Village of Somonauk Board of Trustees met Nov. 14.

Here is the minutes provided by the board:

Village President Grandgeorge called the meeting to order at 6:30 p.m. Attending: Trustees: Conley, McMillen, Whiteaker, Severson and Nemcek-Button Absent: Eade

Minutes:

MOTION:

Trustee Conley moved to approve the minutes for the October 09, 2019. Nemck-Button seconded the motion and the following voted: Conley-yes, McMillen –yes, Whiteaker –yes, Nemcek-Button-yes, Severson-yes and Eade- absent.

Motion Passed

BILLS:

Bills were presented in the amount of $291,740.36. Morphey reported included in the bill list is: C. Johnson Trenching-$2315.00 for Magnuson Ln. drainage, Heartland Bank and Trust $197,800.00 Go bonds, Heinz & Associates $4014.89, HR GREEN $5248.72- SRTS grant, and IEPA- $44,487.07- water tower payment.

Motion:

Trustee Conley moved to approve the bills to November 14, 2019 in the amount of $291,740.36. Trustee Severson seconded the motion and the following voted: Conley-yes, McMillen –yes, Whiteaker –yes, Nemcek-Button-yes, Severson-yes and Eade- absent.

Motion Passed

Communications:

Grandgeorge asked if the board had any communications. Having none he moved to Reports of Officers:

Report of Officers:

Police:

Chief King reported he had been dealing with several accidents due to the bad weather. King also reported there had been testing with the new radio system there had been a few minor issues mostly from up north. The PD has been working with Dennis Keefe to update the PD computer system but things seem to be at the school and different locations in the Village. It was working much better than before.

And working with the business in Imperial Marble to make sure they are in compliance.

Water & Sewer

Eipers reported he had read the meters, exercised the hydrants, winterize park bathrooms, serviced all trucks and equipment for winter and inspect sewer plant clarifiers.

Streets & Alleys:

Wasson was absent but his report was presented. He had transported trucks for inspection, install V-box and plow on 5500 dump truck, continue working with H.R. Green on SRTS project Plowed streets, cleaned garage in preparation of getting the Christmas wreaths ready to hang.

Committee Reports:

Water & Sewer: Eade reported he had nothing to report from Water & Sewer.

Finance:

Morphey presented the 2019-2020 Tax Levy which is due the last Tuesday of the December. Morphey explained that the Village is capped so the maximum amount the Village can levy is 4.99. This is approximately $8,000.00 for the year. It must be files in both counties.

Motion:

Conley moved to accept the 2019-2020 Tax Levy presented. Whiteaker seconded the motion and the following Trustees voted: Conley-yes, McMillen- yes, Nemck-Button-yes, Brian Severson-yes, Whiteaker-yes and Eade absent.

Laws & Ordinance:

Morphey reported the PZC a meeting on Cannabis would be held on November 19, 2019 at 4:40 pm at Village Hall.

Employee Relations:

2020 Ford Explorer –Police Dept.: Conley presented specification and cost of a new 2020 Ford Explorer Police Interceptor AWD at a total cost of $48,811.00 with the extended 6-year warranty. This will be a 12 week wait time. The equipment cannot be transferred from the squad to the explorer. Emergency Concepts will install all equipment.

Motion:

Conley moved to purchase a 2020 Ford Explorer Police Interceptor AWD at a total cost of $48,811.00 with the extended 6-year warranty. Severson seconded the motion and the following trustees voted: Conley-yes, McMillen- yes, Nemck-Button-yes, Brian Severson-yes, Whiteaker-yes and Eade absent.

Motion Passed

Remodeling PD: Conley presented a request from the Chief to do some updating and remodeling of the security system and new flooring in Police Department. The total cost will be $5955.00 and be taken out of 01-21-820.

Motion:

Conley moved to approve the expenditure of $5955.00 to update the security system and replace the floor in the Police Department. Severson seconded the motion and the following trustees voted: Conley- yes, McMillen- yes, Nemck-Button-yes, Brian Severson-yes, Whiteaker-yes and Eade absent.

Motion Passed

MDT Units: Conley next presented a request to purchase 2 MDT unites for the PD. The Police Department had received a grant for $3,000.00 to put toward one of the units. They would like to purchase 2 now and one on next year’s budget. The cost minus the grant would be $4,039.00.

Motion:

Severson moved to purchase 2 MDT for a total of $7,039.00, with $3,000.00 coming from the DCCF grant. Whiteaker seconded the motion and the following trustees voted: Conley-yes, McMillen- yes, Nemck-Button-yes, Brian Severson-yes, Whiteaker-yes and Eade absent.

Streets & Alleys

Building and Grounds:

Nothing to report

The question was asked if we had anything from the Ken/Com issue. Grandgeorge explained that the Village Attorney was not able to make the November meeting with the DeKalb 911 board., so the Village is on the agenda for December. DeKalb 911 has denied the Village request 3 times. In the beginning they were denied because DeKalb 911 had set the precedence not allowing any 911 calls be answered anywhere except in DeKalb County. The 911 monies were also an issue. Now the state police receive the 911 money and is dispensed out from them. Grandgeorge also feels there is a possible liability if Ken/Com would be answering the Fire calls and they would have to be transferred back to DeKalb County.

Morphey mentioned the Community meeting to be held on December 4, 2019 at the library. This pertains to the grant that has been applied for from DeKalb County Economic Development.
