City of Henry City Council met July 16.

Here is the minutes provided by the Council:

1) The regular meeting of the City Council of the City of Henry was called to order at 6:30 p.m. by the Mayor, Doug Wilson, July 16, 2018 at the Municipal Building. Pledge of Allegiance to the Flag was directed by the Clerk.

Also Present: Supt. of Public Works, Bill Lester, Chief of Police, Steve Maurer

Mayor Wilson welcomed everyone to the June 16, 2018 council meeting

2) Mayor thanked everybody attending the council meeting, nice turn out. Doug commented on the very, very hot weather and reminded everybody to be very careful and drink a lot of liquids.

03) Regular Minutes for June16, 2018 were presented, dispensing with the reading, all members had previously received copies of the minutes. A motion was made by Alderman Schrowang and seconded by Alderman Keith to approve the Regular Minutes, as presented. Roll call.

04) Accounts Payable were presented, dispensing with the reading as all members

had previously received copies. A motion to authorize payment of the accounts as presented was made by Alderman Karls and seconded by Alderman Schrowang. (For itemization see Accounts Payable for June, 2018). Roll call.

5) Treasurers report for the Month of June, 2018 was presented, dispensing with

the reading as all members had previously received copies. A motion was made by Alderman Keith and seconded by Alderman Karls to accept the reports as presented. (a copy to be place on file.) Roll call.

6) Mayor Wilson acknowledged the visitors: Char Nauman spoke on traffic control on Williams Street and North Street. Char stated she attended a council meeting Monday, February 19th and attended a meeting March 8th with Henry Senachwine High School personal to discussion the traffic flow on Williams Street, Harrington Road and North Street. Nothing really has been done and school with be starting soon. This is a city issue and Char stated she has been abreast on all the council minutes and not see any action that has been voted on traffic control. It was discussed and Alderman Bergfeld and Supt. of Public Works, Bill Lester will be getting together and was stated One Way will be eliminate, yellow paint on the curb on both sides of the street and signs will be installed before school starts in August.

The Henry Character Counts Beautification Project asking for donation was tabled.

Lucille Knuckey representing The Henry Chamber of Commerce will be hosting the Back to School Splash, Saturday, August 18, 2018. The event will be from 11:00am – 8:00pm, also the event will be a free event for school age children and families. Lucille ask the council for permission on allowing the Chamber to use the pool and life guards will be contact to be available for the event. Alderman Keith made a motion and was seconded by Alderman Bergfled to approve the Chamber to use the Henry Swimming Pool for the Back to School Splash on Saturday, August 18th and the city will pay the life guards. Roll call.

Henry Chamber of Commerce President, Penny Donovan stated the Annual HLC.Henry, Lacon, Chillicothe Canoe and Kayak run will be held on Sunday, August 19, 2018. The Chamber is requesting a donation to help sponsor the HLC event. Alderman Keith made a motion and was seconded by Alderman Bergfeld to approve $150.00 to the HLC Canoe and Kayak run. Roll call.

Bill Maupin: Back in February, 2018 there was a special meeting on the presentation on the new owners of the Fertilizer Plant and Bill asked if there was any update. Mayor replied: Everything is still under negotiation with no other comments made. Also Bill stated last council meeting (June 16th) he requested to speak and during the time Bill was speaking others started to make comments and the Mayor hit the gravel. Bill felt as though he had the floor to speak and everyone else including Larry Johnson was out of line. Bill’s stated the Variance Petition was presented wrong, Bill Maupin caught the error and brought it to the council’s attention that Johnson was in the wrong not the city’s fault and asked the City Attorney for a statement showing the legal cost on the Casey/Johnson Petition.

Pat Selquist: Invited the City to come to the Perdew House on Sunday, August 19, 2018 at 2:30 pm. The New DAR will be presenting to the Perdew Association a Charity Service of the Year Award.

Bob Eckert: The Marshall-Putnam-Stark Show Choir has been active for 37 years and have had over 800 students that have participated over the 37 years. The ages range from 13-22 young men and women. They sing and dance at various events in Illinois which include Marshall-Putnam Fair, Bureau County Fair, Area Nursing Homes, Henry Ice Cream Social, Illinois State Fair, and Kewanee Hog Fest. Due to the cost of insurance, music and etc. everything has gone up. The M-P-S Show Choir are requesting a donation to offset their expenses. Alderman Karls made a motion and was seconded by Alderman Bergfled to approve $200. Roll call.

7) Finance and Insurance Chairman Karls had nothing to report

8) Building & Grounds Chairman Friedrich was absent. After the regular council meeting it was stated to go into closed session on discussion on Commercial Real Estate Sales Contract.

9) Police & ESDA Chairman Carr had nothing to report.

Update from Chief of Police: Chief Maurer stated it has been a very quite week-end.

