City of El Paso City Council met Jan. 15.

Here is the minutes provided by the Council:

Council Members Present: Burton, Steffen, Kearney, Rigsby, Brucker, Kearney and Kilpatrick. Absent: None.

Also present: Director of Public Services Jack Hickok, Treasurer Linda Haas, Attorney Stoller, Chief Dave Duncan, Bill Troyer, Lt. Bryan Clark, Derrick Stoller, Becky Carter, Nathan Ehrhardt, Casey Jones, and Kim Kearney as the local press.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Kearney, seconded by Brucker to approve agenda as presented. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of the December 18, 2017 City Council Meeting were presented in written form.

Treasurer's Report: The Treasurer's report for the month ending December 31, 2017 showing Investments and revenue and expenses were presented in written form.

Register of Bills: The Register of Bills in the amount of $47,337.16 was presented.

Approval of Consent Agenda: Motion by Steffen, seconded by Kearney to approve items on consent agenda as presented. Voice vote taken of all ayes.

Public Comments: None.

Old Business: None.

New Business:

Farnsworth Services: Motion by Kilpatrick, seconded by Brucker to approve agreement with the Farnsworth Group. Voice vote taken of all ayes.

Proposed Ordinance 1007: Motion by Steffen, seconded by Kearney to pass proposed Ordinance 1007, An Ordinance Regarding Cannabis and Drug Paraphernalia. Roll call vote taken of all ayes.

Proposed Ordinance 1008: Motion by Brucker, seconded by Steffen to pass proposed Ordinance 1008, An Ordinance Prohibiting and Consumption of Alcohol by Minors and Prohibiting Procession of Alcohol by Any Person within Public Places. Roll call vote taken of all ayes.

Proposed Ordinance 1009: Motion by Brucker, seconded by Burton to pass proposed Ordinance 1009, An Ordinance Prohibiting Overnight Trailer Parking on Public Streets. Roll call vote taken of all ayes.

Chief Duncan Motion by Kearney, seconded by Kilpatrick to appoint David Duncan as Police Chief.

Director of Public Service: Jack reported several water leaks last week, sewer plant office was painted today, that the snow plows been out plowing and salting. Bird watchers are back at the sewer lagoon.

Mayor's Report: The Mayor spoke about all new chief, thanked Casey and his crews for the best snow removal every seen in the El Paso. Jim McWilliams has retired at the end of January. He has appointed Ben Kingdon for a one year term to serve on Tri County EDC and Woodford County Communities Board.

City Council Comments: None

Staff Reports: Police Department. Chief Duncan reported they are taking applications for 2 police officers until February and will do interviews in March. Two officers going to FTO training.

Public Works: Casey Jones reported about 6 water leaks were repaired over the last couple weeks and he is still working on his brine project. The putting in new lights at Police/Public Works Building will be in the next week. Four new water hydrants were installed and four more will be installed when weather permits.

Parks & Recreation: Derrick reported In House Basketball has started with 144 signed up, Heller's Stores Classic had 15 girls teams and 30 boys teams Travel volleyball starts today with good numbers and Before and After School Program is now complete and canceled.

Clerk's Report: Clerk reported that the Police delivered 64 shut off notices and 30 bills were paid within 24 hours,

City Attorney: Attorney had nothing additional to report.

Motion by Steffen, seconded by Brucker to adjourn. Voice vote taken of all ayes. Meeting adjourned at 8:01 PM.
