Village of Somonauk Board of Trustees met April 10.

Village President Grandgeorge called the meeting to order at 6:30 p.m. Attending: Trustees: Conley, Eade, McMillen and Whiteaker.
Minutes:
MOTION:
Trustee Conley moved to approve the minutes for the March 13, 2019.Whiteaker seconded the motion and the following voted: Whiteaker-yes, Eade-yes, Conley-yes, McMillen- absent (entered late 6:36) Grandgeorge –yes.

BILLS:
Bills were presented in the amount of $52,625.34. Morphey stated extra bills: C Johnson Trenching- $11,700.00, Federal Signs- $7328.00, Northern Contracting-$3683.84, DeKalb County EDC - $250.00, PM Otto- $5455.00.
Motion:
Trustee Eade moved to approve the bills to April 10, 2019 in the amount of $52,625.34. Trustee Whiteaker seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Communications:
Morphey stated that this is Motorcycle Awareness month and the Village is asked to pass a resolution for this.
Motion:
Whiteaker moved to adopt resolution 19-03 a Proclamation by the Village President proclaiming April Motor Cycle Awareness Month. Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Report of Officers:
Police:
Chief King presented his report for review. He reported the PD had been working on vehicle stickers. He had noticed a parking problem on the corner of Market St and Green St. and suggested we might want to designate the south side as no parking like the North side. Wasson and King will look into to this. Eade asked the Chief if there had been anything on the neighborhood watch that had wanted to get started. Chief reported he had sent an officer to one meeting but had heard nothing more.
Water & Sewer
Eiper reported there was a water leak on S. Depot St. He had flushed the hydrants and hd to replace a mudwell pump at the water plant and had to replace a chlorine pump at the water plant. He stated that both pumps are ten years old.
Streets & Alleys:
Wasson reported he had been filling pot holes all over and working on the 2019 street program. Working on sidewalk program.
Committee Reports:
Water & Sewer: Eade presented a request from Public Works to purchase of a leak detector. This helps find leaks in water mains and water services. This is a handy tool also machine bearings.
Motion:
Eade moved to purchase a Leak Detector from Edenbros, LLC in the amount of $2314.00. Conley seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Finance:
Morphey presented a list of liquor, gaming and tobacco licenses.
Motion:
Conley moved to accept the list of liquor, gaming, and tobacco licenses for the 2019- 2020 fiscal year. Whiteaker seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Morphey reported she had received 2 quotes for the demolition of the building of 127 W. Market St. one from Osland Excavating for $12,000.00 to 15,000.00 and one from C. Johnson Trenching for $66,648.00. Morphey explained Osland had put a spread in the amount if the top floor would need to be taken partially by hand. C. Johnson Trenching had also expressed the need to take down the top half of the building down by hand. Both companies are insured and understand the regulations of prevailing wage. Grandgeorge brought up the interest the owner of Rambo’s had in the building. It was decided that if they were interested the demolition cost would be added to the price of the property.

Conley moved to award Osland Excavating INC. the demolition of 126 W. Market St for the sum not to exceed $15,000.00. Whiteaker seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Morphey mentioned she would be meeting with department head to go over the budget soon.
Laws& Ordinance:
Morphey reported that Bill King had brought up the idea of adopting a debt recovery program. This would allow the Village to collect funds due to the Village from the resident’s income tax return. This is a common ordinance. We are waiting to receive an ordinance from the Village Attorney. Hopefully we will have it for the next meeting.
Employee Relations:
Conley presented a quote from CDS office Technologies for a new desk top computer for the police station. It was explained the Chief had applied for a grant from DeKalb County Community Foundation for laptop for the squad care and is waiting to hear if they will receive it. There is also a need to updated the computers at the PD station and this one would be on this year’s budget with another one being taken out of next year’s budget. Motion:
Conley moved to purchase a HP22 Workstation and accessories from CDS Office Technologies in the amount of $2014.00 being taken from fund 01-21-830. Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Union:
Conley reported the there was nothing to report on the union negotiations yet. Our attorney had received an email stating that we would probably be going to mediation.
Street & Alley’s
Magnuson Lane: Wasson reported he had not been able to get any quotes for the grading at this time. Grandgeorge explained there was a drainage issue in the parkway. Agreement with DeKalb County for Gov. Beverage: Wasson presented an agreement with DeKalb County for Gov. Beverage Rd. to tar and chip. Combining with the county and other municipalities saves all the municipalities and county money when there is the ability to contract a larger job to in receiving quotes from the companies.
Motion:
McMillen moved to enter into an Intergovernmental Agreement for the Provisions of Engineering Services for the Village of Somonauk with DeKalb County for the sum of $27,720.00 (General Maintenance $26,400.00, Maintenance Engineering (5%) $1,320.00) for work on Gov. Beverage, with the approval for MFT Funds. Conley seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Engineering MFT- It was in hopes that we would have had a financial number of the cost for the engineering for 2019 Street Program. Hopefully we will have them at the next meeting.
Building and Grounds:
Retaining walls for the parks: Rogers and Wasson were inspecting the parks in peroration for Summer and discovered 9 border panels in need of repair. Due to the cold winter they had expanded and broke. He presented a quote for replacement. Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Whiteaker moved to purchase 9 Kid Timber- Border Panels from Little Tikes in the amount of $621.36. Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Junk in the Trunk Sale: The first sale will be on April 27th, from 8:00 am to 3 pm.
