayes: 4; Nays: 0

Financial Report: Kevin explained and answered questions in regard to the report. The 2016B GO Bond payment is due on December 1st.

Motion to approve financial report as presented was made by Trustee Kinnary and seconded by Trustee Sheets.

Result: Ayes: 4; Nays: 0

Old Business: Kevin stated the Adventure “O” Race went well with 75 participants, and Shore Acres Park as the headquarters site.

New Business: Kevin Wills of First Midstate Inc. stated the 1-year GO Park repayment bond for at total of $355,279 was picked up by Better Banks at 1.5%. Motion to approve Ordinance #504 providing for the issue of General Obligation Park Bonds, Series 2017, of the District, for the payment of landcondemned or purchased for parks, for the building, maintaining, improving and protecting of the same and the existing land and facilities of said Park District, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds and authorizing the sale of said bonds to the purchaser thereof was made by Trustee Kinnary and seconded by Trustee Masek.

Motion to approve CPD Board Manual 2018 was made by Trustee Masek and seconded by Trustee Placher.

Motion to approve CPD Employee Manual 2018 was made by Trustee Placher and seconded by Trustee Sheets.

Director's Report: Kevin presented the CPD annexation strategy and stated the conditions needed to bring property into our tax base. The plan lowers the tax rate for individual land owners, gives fairness to current constituents and provides additional opportunities to the District. We can ask for voluntary annexation and monitor county records for property changes. Kevin spoke with the Mayor and recommends an ordinance with the City of Chillicothe that obligates notification to CPD when the City annexes property. Trustee Sheets asked if we can request the Peoria Park District to transfer ownership of their property that is in CPD. Attorney Mahoney will research annexation options. If State tax freeze is approved, it will have minimal immediate effects on CPD due to financial strategies put in place in 2015. Part- time Program and Events Coordinator position will be advertised on CPD web page and other media outlets, to be filled by the beginning of the year. Parks Committee developed a marketing plan for Shore Acres Master Plan to be put into effect over the next two months. Kevin attended IAPD Legal Symposium and reported that we need a permit process for events that are not endorsed by the CPD along with steps on cyber liability situations. Discussion was held on future plans for sport programs and sponsorships. Kevin talked with IVC Superintendent and an agreement could be made, if needed. Kevin is acquiring cost and options for chlorinator replacement at Shore Acres Pool and has applied for 2 grants with IPARKS for up to $500 for safety items and up to $200 in swing safety modification materials. IVC Alternative Education School moved to their permanent location and we came out even from Clubhouse rental and IT work performed.

Maintenance: Both concessions stands at the Rome Ballfields were broken into with a report made and Maintenance staff making temporary security repairs. Winter work on Shore Acres Clubhouse renovations has begun. All outdoor restrooms have been closed for the season. Portable toilets at Shore Acres and Skate Park will be closed as weather dictates and the StoneWater Park toilet will be removed for the winter.

Meetings/Discussions: HISRA Board Meeting.

Programs/Activities: Tai Chi Classes Fall Session(8-10 participants); Bradley SERVES Volunteer Event @ Coal Hollow (20 participants); and 11/4: Adventure “O” Race.

Future Events: CPD Office will be closed 11/10 for Veterans Day and 11/22-24 for Thanksgiving holiday; 11/17: Community Dance; and 11/18 & 12/2: Coal Hollow Service Days.

Committee Reports/Future Agenda Items To Consider: 2018 Board meeting and office holiday schedules.

Correspondence: FOIA was requested and in order to meet our legal obligations we will refer them to our website. Walnut Dog Park user requests benches to be returned and one will be replaced once repairs are completed. Surveys from rentals have good reviews overall with request for bigger Clubhouse restrooms.

Trustee Reports: Placher: Future Clubhouse restroom plans need to be researched.
