Woodford County Conservation, Planning & Zoning Committee met March 9.
Here is the minutes provided by the committee:
1. Call to Order:
Vice Chairman Nagel called the meeting to 6:33 pm.
2. Roll Call: Justin Faulk, Don Tolan and Charles Nagel, and Jason Spence were present. Blake Parsons was excused. Jerry Smith was also in attendance.
3. Approval of Monthly claims: Motion was made by Tolan to approve the claims, seconded by Spence. Motion Carried.
4. Approval of January 28, 2020, minutes:
Motion to approve minutes made by Spence, seconded by Faulk. Motion Carried.
February 10, 2020 minutes:
Motion to approve minutes made by Faulk, seconded by Spence. Motion Carried.
5. Public Input:
Ms. Julie Reinthaler discussed a road issue she would like clarification on. She noted there is confusion on the road they live on. They believe the road to be private and the County Zoning office has stated it is public according to IDOT road jurisdiction. She noted that she spoke with the Kansas Township Road Commissioner and he noted that it is not public. She discussed the implication of the determination of this road being public or private. She noted there is massive confusion about this road. She noted there is confusion about neighbors and permits that are issued and the oversite of the building in the county. She provided a map which shows that the road is publicly maintained. She noted it is County Road 2570 E. She noted they are dependent on a road that they are unsure of the designation. She would like the County to help clarify the designation of the Road. Ms. Jording explained the issues relating to the road abandonment. She noted the intent appears to be to vacate the road but legally the road was never vacated.
Mr. Spence made a point of order that this could be further handled of line so the committee could continue through the agenda. Ms. Reinthaler expressed her displeasure with being interrupted and noted this has serious consequences to their property.
Mr. Nagel noted she should continue this discussion with the Zoning Administrator and she would update the committee next month.
Mr. Wade Reinthaler noted that communications are essential. He asked if this is a public road and where are the tax dollars going. He noted that is where his wife was going. Ms. Reinthaler noted it was germane and on topic. Mr. Nagel noted Ms. Jording would look into the issue and report back to the committee.
Mr. Grey McCoy discussed the Illinois Separation movement which is pursuing the separation of down state Illinois from the city of Chicago. He noted they have two options to get the referendum onto the ballot in November. The first option is to collect signatures from residents of the County, the second option is having the County Board vote to place the question on the ballot. They are will to utilize either route, however the County Board option is significantly less work. Mr. Nagel noted they would discuss this further on in the meeting.
6. Unfinished Business:
Minonk Wind LLC Special Use – Mr. Spence provided his recommended language. This memorandum will be kept on file in the State’s Attorney’s Office and the Zoning Office to keep everyone on the same page in the future. Motion to place of file made by Spence, seconded by Faulk. Motion Carried
Inoperable Motor Vehicle ordinance – proposed verbiage
Ms. Jording explained that the only addition made since last month was the definition of “temporarily incapable”. Mr. Nagel noted that the next step was to move this to the ZBA for hearing. Motion to approve and send to the April ZBA made by Spence, seconded by Faulk. Motion Carried
Zoning Administrator Annual Review/salary recommendation
Mr. Nagel noted he sent out some information and would like everyone to review that information and be prepared to discuss next month.
7. New Business:
Greg McCoy ballot question
The committee discussed Mr. McCoy’s presentation in public input Mr. Nagel asked for a motion to send it to the full board of their consideration. Motion to send to the full board made by Faulk, seconded by Tolan. Motion Failed with Spence and Nagel voting No.

ZBA Hearing - ZBA hearing on March 24 at 5 pm
Ms. Jording noted this will be a Training Meeting to go over materials to prepare for a future Wind Farm Application, she noted the board members are welcome to attend.
