City of Henry City Council met Aug. 20.

Here is the minutes provided by the council:

01) The regular meeting of the City Council of the City of Henry was called to order at 6:30 p.m. by the Mayor, Doug Wilson, August 20, 2018 at the Municipal Building. Pledge of Allegiance to the Flag was directed by the Clerk.

Present: Alderman Carr, Schrowang, Bergfeld, Karls, Friedrich, Keith Administrative: Absent Treasurer Young

Also Present: Supt. of Public Works, Bill Lester, Chief of Police, Steve Maurer

02) Mayor Wilson welcomed everyone to the August 20, 2018 council meeting Mayor thanked everybody attending the council meeting, nice turn out. The Mayor has been out racing the last couple of weeks and received 3rd place. At the Vintage Exhibition Show, they were short a car, so they asked if they could use Doug’s. He was very honored.

On Saturday, down at the riverfront, the Henry Chamber of Commerce held the annual Henry-Lacon-Chillicothe Canoe Jaunt. 80+ people were in attendance with their canoes and kayaks. The weather was great and the water was nice and smooth.

On Sunday, the Perdew Museum held a small ceremony for them to receive a Certification for doing a great job.

There was a Poker Run for boats going on through Henry. Many boats came through.

The Dutchess 3-story river boat came through over the weekend. They had to lower their smoke stacks to make it under the bridge. Would like to know when they come through the next time.

Ron Friedrich added the successful Summer Fest at Central Park.

Tony’s Barber Shop was sold.

03) Regular Minutes for July 16, 2018, Special Minutes for July 26, 2018, Special Minutes from July 30, 2018 and Closed Meeting Minutes from July 16, 2018 were presented, dispensing with the reading, all members had previously received copies of the minutes. A motion was made by Alderman Schrowang and seconded by Alderman Keith to approve the mentioned Meeting Minutes, as presented. Roll call.

04) Accounts Payable were presented, dispensing with the reading as all members previously received copies. A motion to authorize payment of the accounts as presented was made by Alderman Keith and seconded by Alderman Karls. (For itemization see Accounts Payable for July, 2018). Roll call.

05) Treasurers report for the Month of June, 2018 was presented, dispensing with

the reading as all members had previously received copies. A motion was made by Alderman Karls and seconded by Alderman Friedrich to accept the reports as presented. (a copy to be place on file.) Roll call.

06) Mayor Wilson acknowledged the visitors:

David Stauffacher, Henry Character Counts, asking for a donation for the Beautification Project. Motion to make a donation for $300 was made by Alderman Friedrich and seconded by Alderman Karls. Roll call.

Penny Donovan of Partners of Artistry 2019 Art Walk, gave an update on the Art Walk that will happen next year. Hi-end artists will be coming to the event. For advertising purposes they will be moving the bicycles around town to be noticed by out of towners. Many people throughout the community have donated bicycles. She stated that all the money made for the Art Walk will go back into the City. A request to reserve Waterworks Park was made. A motion was made to reserve Waterworks Park for September 1st, 2019 by Alderman Keith and seconded by Alderman Friedrich.

Penny also said there will be a Corn Boil held September 2nd during the Car Show at Central Park. A Fall Fest is planned for the 28th of October. She is looking into Teepees to bring Indian History to the town and involve the school.

Danny Ramsey, a concerned resident, requested that the alley of 309 Third St. be fixed due to pot holes. Supt of Public Works, Bill Lester, reported back that he will take a look at it. Danny was satisfied with that answer.

Shelia Schrowang was the next visitor and she was there to have the Mayor Sign a Proclamation for Constitution Week and Chief Senachwine Recognition Day. Shelia came to the meeting a few minutes early to have a picture with the Mayor so an article can be put in the local paper. September 17-23, 2018 will be Constitution Week and September 7, 2018 will be Chief Senachwine Day.

Bill Maupin attended with various questions for the Council.

1) EliminationofLocalGovernmentsunderCountyCode.Hecametocouncil3-1/2

years ago to present a program about the township combining with Whitefield. Felt no one took it serious. A bill was passed January 2018 for Senachwine Township and Henry Township to transfer 1.2 miles of road, putting Henry Township 15.41 miles just over the guidelines. Did anyone look into this as a possibility to store equipment? Why would Henry purchase the Read land for $330,000.00 instead of using the Henry Township Building? He feels the City missed an opportunity. Alderman Carr asked if this was a personal vendetta against Harold Sprague. Bill’s reply was no.

