Here is the minutes provided by the Council:

01)The regular meeting of the City Council of the City of Henry was called to order at 6:30 p.m. by the Mayor, Doug Wilson, June 18, 2018 at the Municipal Building. Pledge of Allegiance to the Flag was directed by the Clerk.

02) Mayor Wilson welcomed everyone to the June 18, 2018 council meeting. Mayor thanked everybody attending the council meeting, nice turn out. Mayor attended the 51st Annual Marshall County Fly-in Sunday, June 17th and made the comment a lot of people attended and it was very nice. Mayor Wilson attended the Ryan Owen’s Dedication in Chillicothe Monday, June 18th. It was a very impressing ceremony.

03) Regular Minutes for May 18, 2018 were presented, dispensing with the reading, all members had previously received copies of the minutes. A motion was made by Alderman Schrowang and seconded by Alderman Keith to approve the Regular Minutes, as presented. Roll call.

04) Accounts Payable were presented, dispensing with the reading as all members had previously received copies. A motion to authorize payment of the accounts as presented was made by Alderman Keith and seconded by Alderman Friedrich. (For itemization see Accounts Payable for May, 2018). Roll call.

05) Treasurers report for the Month of May, 2018 was presented, dispensing with the reading as all members had previously received copies. A motion was made by Alderman Keith and seconded by Alderman Karls to accept the reports as presented. (a copy to be place on file.) Roll call.

06) Mayor Wilson acknowledged the visitors: Mayor Wilson recognized Henry Boy Scouts, Brody Rumbold. Brody stated he is doing an Eagle Scout Project on Painting the Henry American Legion Building. Brody is asking the Council for a donation to offset the cost of paint to the Legion. A motion was made by Alderman Karls and seconded by Alderman Keith to donate $200 towards Henry Boy Scout Eagle Project by Brody Rumbold. Roll.

The Pub, owners Stacy Page & Steve Crisp, located at 406 Edward Street are requesting the city to close the streets off for their 2nd cruise in. The event is Sunday, July 22nd. The time will be noon-5pm. Also, requesting barricades in from of The Pub for a band that will be setting up out front of the building and requesting barricades and cones to block off the roads in appropriated places. A motion was made by Alderman Carr and seconded by Alderman Schrowang

Bill Maupin stated that he would like to wait and speak under Zoning & Planning with Casey’s and Larry Johnson issue.

07) Finance and Insurance Chairman Karls presented the Appropriation Budget for 2018-2019. The proposed amount of the Appropriation for the fiscal year is $5,926,848. Alderman Karls stated this is not a budget, the amounts are always greater than we expect to receive by need to cover major expenditure items for the fiscal year. Alderman Karls made a motion and was seconded by Alderman Keith to approve Ordinance #1717, An Ordinance Making Appropriations For The Corporate Purpose Of The City Of Henry, Illinois, For The Fiscal Year Commencing The 1st Day Of May, A.D., 2018, And Ending On The 30th Day Of April, A.D. 2019. Roll call.

Alderman Karls made a motion and was seconded by Alderman Keith to approve Ordinance #1718, An Ordinance Of The City Of Henry, Marshall County, Illinois Ascertaining The Prevailing Rate Of Wage For Laborers, Workman And Mechanics Employed On Public Works For The City Of Henry. Roll call.

Alderman Karls presented the Union & Non-Union Wage Increase for the coming year. Discussion was to go into Closed Session but no action was taken. Alderman Karls made a motion and was seconded by Alderman Keith to approve the Union and Non-Union Wage Increase Effective July 1, 2018. Roll call.

08) Building & Grounds Chairman Friedrich stated masonry work on the back side of the front wall extending above the roof line on the city hall roof had to be repaired. Removal of loose mortar and tap con on wire and re skim coat at a cost of $2,600. Alderman Friedrich made a motion and was seconded by Alderman Carr to approve Triple J Masonry for repairing the back side of the front wall on city hall roof. Roll call

Alderman Friedrich presented to the council an updated invoice for Hosler Roofing. They had to repair some bad wood on the underlay. The exact cost is $2,320. Also Alderman Friedrich reported that city hall roof is finished. Alderman Friedrich made a motion and was seconded by Alderman Keith to approve an additional cost of $2,320 repair some bad wood on the roof. Roll call.

