City of Lacon City Council met June 11.

Here is the minutes provided by the Council:

Acting Mayor John Wabel opened the meeting with the pledge of allegiance. Answering roll call were Aldermen: Jason; Hattan; Modro; Wabel; Strawn & Hoskins. City Clerk Anderle and Treasurer Terri Davis were also present.

Approval of Minutes:

Alderman Strawn moved to approve the minutes for the May 14, 2018 Regular City Council minutes. Alderman Jason seconded. Roll call: 6 ayes.

Pay Monthly Bills:

Alderman Hattan moved to authorize payment of bills as presented. Alderman Modro seconded. Roll call: 6 ayes.

New Business:

Alderman Hattan made a motion to move forward with Option B for amending the Zoning Ordinance to allow Commercial Solar Farms in Light Industrial Districts with a Special Use Permit filed with the Zoning Board and then approved by the City Council. Alderman Strawn seconded. Roll call: 6 ayes. Attorney Beck will publish the notice for a Public Hearing to be held at 6:30 p.m. on July 9 to amend the Zoning Ordinance.

Alderman Hattan made a motion to approve Ordinance 2018-4 Prevailing Rate of Wage for Marshall County. Alderman Modro seconded. Roll call: 6 ayes.

Alderman Jason made a motion to approve the Revised Fiscal Year 18-19 Budget for an increase in Employees Health Insurance. The new premium is $144,456. Alderman Hattan seconded. Roll call: 6 ayes.

Alderman Strawn made a motion to approve Chamlin Engineering letting bids for 2018 Tar & Chip Street Program. Alderman Hattan seconded. Roll call: 6 ayes.

Alderman Reports:

Alderman Strawn reported he received bids for Asphalt work at various locations in the downtown business area. There were two bids received and each was over the engineers estimate. Strawn stated price was high due to price of oil and suggest waiting to do later this fall or next year.

Alderman Hoskins stated there are several vehicles in her ward with expired tags and asked if police were tagging vehicles.

Alderman Hattan reported repairs at the N. Prairie lift station are being completed, we have ordered a three stage pump that will be installed soon and will update the electrical panel. Hattan stated he has received estimates for engineering and design applying for EPA permits for N. High Street sewer improvement project. Discussion repairing holes from water project on north High Street when Alderman Strawn has spray patching contractor in town.

Alderman Jason stated he has received complaints of speeding cars on Second Street.

Wabel reported the antiques tractor show at Johnson’s Park was rained out Sunday, the tractor association repaired damage to grass areas. Wabel stated he met with Allen Hattan regarding the Old Settler’s celebration to be held on August 24 & 25 in the marina area. The theme is American Heroes. They are looking for volunteers to help clean the marina area prior to the event.

Alderman Strawn moved to adjourn at 7:52 p.m. Aldermen Modro seconded. Roll call: 6 ayes.
