City of West Peoria Finance Committee met April 4.
Here is the minutes provided by the Committee:
1. Chair Meismer called the meeting to order at 5:00 p.m.
2. Members present were Chair Meismer, Alderpersons Martindale and Siewert. Also present were Mayor Dillon, City Administrator Krider, Finance Assistant Finan, Alderperson Dohm, and Clerk Barnes.
3. There were no Additions to/or Deletions from the Agenda.
4. A Motion to approve the minutes of the regular meeting on March 7, 2018 was made by Alderperson Siewert and seconded by Alderperson Martindale. Motion carried.
5. A Motion to receive and file the Financial Reports for December 2017 was made by Chair Meismer and seconded by Alderperson Martindale. Motion carried.
6. There was no Public Comment offered.
7. Old Business
a. A Motion to approve and recommend to Council payment to TechWorks for a new firewall for the City's computer system in the amount of $2,840 (5 years) (Line Item # 01-11-537) was made by Chair Meismer and seconded by Alderperson Siewert. Motion carried.
b. A Motion to Approve Fiscal Year 2019 Budget was made by Alderperson Siewert and seconded by Alderperson Martindale. Motion carried.
8. New Business
a. A Motion to Approve and recommend to Council renewal of the Residential Redevelopment Program in the amount of $50,000 (Line item 01-11-503) was made by Chair Meismer and seconded by Alderperson Martindale. Motion carried.
b. A Motion to Approve and recommend to Council renewal of the Facade Program in the amount of $25,000 (Line item 01-11-503) was made by Chair Meismer and seconded by Alderperson Martindale. Motion carried.
c. A Motion to Approve and recommend to Council renewal of the Paint Program in the amount of $3,000 (Line item 01-11-502) was made by Chair Meismer and seconded by Alderperson Siewert. Motion carried.
d. A Motion to Approve and recommend to Council renewal of the TIF Grant Program in the amount of $50,000 Ordinance 2018-14 (Line item 15-00-507) was made by Alderperson Martindale and seconded by Alderperson Siewert. Motion carried.
e. A Motion to Approve and recommend to Council Grant Request in the amount of $2,000 for West Peoria Resident Association (Line item 01-11-911) was made by Chair Meismer and seconded by Alderperson Martindale. Motion carried.
f. Discussion of "rules" for attending meetings electronically: The group as a whole did not feel there was a need for this.
g. Discussion of "rules" for "public" taping/filming of meetings: Two of the three committee members thought there was no need for this.
h. Discussion of "rules" for "public" addressing public body at meetings: This was covered years ago by a resolution. This was approved by all.
9. Motion to move into Executive session - ILCS Section 2 (c) (1) - Personnel matters, was made by Alderperson Siewert at 5:43 p.m. and seconded Alderperson Martindale. Motion carried.
10. Roll call upon returning from the Executive Session at 6:00 p.m.: Chair Meismer, Alderpersons Martindale and Siewert were all present.
11. Action arising from the Executive Session: A motion to approve the movement of the Economic Development Officer from full to part time hours was made by Alderman Siewert and seconded by Alderperson Martindale. Motion carried.
12. Review of Bills was made by the Committee.
13. Motion to Adjourn was made by chair Meismer at 6:17 p.m. and seconded by Alderperson Martindale. Motion carried.