09) Police & ESDA Chairman Carr had nothing to report.

Update from Chief of Police: Chief Maurer stated the department would be going around the city limits and making sure everyone is cleaning up their properties for the 4th of July. Alderman Karls suggested having the actual date on the golf cart stickers for next May.

10) Streets & Lights Chairman Bergfeld made a motion and was seconded by Alderman Carr to approve Resolution #02-18, An Resolution For Temporary Closure Of A State-Maintained Roadway For A Public Event. Roll call.

Alderman Bergfled reported on a Street & Lights committee meeting that was held Monday, June 11th discussion several items on replacing the 2003 F350 Truck, replacing the truck bed and salt spreader for the 2002 Sterling Dump Truck, sidewalk share program, and sidewalk at Second Street and Edward Street. Alderman Bergfled stated replacing the 2003 F350 truck one-ton has spend over $11,000 in repairs. State bids have been received from Al Cioni Ford in Granville for two new replacements trucks. F-450 for $42,000 or an F-550 for $43,000, those do not include truck beds. Bill received bpx and plow attachment quote from Koeing Body & Equipment for around $11,000. The committee felt the F550 would be a better purchase and the trade value of F350 would offset the truck bed costs. Alderman Bergfeld made a motion and seconded by Alderman Keith to approve the State Bid from Al Cioni Ford F550 for $43,000 and Koeing Body & Equipment for the box and plow attachment at a cost approximately $11,000. Roll call.

Alderman Bergfled stated the 2002 Sterling Truck replacement truck bed and salt spreader for the Sterling Truck, the bed on the truck cannot be welder and repair much longer. A new replacement truck and spreader would cost $20,699. Stainless steel truck bed is an additional $6,000. Alderman Bergfled made a motion and was seconded by Alderman Carr to approve Koeing Body & Equipment for replacing the bed and salt spreader at a cost of $20,699. Roll call.

Alderman Bergfled stated that Alderman Keith reported at the committee meeting the current budget has $25,000 in each of the water, sewer, and streets & lights line item that would cover the costs but certainly nothing beyond that. That would certainly hold for a great while and get rid of current vehicle maintenance.

Alderman Bergfled reported on two sidewalk share projects for William Fountain on Adams Street for city share of $400 and Ron Friedrich on Edward Street for city share of $520. Alderman Bergfled made a motion and was seconded by Alderman Schrowang to approve William Fountain sidewalk share of $400. Roll call

Alderman Bergfled gave an update repairing uneven sidewalk ramps and grates at the corner of Second Street and Edward Street (Wilson’s Corner). Projects will include tearing out and replacing the uneven sidewalk ramps and grates, replacing with a curb and gutter to run the water from Second Street to Edward Street around the corner. The new metal grates will be able to remove for debris removal and cleaning. The cost of this project would be $1,500. Alderman Bergfeld made a motion and was seconded by Alderman Schrowang to approve repairing the sidewalk ramps and rates at the corner of Second Street and Edward Street at the cost of $1,500. Roll call.

Alderman Bergfeld made a motion and was seconded by Alderman Schrowang to approve replacing four (4) tires for the Sterling Truck from Roberts Bros. Tires & Auto at a cost of $1,700. Roll call.

Alderman Bergfeld made a motion and was seconded by Alderman Schrowang to approve alley closure at Kelts Corner between Third to Center of Block, to center and alley from School Street to center of Block. This is for a Car Show on the 4 th of July. Roll call.

Alderman Bergfled made a motion and was seconded by Alderman Keith to approve 2018 MFT Skip Paving to Pavement Maintenance bid amount of $32,400.