10) Streets & Lights Chairman Bergfeld stated the Annual Summer Festival Event would like to reconfirm the use of Central Park on Saturday, August 11, 2018 and also the day before, Friday, August 10, 2018 for preparing on setting up. Also, requesting to block off the parking only on West Park Row side of the park, so the fire engines and ambulance do not get blocked in. A made a motion and was seconded by Alderman Bergfled and seconded by Alderman Carr to block off the parking only on West Park Row and early preparation on Friday night for the Annual Summer Festival Event Saturday, August 11, 2018. Roll call.

11) Zoning and Planning: It was stated Marshall County Zoning Board of appeals Hearing on Community Solar Energy Project, Thursday, July 19, 2018 at 7:00 p.m. at the Marshall County Courthouse.

Alderman Keith made motion and was seconded by Alderman Karls to approve Ordinance #1720 – AN ORDINANCE OF THE CITY OF HENRY, MARHSALL COUNTY, ILLINOIS, PROVIDING FOR THE REGULATION OF AND APPLICATION FOR SMALL WIRELESS FACILITIES. Roll call.

Alderman Keith made motion and was seconded by Alderman Karls to approve the CITY OF HENRY MODEL SMALL WIRELESS FACILITIES PERMIT APPLICATION. Roll call.

Alderman Keith made a motion and was seconded by Alderman Karls to approve MUNICIPAL POLE ATTACHMENT AGREEMENT. Roll call.

Alderman Keith made a motion and was seconded by Alderman Schrowang to approve the resignation of Pro-tem Jean Goldner as Secretary for the Planning and Zoning of Appeals. Roll call.

12) Water and Sewer Chairman Schrowang had nothing to report.

13) Economic Development: Alderman Keith made a motion and was seconded by Alderman Carr to approve up to $2000 legal fees on preparing for the EAV Housing ImprovementOrdinance. Rollcall

14) TIF Committee: Alderman Keith stated a TIF Committee Meeting is scheduled for Wednesday, July 25, 2018 at 6:00 p.m.

15) Bargaining Committee: Alderman Karls made a motion and was seconded by Alderman Keith to approve Amending the Public Works Union Contract on Article 20 – Wages. There was an error on the Union Contract that was approved Monday, June 18, 2018 council meeting. Roll call.

16) Old Business: Alderman Schrowang stated to publish advertising for 1 Ton Vehicle. It was requested to run the ad for two (2) weeks and starting bid would be $4700.

17) Alderman Keith made a motion and was seconded by Alderman Schrowang to approve Henry Chamber of Commerce Annual Dues of $40. The dues is for the Chamber of Commerce year of July 1, 2018 thru June 30, 2019. Roll call.

Mayor Wilson acknowledged the resignation letter from City Clerk, Jean Goldner. Jean is retiring as of August 31, 2018 and her last day will be August 3, 2018. She has been City Clerk for 17 years and never has missed a council meeting, special meetings, or closed session meetings. Mayor Wilson presented a plaque, documents from State Representative Ryan Spain, Senator Chuck Weaver, Congressman Darin LaHood and State of Illinois House of Representatives. Alderman Bergfled made a motion and was seconded by Alderman Karls to approve the resignation of City Clerk, Jean Goldner effective August 31, 2018. Roll call.

The Clerk, Jean Goldner stated the State Board of Election. Under the Municipal Code and the Board of Elections, section 3.1-10-50(f), “If a vacancy occurs in the office of city clerk or city treasurer, it shall be filled by the mayor with the advice and consent of the council. the clerk that will be appointed will hold the office for the unexpired term, which will be December Caucus, 2020 and election in May, 2021.”

18) At 7:37 pm Alderman Keith made a motion and was seconded by Alderman Carr to go into closed session on Acquisition and Purchase sale of Real Estate or Lease (5 ILCS 5120/2(c)(5) Sec. 120/2(c)(6) for purpose of discussing “the setting a price for the sale or Lease of Property owned by the lease property owned by the public body. Roll call.

19) At 7:51 pm a motion was made by Alderman Keith and seconded by Alderman Carr to return to open session. Roll call.

Alderman Keith made a motion and was seconded by Alderman Carr to approve Ordinance #1719 – AN ORDINANCE APPROVING A COMMERCIAL REAL ESTATE SALES CONTRACT FOR PROPERTY COMMONLY KNOWN AS THE “COMBINE SHED” LOCATED SOUTH OF THIRD STREET, EAST OF COMMERCIAL STREET AND WEST OF THE RAILROAD TRACKS. Roll call.

It was stated that Ordinance #1719 will be published in the Henry News Republican for two (2) weeks and after all other legal papers confirmed by Read Bros. and the City of Henry the actual Commercial Real Estate Sales Contract will take thirty (30) days before it can take effect.

20) At 8:00 p.m. a motion was made by Alderman Keith and seconded by Alderman Karls to adjourn the meeting. Roll call.
