City of Henry City Council met Dec. 18.

Here is the minutes provided by the Council:

01) The regular meeting of the City Council of the City of Henry was called to order at 6:30 p.m. by the Mayor, Doug Wilson, December 18, 2017 at the Municipal Building. Pledge of Allegiance to the Flag was directed by the Clerk.

Present: Alderman Fountain, Schrowang, Bergfeld, Friedrich, Karls, Keith Administrative: Absent Treasurer Young Also Present: Supt. of Public Works, Bill Lester, Chief of Police, Steve Maurer,

02) Mayor Wilson welcomed everyone to the December 18, 2017 council meeting.

03) Regular Minutes for November 20, 2017 were presented, dispensing with the reading, all members had previously received copies of the minutes. A motion was made by Alderman Fountain and seconded by Alderman Keith to approve the Regular Minutes as presented. Roll call.

04) Accounts Payable were presented, dispensing with the reading as all members had previously received copies. A motion to authorize payment of the accounts as presented was made by Alderman Keith and seconded by Alderman Schrowang. (For itemization see Accounts Payable for Dec., 2017). Roll call.

05) Treasurers report for the Month of November, 2017 was presented, dispensing with the reading as all members had previously received copies. A motion was made by Alderman Keith and seconded by Alderman Karls to accept the reports as presented. (a copy to be place on file.) Roll call.

06) Mayor Wilson acknowledged the visitors:

07) Finance and Insurance Chairman Keith stated in late November the Finance and Insurance Committee met to discuss the 2017/2018 Tax Levy. Our overall extension including the library will decrease by $52.00. However, we saw an almost 1.3 Million dollar decline in our EAV or Equalized Assessed Value. This decrease is a 4.3% drop from last year. The total extension for both the city and library is $439,934. This translates into $18.58 more a $100,000 owner occupied home, or$15.18 for the same home occupied by a homeowner over age 65. The decrease is overall extension is due to our diligence in staying with our budgets, while still planning for the future. However, due to the decrease in the EAV the burden has increased. We as a council are committed to turning this trend around. Programs such as our 2 x 2 program are aimed directly at increasing our EAV within the city. Our port will also be a boom for our EAV. We are currently evaluating multiple development opportunities for the port. The Total Levy Amount IS $439,934 which for the City is $298,950 and the Library is $140,984. Alderman Keith made a motion and was seconded by Alderman Karls to approve Ordinance #1709 – An Ordinance Levying Taxes In And For The City Of Henry, In The County Of Marshall And State Of Illinois For The Corporate Purposes Of Said City, For The Fiscal Year Commencing The 1st Day May, A.D. 2017 And Ending On The 30th Day Of April, A.D. 2018 And Authorizing The City Clerk Of Said City To Certify The Same To County Clerk Of Said County Of Marshall. Roll call.

Alderman Keith made a motion and was seconded by Alderman Karls to transfer from General Fund $100,000 over to the Police Fund. Roll call.

08) Building & Grounds Chairman Friedrich had nothing to report.

Supt. of Public Works, Bill Lester thanked City Clerk, Jean Goldner for the roping on the rod iron fence in front of City Hall and thanked Alderman Bergfeld for donating two (2) maple trees.

09) Police & ESDA Chairman Karls reported the police department is looking into a 30 day trail base on Motorola Body Cameras. This would be a 30 day contract free of charge. Chief Maurer has contacted Marshall County Sheriff’s Department to see if they would be interested in having a joint funding with the City. Chief Maurer has been in contact with a Dave Lander that has a Federal Grant on Motorola Body Cameras. It was stated the watch Guard Cameras that are in the four (4) squad cars will be able to work together. Alderman Karls made a motion and was seconded by Alderman Keith to approve the 30 day Contract on Motorola Body Cameras, trial period, free of charge. Roll call.

Update from Chief of Police: Chief Maurer thank the city for the four (4) years that he has had from acting as Chief for the Police Department.

10) Streets & Lights Chairman Bergfeld gave an update on the 2018 Parking Lot Improvement Plans at the Marshall-Putnam Farm Bureau Building. Marshall-Putnam Farm Bureau Board Member Randy Salisbury, Hartwig Trucking & Excavating, Supt. of Public Works, Bill Lester and Karl Villiger working on plans paving the parking lot up against the Kimble Building as well as the rocked area between the alley and the farm bureau. Also working on the drainage problem in front of the Rio Vista and Smith’ Building on Front Street.

Supt. of Public Works, Bill Lester stated the 1 Ton Truck is in Peoria having the new snow plow installed.

11) Zoning and Planning Chairman Fountain had nothing to report

12) Water and Sewer Chairman Schrowang reported on the committee meeting which was held before the regular council meeting. The discussion at the meeting was on replacing the backhoe. Caterpillar, Case and John Deere have been contacted and Supt. of Public Works, Bill Lester stated they were still waiting for the quote from Caterpillar. No decision was made on replacing the backhoe, was table until next meeting.

Update from Supt. of Public Works, Bill Lester stated the Nitrate Building Electrical Conduit has been installed by Klein’s Design and Giffin Engineering is working with Ameren for the electrical inside the Nitrate Building which seems as though everything is at a standstill with Ameren.

13) Economic Development: Alderman Keith presented the 2 + 2 Housing Project Development Agreement. The EDC Program is designed to improve the EAV of the City of Henry, Program targets vacant lots, working with a contractor that wants to build, the city will help pay for constructing the basement. Alderman Keith made a motion and was seconded by Alderman Karls to approve Ordinance #1710 – An Ordinance Of The City Of Henry, Marshall County, Illinois Approving And Establishing The Henry 2 + 2 Eav Housing Project. Roll call.

14) TIF Committee Chairman Bergfeld had nothing to report

15) Communication: City Hall Closed Monday, Dec. 25th, Tuesday, Dec. 26th

Henry Chamber Board Meeting/Thurs. Jan. 4th 5:30 pm RPC Perdew Board Meeting/Wed. Jan. 10th 6:00 pm RPC

16) Old Business: Discussion followed on the Illinois River Days Event scheduled tentatively May 19th and 20th, 2018. Alderman Keith stated the city can’t sponsor this event, other organization need to be contacted for promoting the event. Jerry Kuczera commented on all the money that the vendors would donate towards a reserved spot would help the American Legion offset the cost on the fireworks and maybe donating some to the Perdew House Association. Further discussion will be handled under the Economic Development Committee.

17) New Business: Alderman Keith presented the Sexual Harassment Policy. On November 16, 2017, Governor Rauner signed into law Public Act 100-0554 amending the State Officials and Employees Ethics Act which requires all public bodies to have a sexual harassment policy in effect by January 15, 2018. This policy complies with all of the requirements the Act imposes including:

• Prohibition against sexual harassment;

• Details of how an employee can report an allegation;

• Prohibition of retaliation and notice of whistleblower protections under various statues; and

• Consequences of violating policy and making false reports Alderman Keith made a motion and was seconded by Alderman Karls to approve Ordinance #1711 – An Ordinance Of The City Of Henry, Marshall County, Illinois, Adopting A Policy Prohibiting Sexual Harassment Roll call.

Before the closing of the council meeting Mayor Wislon requested for Suzie Fansler to come up to the front of the room. Mayor Wilson thanked Suzie for her service and wished her an enjoyable retirement. Doug presented a plaque to Suzie as Deputy Clerk retiring after 17 years. Suzie thanked the Mayor, council members for the presentation and acknowledging the 17 years of service.

18) At 7:15 p.m. a motion was made by Alderman Friedrich and seconded by Alderman Bergfeld to adjourn the meeting. Roll call.
