1. Memo Civilian Police Aide Vacancy: Request to Hire: Alycia Remick & Katherine Davis - Motion to forward this item to the Board – McGuire, McDonald. Qualifications supporting the hiring recommendation were reviewed.
2. Memo Request To Hire On Call Firefighter: Timothy Bainter - Motion to forward this item to the Board – Neumeyer, McGuire. Bainter passed all required exams and is recommended for the position.

1. General Fund Analysis – Revenues are about $103K less than budgeted. This variance is expected to be reduced next week when the next round of real estate taxes is paid to Swansea by the County. Expenses continue to be held in check. Lower usage rates and higher efficiency measures have reduced Sewer revenues, which are about $339K below expectations. While Sewer expenses are about $300K less than expected, the approximate $1 million overall negative net amount reflects the need for reviewing sewer rates. The wet Spring weather and the lower Summer deduct requests were also touched upon.

Executive Session to Discuss - "The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired." 5 ILCS 120/2(c)(5) – Closed session was held 6:08 – 6:15 pm with a motion by McDonald, Neumeyer. Motion by Neumeyer, McGuire, re-opened the meeting. There were no open session comments.
2. Draft Res - A Resolution Authorizing The Village Of Swansea, Illinois To Enter into An Intergovernmental Agreement With The City Of Fairview Heights, Illinois, And The City Of O’Fallon, Illinois, For The Purpose of Supporting The Metro East Business - Motion to forward this item to the Board – McDonald, Neumeyer. It was reviewed that there would be no cost to the Village related to the agreement. Should a community provide revenues to the incubator intended to promote business within the three communities, then the contributing community will have some say in how the funds may be spent.
3. Findings Of Fact - 1516 North Belt West - Motion to forward this item to the Board – McGuire, Neumeyer. It was reviewed that the findings and recommended approval recommendation were previously discussed.
4. Draft Res - A Resolution Approving The Special Use Request For 1516 North Belt West In Accordance With The Zoning Regulations Of The Village Of Swansea - Motion to forward this item to the Board – Neumeyer, McGuire. The operators of the business at 1516 North Belt West noted that there may be clothes and other merchandise sold at the facility that may generate tax revenues for Swansea.

1. Memo: Request For Training - Southern Illinois Criminal Justice Summit - Motion to forward this item to the Board – Neumeyer, McDonald. PD Chief Johnson in the memo requested the training dollars for 5 people to attend the training.

PUBLIC WORKS COMMITTEE - Held from 6:19 to 6:24 pm
Chairperson: Trustee McGuire Members: Trustees Lanter, McDonald, Neumeyer, Wells
1. Discussion Item: TWM Pavement Management – A 3 or 5-year contract could be pursued, though a 5- year contract period was recommended. The potential yearly cost associated with a 5-year contract was touched upon. Public comment suggested that the PD and the Street Department could provide the needed inputs and save the contract cost. It was noted that the contract provides other benefits to the community, including estimated costs for repairs and the estimated extension of the life of the road from the repair. It was reviewed that TWM and other companies could bid the planning service and that obtaining competitive bids for Swansea is recommended. Lanter was requested to provide inputs on other companies that could bid. TIF/Business District potential funding will be reviewed.

1. Swansea Report January 2020 Issue – 2019 Tax levy content will be on page one. Other content and pictures for the issue were reviewed, such as PD promotions, the PD Citizens’ Academy, Safety issues, Solicitors’ licenses/requirements and private road locations in Swansea that prohibit solicitors.
