City of Marquette Heights City Council met Feb. 14.

CALL TO ORDER
The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.
ROLL CALL
Aldermen present for Roll Call: Alderman Little, Naugle, Amundson, Neumann, Greiner and Neuhaus.
Also present were Attorney Herman, Clerk Steele, Public Works Director Brown, Fire Chief Fortier, Office Manager Minson, Deputy Treasurer Reynolds, Building Inspector Dearborn and Police Chief Merritt.
REPORTS OF CITY OFFICIALS
Mayor
No Report.
Clerk
Personnel Policy changes will be made for bereavement, holidays will now include Juneteenth to replace the Martin Luther King holiday in 2023, plus the addition of unpaid lunch breaks.
Treasurer
Treasurer Harris and Deputy Treasurer Minson will meet to review revenues for upcoming budget.

Citizens Wishing to Address the Council
Men’s Club President Michael Overholt presented donation checks to the following departments:
Fire Department - $5,000.00
Library - $5,000.00
Water - $500.00
Admin Office - $500.00
Public Works - $500.00
The Men’s Club pledged to complete a walking trail in Independence Park and has pledged $15,000.00. The Men’s Club will also donate $15,000.00 to the Police Department for a detached garage. Quotes on the walking trail will be presented to the Council.
The lease agreement between the City and Men’s Club will be amended to include additional concrete work.
REPORTS OF STANDING COMMITTEES:
Water and Sewer – Alderman Neuhaus
Water crew is continuing their annual equipment maintenance.
Public Works Brown had a meeting last week regarding a groundwater protection plan. He updated some policies that included having North Pekin notify the water department if a hazard spill happens in the vicinity of the well.
Water department was notified of a water main break on Sunday February 13th around 6 p.m. at 105 Craig. Public Works Brown responded and turned down the pressure to be fixed today February 14, 2022. Water main break has since been repaired.
Water crew is continuing to do meter replacements as they get scheduled.
Law Enforcement – Alderman Naugle
Police Chief Merritt expressed a thank you to everyone who sent flowers, cards, and sympathy for the passing of his mother last week.
Exec Session called for compensation for personnel.
Streets – Alderman Little
A previously broken and repaired bracket on the plow has once again broke but has now been repaired.
Street crew is preparing for upcoming snowstorm on Thursday.
Public Buildings / Parks – Alderman Greiner
Alderman Greiner apologized for not sending out the ADA grant blueprints for bathroom remodel before meeting. Email has been sent out informing Council of what construction will be taking place.
The reimbursement for the Library ADA grant invoice that was approved last September for $4,128.00 had an actual cost of $3887.00.
Fire – Alderman Amundson
No Report.
Planning – Alderman Neumann
An email was sent to the Council about the 80/20 split in employee health care coverage.
No update from the owner of the properties off Grant, Sangamon, and Logan Roads.
Alderman Neuman requested department chairs to meet with department supervisors to go over a priorities list. This will help decide where intended use for ARPA money is before next committee meeting.
Exec called for personnel with possible disciplinary action.

CONSENT AGENDA:
Approve January 24, 2022, Regular Council Meeting Minutes.
Approve Bi-Monthly Expenditures in the amount of $138,127.11.
Approve $3,119.79 payment to Better Banks for monthly Fire Engine 313 loan.
Approve $757.36 payment to Better Banks for monthly Police Squad 21-1 loan.
Approve $947.08 payment to Better Banks for monthly X-Mark mower loan.
Approve $1,094.70 payment to Emergency Medical Products to replace expired meds and supplies.
ITEMS REMOVED FROM CONSENT AGENDA:

APPROVE CONSENT AGENDA:
Alderman Greiner made a motion, seconded by Alderman Amundson to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.
NEW BUSINESS:
Alderman Greiner made a motion, seconded by Alderman Little to approve the employees’ health insurance premium increase, effective December 1, 2022. Roll Call Vote: All Ayes. Motion passed.
Changes to Item 1# - wording was changed to 80/20 split in place of increase.
*Alderman Greiner made a motion, seconded by Alderman Little to amend the change, and approve the employee’s health insurance premium split 80/20 effective December 1, 2022. Roll Call Vote: All Ayes, Motion passed.
Alderman Neumann made a motion, seconded by Alderman Naugle to table the Motion for the consideration and adoption of the revised personal policy until after executive session. Roll Call Vote: All Ayes. Motion passed.
ANY OTHER BUSINESS PERTAINING TO THE CITY
Alderman Little asked Building Inspector Dearborn about occupancy and driveway at 401 LaSalle Blvd.
*At this point Alderman Neumann and Alderman Naugle requested an Executive Session to discuss compensation to personnel and discussion of possible disciplinary action involving personnel.
Alderman Neumann made a motion, seconded by Alderman Greiner, to enter executive session at 7:28 p.m. for the purpose of discussing compensation pay for non-union employees and possible disciplinary action involving personnel. Roll Call Vote: All Ayes. Motion passed.
Council exited regular session and after a short break entered executive session at 7:39 p.m.
Council resumed regular session at 8:43 p.m.
Alderman Naugle made a motion, seconded by Alderman Neumann to approve the Motion for the consideration and adoption of the revised personal policy. Roll Call Vote: Alderman Neuhaus -Aye, Naugle - Aye, Little – Aye, Greiner - Aye, Amundson - Nay and Neumann - Aye. Motion passed.
ADJOURNMENT
Alderman Neumann made a motion, seconded by Alderman Greiner, to adjourn the regular City Council Meeting at 8:47 p.m. Roll Call Vote: All Ayes. Motion passed.
