County of Woodford Road and Bridge Committee met October 7

Meeting 11

County of Woodford Road and Bridge Committee met Oct. 7.

Here is the minutes provided by the committee:

1. Call meeting to order

2. Roll Call. - Richard Hill, Josh Davis, Don Tolan all present. Barry Logan excused. Dan Steffen unexcused.

3. Review meeting minutes of regular meeting on September 9, 2019.

Motion to approve September 9, 2019 minutes made by Tolan, seconded by Davis. Motion passed.

4. Review and consider minutes of past Executive Sessions.

None

5. Public comment.

None

6. Consider claims for the October 15, 2019, Board meeting.

Motion to approve October 2019 claims made by Tolan, seconded by Davis. Discussion on the Central Illinois Truck Inc. claim. Motion passed.

7. Old Business:

(a) Consider Intergovernmental Agreement with Village of Roanoke for Jurisdictional Transfer of

North Main Street from Front Street to IL 116.

This is still being reviewed by IDOT,

8. New Business:

(a) Discuss and act on petition for County Aid for a culvert in Greene Township, Section 20

05149-00-BR.

Motion to approve petition for county aid for a culvert on Green Township, section 20-05149-00 BR made by Davis, seconded by Tolan. An existing triple CMP culvert north of Martin's is starting to deteriorate. The project will be split 50/50 with the township. Design work is anticpated next year. The project may be a bridge project depending on the final design, Motion passed.

(b) Discuss and act on Metamora Township steel H-pile repair bids, Section 19-08134-01-BR.

Motion by Tolan, seconded by Davis for Metamora Township H-pile repair. Bids were taken, low bid was Halverson at $21,018.00. This is a 50/50 project with the township. Discussion on the differences in bid. There are structural plans that specify the material used. Motion passed.

(c) Consider appropriating Motor Fuel Tax funds for FY2019/20 Estimate of Maintenance.

Motion to appropriate $1,220,000 from the motor fuel tax for maintaining streets and highways within the county made by Davis, seconded by Tolan. Discussion an additional funds being received. We are getting receiving additional funds, the first was received in September and was approximately 80% more. Motion passed.

(e) Noxious Weeds.

A second letter was sent to Mr. Damerall, and the field has now been mowed. A request was made to see if the county could add weeds to the state list of noxious weeds. Ms. Breyman spoke with the state and we can create an ordinance for any weeds we want to make noxious, but we can only use the state authority on the noxious weeds the state lists. Discussion on making an ordinance to list more weeds. The consensus is that by creating an ordinance we would need too many factors to determine on how to control. As long as we are in compliance with the state noxious weed law, we are okay.

*After all the rain and flooding, the roads and bridges have been checked. Banta Road shoulder and embankment needs repairs.

*Next month's meeting will be held on Tuesday, November 12th, because of the holiday on Monday,

*Govdeals.com sells used equipment. We have a pile of snow fence that Mr. Moore would like to list on the site. Govdeals site personnel will come out and take the pictures, and list it for auction at no cost to the county. The committee was agreeable to listing the fence.
