Motions: Trustees are presented with the individual that made the motion, followed by the person seconding the motion. Votes: Unless noted otherwise, votes are obtained by voice vote (roll call vote involves each voter stating their name and vote) and all votes are aye. VI) Mayor’s Announcements/Correspondence

1. Letter from Deputy Chief Craig Coughlin expressing his thanks to the Mayor, Village staff and the

people of Swansea, and to his brothers and sisters in blue, for the warm relationships he formed throughout his 27 years of service. His official retirement day is December 31st. Mayor expresses his sincere thanks for the great job Craig did for the Village and asks that we share those sentiments with him.

VII) Village Attorney / Village Administrator-Announcements/Comments Department Head Reports (Written or Verbal)

1. Fire Dept. Chief’s Report. Responded to 47 calls this month for total 501 this year, and to date 532. New breathing air compressor installed and running great. Listed older breathing air compressor on the St Clair County Fire Chiefs’ website making it available to other Chiefs. If no response, we’ll look to other options. New fire truck’s install is complete with exception of two minor additions. That will not prevent the new truck from service. Hope to have installations complete by end of this week. Will also list the old 1990 Pierce on the Chiefs’ website. Met with Command Tower representative. The light tower we won should be delivered by the second week of December. Some free upgrades were included. November 25th, the Police and Fire Departments, Abbott EMS and Classic Towing will be conducting scenario-based auto extraction drill. Drill should take about 2 1⁄2 hours. Chief Johnson or I will do general information code red. Regarding leaf burning - only one incident reported. We spoke with the gentleman – he was not aware of the allowed days and times. I checked the history. He did extinguish the fire and was given a copy of the ordinance. I haven’t seen any other type of open burning.

2. Police Chief’s Report. Officer Venorsky is recovering from her surgery and its complications. She’s recouping very well. She will be off work for several weeks, then on light duty. She is in good spirits and ornery as ever. As an SRO, Officer Venorsky patrols High Mount and Wolf Branch schools on foot. I checked with both schools. They are very happy to have police patrol during her recovery. Citizens’ Academy – Tuesday, Nov 19th. Will take place at SWIC, rather than at Police Department, because they demonstrate SWAT, traffic stops, shoot, don’t shoot simulator, and work at crime scene. The following week, Tuesday, Nov 26th, we have a guest speaker, Officer John Broth from Belleville, will demonstrate tazing. I encourage any of the trustees who can attend, to do so.

Detective investigations – both detectives are working an aggravated criminal sexual assault involving an eight-year-old. Suspect is a sex offender. Information Sgt. Blomberg and I received just prior to getting here is that case is progressing very well and we should be able to get suspect charged. Is an increase in sexual offenders coming to register, especially homeless offenders. Speaking with other Police Chiefs, they are experiencing the same and more increases. In the past we had only one or two, now it’s six or seven. They are difficult to track and a lot of them lie about where they are staying. We are being vigilant in keeping track. Deputy Coughlin – thank you to all that attended Craig’s luncheon. It really meant a lot to him to see all of you there. His official retirement date is Dec 31st. On the following Board meeting, Jan 6th, I will officially appoint Sgt Blomburg to Deputy Chief and Officer John Surrey to Sgt. Depending on timing, we may have a new officer by then as well. This will all take place at the Jan 6, 2020 Board meeting.

3. Building and Zoning Report – Fullerton Road project is progressing nicely. We’re working the specs now and hope to have it completed by mid-December. Mayor asked, “What did Mike Anderson do for the project.” My response: some traffic control signals, some signs, some hardware that were supposed to be powder-coated black that was missed. It was supposed to cost somewhere around $5,000 to have it done. Mike Anderson stepped up and said he would charge $1,100 for materials. Mayor wanted this made known to the Board and a thank you letter written for Mayor’s signature. It is a very nice gesture. Mel Price project moving along well. We’re fighting the weather. Working on multiple development projects. Aldi’s holding off until after Christmas – couldn’t finish before Christmas. Expect them to start early 2020. We have 52- bed memory care facility, State approved, next to Cambridge House. Expect that to start early 2020. 312-unit apartment complex in design. They want to move ground in January. Concurrently working on developing a retail site. Lots of big construction projects in 2020. We should have draft plan for Streetscape out within the next two weeks. Working with Ben and the Mayor, scheduling meetings, before we can bring plan to Board for approval. Dan Johnson doing great job with code enforcement. Keeping track of repeat offenders and tickets pending. Mayor expressed his appreciation to Dan for his diligence in cleaning up the violations and making Swansea great place to live. Still have issues with the house next to Moto and house on Fullerton Road. Fullerton Road owners cleaned up part of property that was originally in violation, but ticket was not dismissed because owners didn’t come to court. Working with Dave Cates office to shorten typical six months to court date. Working within our ordinance, to abate these violations, property owners, when we issue tickets, are given list of violations, photos, and a date by when the property must be cleaned up. If violation not complied with by due date, the Village will do clean up and lien will be placed on the property.

4. Public Works Report – Total flow for month was 59.1 million gallons. Daily average was 1.7 million gallons. Compressed 16 tons sludge over 11 days. The UV system has been taken out of service and winterized for the season. One of our larger pumps is out of service. It’s in the shop for inspection and diagnosis. Don’t have anything more on that, but it’s typically not cheap. In budget to rehab another one of the filters. Needs to be taken care of soon. Will have more information by next meeting. Bob Wallace is the Class 3 operator. He’s scheduled to take his Class 2 exam on Dec 2nd. Sewer plant is operating well within parameters of permit. Parks Department other than what Dallas reported. Not much going on. Weather prevented out last scheduled mowing. Will do some leaf clean up. Bathrooms winterized and portable restrooms in place in each park. Street Department – all trucks are ready for winter weather. Salt storage is full. We made it through first winter event with no breakdowns and no complaints from residents. Will send out street sweepers as long as possible. Today we started refilling patches that were repaired two or three years ago. Working on cracks in the roads as much as possible, weather permitting.

5. Administrator Report – Veterans Day Eagle Scout project at Mel Price Park. Burned 181 damaged flags. Conversation with Personnel Director concerning annual reviews. Kristina did a really good job of putting those together. After edits are complete, annual reviews should be finalized soon. Thanks for all their help. Switching over from annual to fiscal calendar year for MFT. Pavement management. Should have contract to Board by next meeting. Can be a three or five-year contract. The initial outlay is substantial. TWM is willing to span contract over three or five years. Aside from a lower payment, five years is probably where we will see the most value. Will have that to Board for next meeting. IPBC Gallagher Health Insurance. We’ve been told to prepare for increase in costs. Please have a look at what you would like to accomplish over the next couple years. Especially the Police Department, Clinton Hills, and any other projects you may be interested in. Call or email me with your questions, programs, tax levy. Specialized Living Center. I’ve been getting a lot of calls that they were shut down by the State. That is not the reason. It is an aging facility. They didn’t have enough revenue or patients to operate. Large facility, 65 beds, on 13.5 acres. Immediate course of action should be to contact owners to determine their intentions with the property. Too many opportunities to vandalize and maintain buildings and grounds.

VIII) Park Board Chairman Report (Written or Verbal) – Unfortunately, we had to cancel our Spooktacular event due to weather. Thanks to Mr. Tucker, we had lots of power. We were going to light up the park like it had not been lit before. We won’t have any power problems next year. Santa House will open on Dec 1st through Dec 22 with exception of Dec 6th. Park Board is going to participate in Lighted Santa parade, publicizing the Santa House. We still need volunteers. Please see Marilyn for available dates.
