City of West Peoria Land Use Committee met May 2.

Here is the minutes provided by the Committee:

1. Chair Dohm called the meeting to order at 6:30 p.m.

2. Members present were: Chair Dohm and Alderperson Goranson. Absent was Alderperson Siewert. Also present were Mayor Dillon, City Administrator Krider, Code Enforcement Officer Davis and Clerk Barnes.

3. There were no Additions to/or Deletions from Agenda.

4. A Motion to approve the Minutes of the April 4, 2018 meeting was made by Alderperson Goranson and seconded by Chair Dohm.

Motion carried.

5. A Motion to receive and file the Monthly Financial Report for March 2018 was made by Alderperson Goranson and seconded by Chair Dohm. It was noted that for the FY 2018 about 60% of funds have been used. One line-item is over, and if the entire budget is not more than 10% over, nothing has to be done to amend it.

Motion carried.

6. No Public Comment was offered.

7. Reports

a. Code Enforcement Officer Davis reported

i. Permit List was included in the packet. Question: Do roofs and siding need permits? No. On Permit list there are two porch permits - each with different prices. Which is correct? I'll look into it.

ii. Work Order List: There are no work orders yet this year.

iii. Vacant Properties: This doesn't seem to be a very large list: what are the sources used to compile this list? Mostly newspapers. When there is a foreclosure, we are supposed to be notified, but that only happens about 50% of the time. Do we want to make sure that none of these are getting our funding sources - not abusing the system - when others not vacant need the help first? Also, noted, # 16 should be coming off the list soon.

iv. Nuisance Properties

CE17-597 - is scheduled for the next court date. It's probably our toughest case.

CE16-157 - can come off the list - as of today it is finished.

CE17-553 - does not appreciate being told he has to fix up his property. Very uncooperative.

CE18-75 - this one might also be done as of today.

CE18-96- similar to 553. Send this to the City Attorney.

v. Case Detail List: No questions.

vi. Case Summary List: No questions.

vii. Updates to fee schedules - this is to study this month and will be revisited next month. Request not to make the prices too stiff. But the fees have to reflect the time of the staff, any equipment used or moved, etc. We are comparing our fee schedules to those of other municipalities of similar size.

b. City Administrator Krider reported that the Inventory List is being gathered by each department and will be completed in time for the Committee's inspection in June.

8. Old Business

a. Review of Vacant Properties - dealt with earlier.

b. Home Occupation - after reviewing it all, it seems to be more complicated and costly than it will be worth. It was decided to take it off the agenda for the future. Somewhere a copy of what has been done will kept for the future if anyone else wants to see it done.

c. Swimming Pool Permit form: Following a discussion of the merits of the change to the application form, making one permit for both fence and pool, A Motion was made by Alderperson Goranson and seconded by Chair Dohm to approve the swimming pool application form for use. Motion carried.

Administrator Krider will send a memo to all Alderpersons informing them of the change.

9. New Business

a. Set FY 2019 Goals

Goals for FY 2019 are as follows:

1) Continue to revisit Property Maintenance code and amend when/if necessary.

2) Periodically oversee rental property registration system.

3) Review City Code Book Ordinances pertaining to Land Use and pursue amendments where needed.

4) Weeds and grass issues

5) Residential TIF District

6) Review list of City-owned properties and look at possible sale of them.

7) Enterprise Zone (added at the 7/15/2015 Land Use meeting at the request of the Committee)

8) Connect Annexation "fingers" along Farmington Road before we lose them. Check with Attorney about the timing on this.

b. Economic and Community Coordinator, Georgean Peugh, is working toward finalizing the annexations begun in 2012 and 2014 along Raber Road.

10. No Public Comment was offered.

11. Motion to Adjourn was made by Alderperson Goranson at 7:10 p.m. and seconded by Chair Dohm. Motion carried.