Supt. of Public Works, Bill Lester had nothing to report

11) Zoning & Planning Chairman Keith reported the petition #01-18— Recommendation for re-subdivision of Lot 1 in western Commercial Park located n B-1 zone previously approved by the Planning and Zoning Board of Appeals on April 5, 2018, not to be approved due to the owner of record did not file the petition. It is not legal. Keith stated that the Ordinance #1715 should not be approved. The Variance Petition that was filed by Larry Johnson on Re-Subdivide in B-1 Zone was not legal. The Variance needs to be filed by Casey’s General Store because they are owners of the property that is for ReSubdivide. Larry Johnson stated he was not aware that the Variance needed to be in Casey’s name. Alderman Carr questioned the objector, William Maupin, basically asking what this was all about. Carr stated this is new to him since I was recently appointed to the council. Maupin referred to his objection filed with the City of Henry containing 11 pages dated April 16, 2018 which was presented to the City Council at April 16th council meeting. Maupin basically stated information pertaining to subdivision rules, Article X1 Rules of Procedure and Conduct, Sec. 17-171 Petition “such contract purchaser may not file without the owner” – page 295. Alderman Keith made a motion and was seconded by Alderman Karls to approve Ordinance #1715 – a Final Plat of Survey for Casey’s Subdivision, Being Re-Subdivision of Lot 1 Western Commercial Park, A Subdivision of Part of Sub-Lot 3 of Outlot 5, to be Subdivided into Two Lots. Roll call.

12) Water and Sewer Chairman Schrowang; Giffin Engineering, Judd Giffin explained to the council about the Electrical Relocation for Well #3-4. All controls are in the new building, the electrical pole stills feed the lights and the transformer is up the hill. All of the work will be completed according to National Electric Code. Concrete removal of sidewalk next to maintenance shop included, new concrete replacement will be replaced by the City. Scope of work includes a 400 amp 480v 3 ph service with feeds to two wells, maintenance shop and water plant/pool. Well #4 motor will eventually have to be replaced. Alderman Schrowang made a motion and was seconded by Alderman Bergfled to approve ESCO Energy Specialists the proposed bid of $171,000 on the Electrical Relocation for Well #3-4. Roll call.

17) Old Business: Discussion on complaints against A&B Auto Parts. Mayor Wilson stated complaints on the A&B Auto Parts which are being handled especially the storing of cars outside and installing a fence. The Mayor stated that Mr. Hankins was going to work with the City to meant code and ordinances of everything he can be with harming the neighbors. Daryl Fountain: The problem being he is not zone for that use. The dismantling and crushing is correct per the Mayor. Alderman Bergfled: Mr. Mayor You are working with the council. Mayor re-stated what Daryl Fountain stated: No storage vehicles outside without a fence – No dismantling and crushing. Daryl Fountain: You councilman are missing the whole zoning issues.

18) New Business: City Attorney Ryan Anderson has decided to step down as primary City Attorney. It has been recommended that Miller Hall & Triggs, Attorney Katherine Swise to become our Primary Legal Advise City Attorney and Attorney Ryan Anderson as Secondary Legal Advice. Alderman Keith made a motion and was seconded by Alderman Schrowang to approve appointment of City Attorney Katherine Swise as Primary Legal Advice and Attorney Ryan Anderson as Secondary Legal Advice. Roll call.

Mayor Wilson announced if anyone is going to participate in the 4th of July Parade be at Henry Grade School by 1:30 pm. We will be using Golf Carts.

WRVY will be advertising promoting the City of Henry and announcing during the 4th of July Fireworks. For $250 the city will receive 50 :30 second commercials and sponsoring “Music to Watch The Fireworks By.” Alderman Karls made a motion and was seconded by Alderman Keith to approve $250 for WRVY advertising and promoting the City of Henry. Roll call.

Before the closing of council meeting Daryl Fountain thanked the Public Works Department for removing the tree limb that was hanging down in the road on Warren Street and Sunset Drive. Also, Bill Maupin apologize to the council for getting out of hand.