2) Broken Concrete: a) Was the bid form ever approved by Council?

b) The verbiage is ok, but this should have been established a year ago.

3) What is City procedure for Home Improvements? The Pub downtown does not benefit the citizens of Henry. Alderman Keith responded that the money used for the Pub was TIF money that businesses can apply for. Mayor Wilson responded that roofs and gutters are covered under the TIF. Bill wanted to know where the City’s money comes from. Mayor Wilson responded that it comes from Real Estate taxes.

The Mayor responded to Bill’s questions and concerns about the Henry Township. Crossing Route 29 is a Safety Factor and this was why it was not considered. The city looked at the FS buildings, the Hunt Buildings, they looked at the cost of building new. The Read Buildings are the best fit. Now the salt can be removed from the waterfront as well as all the equipment and trucks. The Building at the riverfront will be fixed to hold special events or weddings, bringing money back to the City.

Alderman Keith addressed Bill’s concerns about the Real Estate tax money. Bill wanted to know if it could be transferred to Water and Sewer. Alderman Keith said this was against the law.

07) Finance and Insurance: A motion was made by Chairman Karls to approve the On- Site 4 hour MSI Training at a cost of $600 for Sherry and Tanya. The motion was seconded by Alderman Keith. Roll call.

Approve the authorized signature for Tanya Shofner as Deputy Clerk. Chairman Karls made a motion to approve and Alderman Bergfeld. Roll call.

08) Building & Grounds: Supt of Public Works, Bill Lester reported that he met with Jerry Fauch from Esco, Energy Specialist Co, and they will be starting the wire for conduit next week. Bill also reported that the pool is being drained until 2019 Pool.

09) Police & ESDA: Chairman Carr made a motion to approve the purchase of a 2018 4DR AWD Police Interceptor. The cost of the vehicle is $28,285.00. This cost does not include a trade in of the 2011 vehicle. This was seconded by Alderman Karls. Roll call.

Alderman Carr made a motion to approve the outfitting of the new Squad Car for $9166.28 once the vehicle is acquired. Alderman Keith seconded the motion. Roll call.

Alderman Carr updated that the purchase of this vehicle will fall in line with keeping cars on a 3 year rotation.

Update from Chief of Police: Chief Maurer stated it has been a good summer and pretty quiet. School has started and the flow of traffic has been good. Superintendent at the high school told Maurer that this year there is a good group of kids. Alderman Bergfeld reported on the school statement that several new signs were put up to help with traffic. He also mentioned push bars on some of the vehicles. Chief said they will look into that information again.

Supt of Public Works, Bill Lester shared that Shawn Yarger’s camera on his squad car covered the tragic accident that happened last week. Shawn did a great job despite the end results.

10) Streets & Lights Chairman Bergfeld thanked the City Workers for their quick work on the ongoing projects.

Supt of Public Works, Bill Lester stated that the Wilson’s drainage problem is done. They will be starting on Anderson property for sidewalks, they will be continuing work on the Read sidewalks and will be looking into the alley situations.

11) Zoning and Planning: Chairman Keith made a motion to approve the appointment of Penny Donovan as a Board Member to the Planning & Zoning Board of Appeals. This was seconded by Alderman Friedrich. Roll call.

Chairman Keith made a motion to approve up to $2000 for legal fees for a Comprehensive Public Right of Way Ordinance. This was seconded by Alderman Karls. Roll call.

Chairman Keith made a motion to go into closed session to discuss the approval of legal fees and to discuss resolution to the A&B Auto issues. Since this matter was tabled, no roll call is required.

12) Water and Sewer Chairman Schrowang made a motion to approve the resignation of Tara Lewis as Deputy Clerk. This was seconded by Alderman Keith. Roll call.

Supt. of public Works, Bill Lester reported a few water leaks around town but they have been fixed.

13) Economic Development: Chairman Keith tabled the Economic Development items until next Council Meeting.

14) TIF Committee: Chairman Keith recognized that following projects as being

approved projects.

Chairman Keith made a motion to approve $11,000.00 for 600 block of Second St for sidewalk project/Anderson Law. This was seconded by Alderman Carr. Roll call.

Chairman Keith made a motion to approve $11,000.00 for the Farm Bureau Drainage Project. This was seconded by Alderman Schrowang. Roll call.

A motion was made by Alderman Karls to approve a bonfire at the Marina for this event. Alderman Keith seconded this. Roll call.

approve City Attorney legal fees to prepare the resolution of A&B Auto issues. Roll
