City of Peoria Liquor Commission met Feb. 3.

Here is the minutes provided by the commission:

A meeting of the City of Peoria Liquor Commission was held in Room 404, City Hall, 419 Fulton Street, Peoria, Illinois, on February 3, 2020, Chairman Miller presiding, with proper notice having been posted.

ROLL CALL:

Present: Chairman Michael Miller; Commissioners: Stephen Morris, Mike O’Brien - 3;

Absent: Camille Coates, Steve Kouri - 2.

Others present: City Attorney Masum Patel; Liquor Investigator Kevin Slavens; Fire Engineer Charlie Perrin; Deputy Clerk Trina Bonds; media and concerned citizens.

I. CALL TO ORDER

Chairman Miller called the meeting to order at 3:30 p.m.

II. APPROVAL OF MINUTES

Commissioner Morris moved to approve the Minutes of the January 6, 2020, Liquor Commission Meeting, as outlined; seconded by Commissioner O’Brien.

Approved by roll call vote:

Yeas: Miller, Morris, O’Brien - 3;

Nays: None;

Abstention: None.

III. LIQUOR SITE APPLICATIONS

Chairman Miller read the amendment to Section 3-57, which will be read at the beginning of every Liquor Commission Meeting.

“The Liquor Commission is a recommending body with respect to site approval. Our function is to determine if the location of an establishment is appropriate for the class of liquor license being requested and then make a recommendation to the City Council as to whether the application should be approved or denied. The City Council makes the final decision.

Under Section 3-57 of the Code of the City of Peoria any misrepresentation or false statement made to either this Commission or the City Council relating to the proposed business to be operated on the site can result in a denial of your liquor license; suspension and/or revocation of a license if already issued, and a fine of up to $1,000.”

9106 N. Lindbergh Requesting: Class D (hotel)

Subclass 4 (ballrooms)

Bill Woosley, General Manager, presented a Site Application for a Class D (hotel) Liquor License with a Subclass 4 (ballrooms) at 9106 N. Lindbergh.

In discussion with Chairman Miller, Mr. Woosley said they wanted to renew their liquor license for this hotel in order to draw more Corporate clientele. He stated that their main focus would be to offer Manager’s Receptions during the week in the main lobby, on Monday – Thursday from 5 p.m. to 7 p.m., with limited food and a couple drink tickets to be included with their room night. He went on to say that they planned to have Cash Bar Service between 7 p.m. to 10 p.m., on Monday – Thursday, and from 4 p.m. to 10 p.m. on Friday and Saturday. He said they would also be serving alcohol in their small meeting rooms. He reported that they did not want to serve any hard alcohol and he said they wanted to offer beer, wine, champagne and assorted spiked seltzers.

For clarification, Officer Slavens confirmed that a 19 year-old hotel employee could serve the alcohol under the direct supervision of a Manager over the age of 21.

Hearing no more comments or questions, Chairman Miller called for the motion.

Commissioner O’Brien moved to recommend approval of the Site Application for a Class D (hotel) Liquor License at 9106 N. Lindbergh, with a Subclass 4 (ballrooms); seconded by Commissioner Morris.

Approved by roll call vote.

Yeas: Miller, Morris, O’Brien - 3; 

Nays: None;

Abstention: None.

Chairman Miller stated this recommendation would be heard at the City Council Meeting to be held on Tuesday, February 25, 2020, at 6:00 p.m. and a representative of this establishment should be present at that meeting.

20-03 WFFD Ventures, LLC

d/b/a Weaver Fresh Food & Drink

7301 N. Radnor Road

Requesting: Class B (restaurant, 50% hotel)

Subclass 2 (live entertainment) Subclass 3 (beer garden)

Sam Zabek, Attorney, presented a Site Application for a Class B (restaurant, 50% food) Liquor License with a Subclass 2 (live entertainment) and a Subclass 3 (beer garden) at 7301 N. Radnor Road.

In discussion with Chairman Miller, Attorney Zabek reported that the establishment would be a family- oriented business and he said they had no intention of adding gambling machines. He said the establishment would have a full bar and he said they would initially serve lunch and possibly later on add dinner service.

Hearing no more comments or questions, Chairman Miller called for the motion.

Commissioner Morris moved to recommend approval of the Site Application for a Class B (tavern) Liquor License at 7301 N. Radnor, with a Subclass 2 (live entertainment) and a Subclass 3 (beer garden); seconded by Commissioner O’Brien.

Approved by roll call vote.

Yeas: Miller, Morris, O’Brien - 3; 

Nays: None;

Abstention: None.

Chairman Miller stated this recommendation would be heard at the City Council Meeting to be held on Tuesday, February 25, 2020, at 6:00 p.m. and a representative of this establishment should be present at that meeting.

IV. CITIZEN’S OPPORTUNITY TO ADDRESS THE LIQUOR COMMISSION

There were no citizens who wished to address the Liquor Commission.

V. NEXT SCHEDULED MEETING

The next scheduled regular meeting of the Liquor Commission is Monday, March 2, 2020.

VI. ADJOURNMENT

Commissioner Morris moved to adjourn the meeting; seconded by Commissioner O’Brien. Approved by viva voce vote.

The Liquor Commission Meeting adjourned at 3:39 p.m.
