Village of Beach Park Finance Committee Met Dec. 16.

Meeting Conducted via Zoom Attendees:

Marc Huber – Administrator Peggy McHugh – Finance Director Trustee Linda Sittig – Member

The meeting was called to order by Chairman Jensen at 6:02 p.m. Peggy McHugh called the roll and noted that all committee members were present on the Zoom call.

November 18, 2020 meeting minutes:

Trustee Miller asked about the license agreement with IDNR and Administrator Huber gave an overview of the requirements in the agreement. Then Trustee Sittig asked about the LED lights in Cambridge and when those were installed. Peggy McHugh stated that they were installed in August of 2016. Administrator Huber stated that LED lights may not last as long as was originally thought. Discussion was had on the LED lights and SSA 6. Then Peggy McHugh provided the other updates from the last meeting: permit fees are 2% for all permits including solar, and the property registration revenue budget was too high. There are 47 properties that are no longer rentals, so that is lost revenue, 12 never registered and 258 expired in future years, but the bottom line is that the revenue budget amount was too high. After discussion the minutes were approved as presented.

Motion by Trustee Miller to approve the minutes, second by Trustee Sittig, minutes approved under roll call vote of 3 to 0.

Monthly Finance Report:

Trustee Jensen then moved discussion of the November Finance Report. Finance Director Peggy McHugh presented the fiscal year to date results in the monthly report and discussion occurred. The village engineer has indicated that the 2020 Road Program costs are coming in under budget. This savings can be rolled into the 2021 Road Program. There is a delay in an invoice from the City of Waukegan for water purchases related to the Beach & Manor location. Staff is following up. Utility tax is trending above target and last year.

FY 21 Revenue Forecast:

Finance Director McHugh gave a summary of the changes since last month’s forecast. While the totalrevenue forecast is lower than last month, the variance is still favorable to budget on a full year basis. Discussion was had.

Business Registration and Fees:

Trustee Jensen had asked staff to prepare a list of the businesses and fees charged by the village fortonight’s meeting. Discussion was had on the impact the pandemic has had on the businesses in the village. Recommendation from the committee is that the village refund 50% of the following fees as a gesture of support to our local businesses: 50% of those who paid for Classes J, A, B & M liquor license fees; 50% of the Business Registration fees those businesses with the J, A, B, & M liquor licenses paid, as well as 50% of the Business Registration fees paid by the hair/beauty salons; and finally, 50% of the video gaming license fees for all businesses who paid those fees. This recommended cash refund will be presented in ordinance format at the first board meeting in January. The committee members are all in favor of the proposed refunds and feel it is important that the businesses know the village supports them.

Warrant Lists:

Chairman Jensen did not have any questions nor did the other committee members.

New Business:

Administrator Huber mentioned that he had briefly reviewed Governor Pritzker’s proposed budget anddid not see anything that would impact the village at this point. Staff will continue to monitor the state’sbudget process.

Adjourn: Motion by Chairman Jensen, second by Trustee Miller, the Finance Committee meeting was adjourned at 6:55 p.m. by roll call vote of 3 to 0.
