Canton City issued the following announcement on May 29.
The Governor has issued a directive enacting Phase 3 of his reopening plan which goes into effect on May 29, 2020. This directive allows restaurants/bars (only in outdoor areas), retail businesses, fitness facilities, service salons, golf courses, and State parks to open with limitations. Precautions are to be taken such as social distancing, face masks, sanitation, signage, etc. His directive also encourages each municipality to help restaurants/bars expand their outdoor seating areas. Be aware that our region could slip back into Phase 2 if the health matrixes indicate a rebound in virus cases, etc. Also understand that the conditions outlined below are only temporary and things will change again when we enter the Governor’s Phase 4.
Regarding retail stores, the directive seems to have two requirements; ten people or less at one time, with precautions, or no more than 50% of capacity at one time, with precautions. Most of the stores that would have more than ten people in the store at one time have already been open because they have been deemed “essential”. And so, the “10 or less” requirement applies to most of the stores that have been closed during Phase 2.
Regarding restaurants and bars, the directive is for outdoor areas only, with precautions. The reason for “outdoor only” is so that patrons are in the fresh air rather than in an enclosed room. Accordingly, an establishment that has an outdoor area on their premises can serve food and drink outside as long as the tables are at least six feet apart. Outdoor places with roofs or side less tents will be considered as “outdoor spaces” as long as the perimeters are able to be opened 50% or more to allow fresh air.
Hours of sale for food will be 6am – 9pm Sunday – Thursday and 6am -10pm Friday and Saturday. Sale of Alcohol will be 10am- 9pm on Sunday; 6am – 9pm Monday – Thursday and 6am – 10pm Friday – Saturday. The hours for all sales can be adjusted later during Phase 3 as long as the Canton Police are not inundated with calls for loud and unruly behavior. If you look at Cantonillinois.org you will find the City Ordinance for Loud Noises Prohibited, 7-1-2 Sections C-E-F-I and K, this is what I’m basing the aforementioned hours on at this time.
Alcohol (open or not in the original container) would ONLY be allowed on YOUR property, inside the boundaries you set with rope or fencing. Patrons would be allowed to enter your place of business to use the restrooms only. No food or alcohol will be allowed inside while waiting for the restrooms. Social distancing will be adhered to and no more than 10 people would be allowed inside, including employees. Each business is expected to enforce the recommended precautions, social distancing, face masks, and sanitation recommendations set by the Fulton County Health Dept. and CDC. The police department will not be visiting establishments to confirm conformance. However, if the police department receives a complaint, they will respond. Repeated non-conformance could lead to citations or revocation of licenses. It is recommended that all communities comply with the Governor’s executive orders for the protection of their residents throughout this public health crisis.
