City of West Peoria Land Use Committee met April 4.

Here is the minutes provided by the Committee:

1. Chair Dohm called the meeting to order at 6:30 p.m.

2. Members present were: Chair Dohm, Alderpersons Goranson and Siewert. Also present were Mayor Dillon, City Administrator Krider, Code Enforcement Officer Davis and Clerk Barnes. Mayor Dillon left the meeting at 7:05 p.m. Township Supervisor Sharon Kennedy joined the meeting at 7:12 p.m.

3. There were no Additions to/or Deletions from Agenda.

4. A Motion to approve the Minutes of the March 7, 2018 meeting was made by Alderperson Siewert and seconded by Alderperson Goranson. Motion carried.

5. A Motion to receive and file the Monthly Financial Reports for February 2018 was made by Alderperson Siewert and seconded by Alderperson Goranson. Motion carried.

6. No Public Comment was offered.

7. Reports

a. Code Enforcement Officer Davis reported:

i. Permit List Only four this month. Question: Shouldn't the permits be issued to homeowners instead of contractors? Homeowners must sign off on the application for the permit, but permits are usually issued to contractors.

ii. Work Order List - there are no work orders yet, but with warmer weather should be seeing them.

iii. Nuisance Properties - Why does it take so long to get some of these "closed"? Various reasons but continuing to work the process for each as quickly as is possible. Will continue to improve methods. Process done now was discussed.

iv. Vacant Properties - no questions for this list

v. Detail Case Report - no questions for this list

vi. Case Summary Report - Sharon Kennedy asked if it were possible for her to get a copy of this list and was told to contact City Hall with a FOIA request.

b. City Administrator Krider reported

i. IT support - Finance Committee sent to Council a request to pay for this for a 5-year contract. Question: Can the amount be paid in one-year installments? This would perhaps keep us from paying for 5 years and having the company dissolve in three and not get their services. Kinga will look into this.

ii. Camera for recording Council meetings - has been purchased for under $200.00, has a microphone, wide-angle lens. The company that wants to film our meetings for us wants $11,000 for set up and $250/meeting. We'll continue to do it ourselves.

iii. Updates to fee schedules - is still being worked on. We have received some other like-sized communities' schedules and are getting closer to comparisons that we need.

8. Old Business

a. Home Occupation Review - A Motion to send this Ordinance to City Council was made by Alderperson Goranson and seconded by Alderperson Siewert. Motion carried.

9. New Business

a. Revise and review Hard Surface Permit, Demolition Permit, Pool Permit and Fence Permit: While trying to combine where possible, sometimes it is necessary to have "just" a pool or fence permit or "just" hard surface or demolition. Perhaps can have boxes to check for "New" or "Replacement" to know how much to charge for combined or singular permit.

b. Discussion of "rules" for attending meetings electronically yielded not in favor by all committee members.

c. Discussion of "rules" for "public" taping/filming of meetings found this to be unnecessary.

d. Discussion of "rules" for "public" addressing public body at meetings is already taken care of by the provisions of a previous resolution.

10. No Public Comment was offered.

11. Motion to Adjourn was made by Alderperson Goranson at 7:49 p.m. and seconded by Alderperson Siewert. Motion carried.
